The Relationship among Select School Variables and 8th Grade African American Male Academic Achievement

This study was designed to investigate the correlational relationship between four school elements listed on the Texas Academic Progress Report (TAPR) and the academic achievement of 8th grade African American male students. Data for this study was provided from the Texas Education Agency's (TEA) Office for Public Information Requests. The study included four independent variables: percent of socioeconomically disadvantaged students, average years of teachers' experience, attendance rate and average class size in mathematics. The dependent variable was the 8th grade African American males' performance on the mathematics STAAR exam. The study examined scores from the mathematics STAAR exam for the years 2012-2014. The sample population included 1,540 schools and 47,169 individual test results. The results of the correlational analysis indicate that none of the independent variables were correlated to each other, but each of the independent variables had a statistically significant correlation with the dependent variable at the p < .05 level. The study also sought to explore the variance in academic achievement that could be explained by the four independent variables when used as a model. Impact of School-Wide Positive Behavior Intervention Supports for African American Males in American Public Schools

Research has shown that African American males are performing poorly in American public schools and are disciplined at a higher rate than other ethnic and gender groups. Positive Behavior Intervention Supports (PBIS) has a long history of success with individual students and more recently in school-wide settings. School-wide PBIS offers schools the ability to tailor their rules, rewards, and consequences to the specific needs and culture of a school. This descriptive and quantitative study sought to determine if implementation with fidelity of SWPBIS positively correlated to reduced disciplinary measures. The object of this study was to determine in what ways disciplinary rates for African American males differ in American public schools that identify as using SWPBIS with fidelity as compared to American public schools that do not implement SWPBIS with fidelity. Disciplinary rates examined included ISS, OSS single incident, and OSS multiple incidents. Descriptive findings indicated that schools that implement SWPBIS show a lower rate of ISS and OSS incidents for African American males. The quantitative findings did not yield a statistically significance between schools with fidelity of implementation of SWPBIS and schools without fidelity of implementation of SWPBIS.

An Analysis of Litigation against North Carolina Educators and School Districts under the North Carolina Tort Claims Act

This dissertation discussed the impact of the North Carolina Tort Claims Act and the history of governmental immunity that has protected school districts and school employees in North Carolina. The research question addressed was: how have North Carolina state courts interpreted the North Carolina Tort Claims Act in litigation against North Carolina school districts and their employees? The North Carolina Tort Claims Act provided citizens with a vehicle to sue local governmental agencies and their employees, such as school employees. The act also provided immunity for schools, especially for excessive damages in the case of negligence by an employee. The study examined how state courts have responded to different plaintiffs since the passage of the North Carolina Tort Claims Act in 1951. The decisions in the cases analyzed have been mostly favorable to schools, which has strengthened immunity for school employees. There were four legal aspects addressed by the courts after the passage of the North Carolina Tort Claims Act either most frequently or were unique to the case law of North Carolina. The purpose of this study identifies state court cases involving public school finance specifically related to adequacy and equity in funding. Results address how state court cases have challenged the constitutionality of school finance in the United States, including Texas, over the last 50 years. The study further shows how the decisions from previous cases have influenced the Supreme Court of Texas decision in the Texas Taxpayer & Student Fairness litigation.

The study involves the distribution of an opinionn-aire to one hundred public high school counselors, one hundred public high school principals, sixty-three counselor-educators, and forty-two administrator-educators. An Analysis of Legal Liability of Virginia Educators and School Systems

The doctrine of sovereign immunity in the Commonwealth of Virginia has evolved over time and the redefinition of the doctrine has been subjected to the interpretation by courts involving cases with varied facts and circumstances that have challenged the boundaries and flexibility of this legal concept. Determining the protection that a state agent was entitled to was the guiding principle in case law regarding sovereign immunity; however, understanding the purpose and intent of the doctrine of sovereign immunity was critical to determining the boundaries and criteria of the doctrine of immunity. In this dissertation, the researcher analyzed tort law as it applied to educators and public-school districts through the Virginia court system under common law and the Virginia Tort Claims Act (VTCA, 1981). The case analysis provided an overview of lawsuits heard and decisions rendered in negligence cases brought against educators and educational entities prior to and after the enactment of the Virginia Tort Claims Act in 1981.

