Constitutionality of Applying the FCC's Indecency Restriction to Cable Television
Various federal officials have spoken in favor of extending the Federal Communication Commission’s indecency restriction, which currently applies to broadcast television and radio, to cable and satellite television. (Microstructural dependence of the cavitation damage function in the FCC materials: Annual report, 1990--1991)
The interface damage function (IDF) defines an area fraction of damage on crystallite interfaces. This function, which is material and condition dependent, sustains a complete geometrical description of grain boundaries and identifies those types of interfaces which are preferentially damaged. Included in the IDF is functional dependence, not only upon lattice orientations or misorientations, but also upon grain boundary normal; this dependence has been largely neglected in other studies examining damage inhomogeneity of polycrystals. The experimental method used in describing the damaged microstructures included random sectioning of the damaged specimen, and the manual or semi-automatic construction of grain maps describing the observed microstructure. The grain maps for the initial IDF determination were constructed from scanning electron micrographs. Several of these micrographs were joined together and the grain boundaries were traced. There were manually fed back into the computer using a digitizing pad with each grain boundary intersection defined by an (x,y) pair of coordinates. Using algorithms written as a part of this work, the computer then reconstructs the grain map from this series of points. Manual correction of the computer generated maps was required to obtain an acceptable digitized reproduction of the observed microstructure.

Spectrum Use and the Transition to Digital TV
This report examines Spectrum use in the United States and the transition to digital TV. Like most of the world, The United States, is moving to replace current television technology with a new, technically superior format generally referred to as digital television (DTV). As part of this transition, Congress has acted to move television broadcasters out of radio spectrum currently used for the old, analog technology. The vacated radio frequencies are now scheduled for release in accordance with provisions of the Deficit Reduction Act of 2005 (P.L. 109-171), which sets a February 2009 date for the release of the spectrum.

Role of pressure in the study of fullerenes
Although fullerenes and their compounds are very new and exhibit new phenomena, pressure has already been an important factor in the characterization and study of these materials. In order to illustrate this, the authors will review collaborative studies on: (i) the effect of pressure on alkali and alkaline earth doped C{sub 60} superconductors, (ii) the effect of pressure and pressure medium on the ordering temperature of C{sub 60}, and (iii) the role of pressure in the study of the feasibility of using C{sub 60} as ``lattice sieves`` for separation of gases.
