Presented at the 24th Western Area Conference, this booklet contains reports of chapter activities of the Western Area division related to the arts, service to youth, and national and international issues of concern. The conference is a biennial meeting of chapters of The Links, Inc. located in the western United States. The theme for this year's conference is "The Arts Are Where You Are."

This report explains how legislative drafting is done by the staff of the Texas Legislative Council. Although it is primarily intended for use by the legislative council staff for training and as a reference guide, other participants in the legislative process, including legislators and legislative staff members, may find it helpful in analyzing legislative documents.

Final part of a report evaluating the environmental impacts of adopting a Habitat Conservation Plan (HCP) prepared by the Edwards Aquifer Recovery Implementation Program (EARIP) that would permit incidental take of endangered species during other lawful activities, while attempting to minimize or mitigate expected impacts. This volume contains memorandum of agreement for Edwards Aquifer Recovery Implementation Program with signature pages, as well as associated research reports referenced by the study.