Teacher Certification Program Types and Their Impact on Teacher Self-Efficacy

The overarching purpose of the study was specifically designed to examine how teacher preparation programs contributed to novice teachers' sense of self-efficacy. The significance of this study related to how well teachers were prepared, based upon their preparation program. This qualitative methods study incorporated a research design consisting of phenomenological research. Eleven thematic findings derived based upon the participants' input after several series of data analysis and reduction, using a general deductive approach. Results showed many implications of how teacher preparation programs contributed to the participants' sense of self-efficacy. Major implications for teacher preparation programs and their impact on novice teachers are discussed, such as improvement measures for preparation programs, and opportunities to increase teacher effectiveness.

Leadership and the Influences of Teacher Absenteeism

This study explored campus principals' leadership behaviors and leadership styles to determine possible influences of leadership on teacher absences. The study was viewed through the framework of Bass and Avolio's (1985) transformational and transactional leadership styles. The Multifactor Leadership Questionnaire Self-Report (MLQ-SR) was used to identify principals' perceptions of their leadership styles. Absence data were also collected and analyzed for the school years (2012-2013, 2013-2014, and 2014-2015). Data were triangulated using one-on-one interviews with selected principals and teacher focus group discussions. The findings from this study verified that leadership style (described in terms of leadership behaviors) influenced teacher absenteeism indirectly through the culture and climate of the campus. Future research is recommended to discover whether incentive programs decrease teacher absenteeism and how leaders can influence their organizations through their behaviors.

Job Satisfaction, Organizational Commitment, and Turnover Intention of Teachers Using Computer-Based Curriculum Delivery in a Drop-Out Recovery High School

This current study examined the job satisfaction and turnover intention of teachers working in a drop out recovery program using online curriculum. The subjects of the study were from one charter school district in north Texas that is designated as a drop out recovery program. This qualitative case study used interviews and focus groups to examine eight different areas of teacher job satisfaction to examine factors that influence a teacher's intent to quit or remain at a school. Previous research showed a connection between job satisfaction levels and the intent of a teacher to terminate employment or not. Previous research had not looked into this specific school environment. Results showed that compensation was the largest factor in job satisfaction but negative feelings could be overcome if other areas of importance for teachers brought positive job satisfaction. Overall, teachers in this environment were more likely to have high job satisfaction and less likely to terminate employment.

Using Data Envelopment Analysis to Predict the Impact of Socioeconomic Variables on Instructional Spending Efficiency and Student Achievement at the Elementary Level

Public school finance and school accountability are highly contentious subjects. This correlational study illustrates campus level instructional spending efficiency by examining various input and output variables. The study utilizes data envelopment analysis of selected variables to compare elementary campuses and create instructional spending efficiency measures within purposively selected metropolitan educational service regions in Texas. The study analyzes elementary school instructional spending and student classification as economically disadvantaged compared to student achievement in English language arts. The study finds a direct relationship between instructional spending efficiency and student achievement. The relationship between the socioeconomic variable of economically disadvantaged status is inverse. This finding suggests that in depth examinations of highly inefficient, but relatively high academic performing cases, may uncover effective instructional or operational practices tailored to the needs of the sub-populations.

Leveraging Instructional Leadership to Build Teacher Efficacy in Title I Elementary Schools

By building self-efficacy in individual teachers and collective efficacy in grade level teams, principals can improve the instructional practices that take place on campuses. Instruction impacts student achievement. Principals indirectly impact student achievement through instruction that happens in the classroom. The purpose of this mixed methods study was to examine the relationship between the behavior of instructional leaders and teachers' self-efficacy and collective efficacy. Data collection tools included a survey, semi-structured interviews, and observations of interactions and behaviors of teachers and principals at two Title I elementary schools in a large suburban school district in the Dallas-Fort Worth metroplex. Teacher self-efficacy and collective efficacy were seen through the lens of classroom management, instructional strategies, group competency, student engagement and task analysis. Teacher efficacy at both schools were influenced by leadership behaviors through direct and indirect actions. Instructional leaders must be adept at using tools, such as PLCs and walkthroughs, to contextualize the needs of all stakeholders and bring about high levels of efficacy in teachers and student achievement.

