Northwest Corridor Light Rail Transit Line to Farmers Branch and Carrollton, Dallas and Denton County, Texas: Final Environmental Impact Statement

This report describes the transportation and environmental impacts and proposed mitigation measures associated with the construction and operation of a proposed Light Rail Transit Line from downtown Dallas to Farmers Branch and Carrollton. This project in DART's Southeast Corridor has been combined with the contemporaneous plan for an LRT line in the Northwest Corridor into a single, federally funded project, although separate Environmental Impact Statements (EISs) were prepared for each corridor. This Final EIS for the Northwest Corridor was written following the completion of a Draft EIS and subsequent 45-day public review and comment period and it includes responses to concerns raised during that period. Because the line would connect to Dallas Love Field Airport, the Federal Aviation Administration cooperated in the development of this report.

The document also addresses concerns raised during the 45-day public comment period following the release of an earlier environmental assessment.

This report represents a re-evaluation of the environmental impact of DART's Orange Line DFW Airport Extension following modifications made to the proposed project after both the FAA and FTA had issued a Finding of No Significant Impact (FONSI). The purpose of this report was to determine if the modifications might result in environmental impacts not previously not documented in the earlier environmental assessment, in which case the FONSIs would remain valid. Some modifications to the rail alignments were made to avoid the need to relocate FAA infrastructure, to eliminate bridge structers that could impact flight safety, and to provide enough space for future roadway expansions.
