EPA's Response to the Petitions to Reconsider the Endangerment and Cause or Contribute Findings for Greenhouse Gases under Section 202(a) of the Clean Air Act

This set of volumes is a response by the EPA to ten petitions filed to challenge the determination that climate change is real. The EPA dismisses the petitioners' claims, reiterating the evidence of anthropogenic global climate change.

Reanalysis of Historical Climate Data for Key Atmospheric Features: Implications for Attribution of Causes of Observed Chan (open access)

Reanalysis of Historical Climate Data for Key Atmospheric Features: Implications for Attribution of Causes of Observed Chan

This Climate Change Science Program Synthesis and Assessment Product addresses current capabilities to integrate observations of the climate system into a consistent description of past and current conditions through the method of reanalysis. In addition, the Product assesses present capabilities to attribute causes for climate variations and trends over North America during the reanalysis period, which extends from the mid-twentieth century to the present. This Product reviews the strengths and limitations of current atmospheric reanalysis products. It finds that reanalysis data play a crucial role in helping to identify, describe, and understand atmospheric features associated with weather and climate variability, including high-impact events such as major droughts and floods. Reanalysis data play an important role in assessing the ability of climate models to simulate the average climate and its variations. The data also help in identifying deficiencies in representations of physical processes that produce climate model errors.

Streamlining climate change and air pollution reporting: Final Report (open access)

Streamlining climate change and air pollution reporting: Final Report

The environmental policies currently being negotiated are likely to require Member State (MS) to control and report their emission of greenhouse gases (GHG) and air pollutants (AP) more precisely. While there are likely to be associated costs, it is also likely that the cost of timely and targeted action will be less than the longer term cost of inaction. A number of European Union (EU) legal instruments are used to regulate emissions - several of these are under review. The review not only needs to anticipate future policy needs but also assess the alignment of the various instruments and whether the burden on users can be further minimized.

Vermont Comprehensive Energy Plan 2009 And Update to the 2005 Twenty-Year Electric Plan (open access)

Vermont Comprehensive Energy Plan 2009 And Update to the 2005 Twenty-Year Electric Plan

This is a Public Review Draft of the State of Vermont’s third Comprehensive Energy Plan (CEP). It is being presented at a time in which combined concerns for energy and the environment are at the center of both state and federal policy attention. As we are completing this Public Review Draft of the Comprehensive Energy Plan, crude oil prices continue to set new peaks and are cresting above $130/barrel. The challenges presented to Vermont consumers who rely heavily on petroleum for transportation, heating, and process energy have never been more acute.

Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling (open access)

Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling

On May 22, 2010, President Barack Obama announced the creation of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling: an independent, nonpartisan entity, directed to provide a thorough analysis and impartial judgment. The President charged the Commission to determine the causes of the disaster, and to improve the country’s ability to respond to spills, and to recommend reforms to make offshore energy production safer. This report is the result of an intense six-month effort to fulfill the President’s charge. The Commission’s report offers the President, policymakers, industry, and the American people the fullest account available of the largest oil spill in U.S history: the context for the well itself, how the explosion and spill happened, and how industry and government scrambled to respond to an unprecedented emergency.