District Systematic Supports of an Instructional Coaching Program

The purpose of this qualitative study was to identify the systems, structures, and behaviors district leaders employ and enact to assist elementary school principals' relationship with their school instructional coach. Through the synthesis of current research, the conceptual framework was developed with a focus on district leadership behaviors and instructional coaching programs. The conceptual framework consisted of professional capital theory, instructional coaching model, and principal leadership skills. This study assessed the perceptions of six instructional coaches, six elementary principals, and three district leaders from Comet ISD regarding the specific behaviors district leaders use to support the relationship between the school principal and instructional coach. The three-part data collection process included document analysis, face-to-face interviews, and focus group interviews to support the triangulation of data. Through the a priori coding process, four themes emerged that identified key district structures and leadership behaviors needed to support the relationship between the school principal and instructional coach: program clarity, principal leadership skills, professional learning opportunities, and culture of continuous learning. This study revealed a specific need to understand program implementation, accountability, and evaluation of the effectiveness of the instructional coaching program in a fast-growth district.

Effective Leadership Practices in Improvement-Required Schools

This mixed-methods study identified the effective practices of the principal and leadership team in an Improvement-Required (IR) high school that significantly influenced student achievement and guided their school from IR to a rating of Met Standard in one year. IR or F schools under the new system are schools that failed to meet the state accountability target goals. The high school in this study had a large culturally and economically diverse student population with a high percentage of English learners. The leadership practices were identified through four themes revealed by the qualitative data analysis of focus group and individual in-depth interviews: (a) importance of instructional, collaborative leadership, (b) intentional planning of effective instruction for all students, (c) consistent use of data to guide instruction, and (d) ongoing, data based, targeted staff development. The study findings are significant due to strong corroboration between the qualitative data collected from the interviews and the quantitative results from the faculty survey.

The Relationship between the Advanced Placement Calculus AB Exam and Student Achievement in College Level Math 1710-Calculus I

The purpose of this dissertation was to investigate the relationship between the Advanced Placement Calculus AB exam and student achievement in college level Math 1710-Calculus I. The review of literature shows that this possible relationship is based on Alexander Astin's longitudinal input-environment-outcome (I-E-O) model. The I-E-O model was used to analyze the relationship between the input and outcome of the two variables. In addition, this quantitative study determined the relationship between a score of 3 or lower on the Advanced Placement Calculus AB exam and student achievement in college level Math 1710-Calculus I. The sample population of this study contained 91 students from various high schools in Texas. Spearman's rank correlation revealed there was a statistically significant relationship between Advanced Placement Calculus AB exam scores and final grades in Math 1710-Calculus I.

Culturally Relevant Recruitment and Hiring in an Urban District

This qualitative case study examined the recruitment and hiring practices of an urban district. Participants in this study included five district-level, human resource staff members and six campus principals. Data collected and analyzed including audio recordings of semi-structured interviews of each participant and documents at the district and campus levels used during the recruitment and hiring processes. The findings suggested that there is evidence of the district's use of the fit theory and culturally relevant pedagogy, and there is potential value in uniting and using both theories to identify and hire culturally responsive teachers. Findings also suggested that some tenets of both theories overlap, and some were more evident and more valued in the district processes than others. Since urban schools tend to experience significant staffing challenges and require teachers who are more culturally responsive, this study has the potential to help district and campus leaders examine their current hiring practices and establish stronger connections to the fit theory and culturally relevant pedagogy tenets.

The role of the principal has become increasingly complex and challenging. Recent emphasis has been placed on the role of principals as leaders who can build a culture of learning in schools to close the student achievement gap. Outside factors such as fast-growth in Texas have caused schools to change and grow quickly, which increases the learning demands placed on principals as they seek to develop the knowledge and skills needed for effective leadership. Developing and sustaining a professional learning community is a powerful strategy that has been found to improve teaching and learning, however developing professional learning communities requires skilled leadership. Limited research exists regarding how principals learn to implement and sustain professional learning communities within fast-growth districts, therefore, with this phenomenological qualitative research, I explored the lived experiences of seven principals within one fast-growth district in Texas to explore how they learned to develop and sustain a professional learning community.

The Effect of Instructional Expenditures on College Readiness

With limited state and local funds as well as a growing student population, how elected decision makers allocate money to impact college readiness needs to be explored. The purpose of this research study was to explore the impact of instructional expenditures on educational outcomes. This multivariate multiple regression study specifically explored the impact of instructional expenditure ratios and per pupil instructional expenditures of every public school district in Texas on student performance college readiness indicators measured by state assessments (State of Texas Assessment of Academic Readiness [STAAR] Mathematics and English Language Arts [ELA] test scores) and national assessments (American College Test [ACT] and Scholastic Assessment Test [SAT] scores) over a 5-year period. Fifteen different regression models were established with various significant predictors of expenditures and revenue funds. These models explained up to 46% of the variance for college readiness scores over the 5-year period.

Key Factors in Developing a Successful Bond Referendum in Texas School Districts

In May of 2002, Wichita Falls ISD, a district in Texas with a stagnate enrollment of 14,000 students for multiple years, asked for the community to support a $120 million bond to help cover the cost of four new elementary campuses and to maintain and upgrade aging facilities. The bond failed. Additionally, a 2004 bond failed again. Finally, in 2006, the district is finally able to pass a $60 million bond and only includes two new elementary campuses and no funding to address the aging facilities. At the same time, other districts in fast growing areas of Texas are able to pass school bonds with little to no issues. This begs the question, is there a formula for getting school bonds passed? The purpose of this study is to discover what key factors influence a bond package; to help find those answers, eight districts in Texas were selected, five considered to be a fast-growth district" and three considered to be no-growth district. The study used a qualitative research approach, using semi-structured interviews with 24 participants. After all factors were analyzed, a pattern and recommendation is developed for districts to follow allowing a high degree of success for school bonds.

Socially Just Principals' Pursuit of Cultural Proficiency

The purpose of this research was to explore how the personal and professional experiences of school leaders strengthened or hindered their ability to engage in social justice leadership to advance educational equity and encourage culturally proficient practices in their schools. I employed a descriptive multi-case study and the research was viewed through a conceptual framework that included social justice, equity, and the five elements of cultural proficiency. Five principals from three different school districts were selected as participants. They represented elementary, middle and high schools. Interviews consisted of semi-structured face to face interviews with each principal participant and one focus group interview with five participants. Each participant also provided a cultural autobiography. Findings revealed while principals may care deeply about providing equitable opportunities for students, the interest does not supplement knowledge, skills, experience, and support. The information gained from this study can inform the practice of school leaders, and the way in which districts and programs of educational leadership prepare school leaders to serve and address the needs of all students as public schools become more culturally diverse.

Reform on Educational Policy: The Alignment of Career and Technical Education Programs of Study to Local Labor Markets

Do federal policies influence program offerings for career and technical education(CTE)? Often the implication of compliance and the expectation of connecting compliance to funding is considered a tactic to leverage expectations on a large scale. The purpose of this quantitative study was to determine if the CTE programs located in a singular region of Texas were compliant with federal expectations by way of evaluating the alignment of programs offered and local labor markets prior to the implementation of Perkins V. The evaluation of a variety of archival data and subsequent findings of the correlation of alignment of programs within the region along with the amount of federal Perkins's dollars spent on CTE was a confirmed as an effective policy reform measure. Additional evaluations included the combination of federal and state spending in correlation to the number of programs offered in career and technical education along with the actual CTE student enrollment of a given district. Major findings showed that through a moderation analysis for some districts the number of programs offered could be influenced by program funding and size. Integrating digital pedagogy into instruction in a manner that promotes critical thinking and drives increased student achievement and engagement in all classrooms is a goal of many campuses and districts that invest heavily in hardware, software, and professional development on an annual basis. Digital pedagogy goals tend to center around preparing students for the 21st century workforce, promoting instruction that is more engaging, and providing deeper learning for all students; however, achieving these goals is not possible without teachers willing and able to effectively implement instructional technology into the content they are teaching. The conceptual framework consists of digital leadership, teacher engagement, and resources and supports. This case study focused on the district-wide integration of technology into instruction through the elements found in the conceptual framework. Educators, from kindergarten through twelfth grade were surveyed about their attitudes, self-efficacy perceptions and willingness to integrate digital pedagogies into their current teaching practices.
