Northwest Corridor Light Rail Transit Line to Irving and DFW Airport in Dallas County, Texas: Final Impact Statement

This report describes the transportation and environmental impacts and proposed mitigation measures associated with the construction and operation of a proposed, 9.3 mile, double-tracked Light Rail Transit (LRT) line from a junction with the Farmers Branch / Carrollton Line north of Bachman Station to the vicinity of Belt Line Road and Valley View Lane in Irving. An evaluation of the planned extension of this line to the Central Terminal Area of DFW International Airport (DFWIA) is not included in this report, pending DFWIA guidance. Because the line would connect to DFWIA, the Federal Aviation Administration cooperated in the development of this report. This Final Environmental Impact Statement (EIS) was written following the completion of a Draft EIS and subsequent 45-day public review and comment period and it includes responses to concerns raised during that period.

General Nathan Twining and the Fifteenth Air Force in World War II

General Nathan F. Twining distinguished himself in leading the American Fifteenth Air Force during the last full year of World War II in the European Theatre. Drawing on the leadership qualities he had already shown in combat in the Pacific Theatre, he was the only USAAF leader who commanded three separate air forces during World War II. His command of the Fifteenth Air Force gave him his biggest, longest lasting, and most challenging experience of the war, which would be the foundation for the reputation that eventually would win him appointment to the nation's highest military post as Chairman of the Joint Chiefs of Staff during the Cold War.

Use of In-Stream Water Quality Measurements and Geospatial Parameters to Predict Consumer Surfactant Toxic Units in the Upper Trinity River Watershed, Texas

Surfactants are used in a wide assortment of "down-the-drain" consumer products, yet they are often discharged in wastewater treatment plant effluent into receiving water, potentially causing environmental harm. The objective of this project was to predict surfactant toxic units and in-stream nutrients in the upper Trinity River watershed. Surface and pore water samples were collected in late summer 2005. General chemistries and surfactant toxic units were calculated. GIS models of anthropogenic and natural factors were collected and analyzed according to subwatersheds. Multiple regression analyses using the Maximum R2 improvement method were performed to predict surfactant toxic units and in-stream nutrients using GIS and in-stream values. Both geospatial and in-stream parameters generated multiple regression models for surfactant surface and pore water toxic units, as well as in-stream nutrients, with high R2 values. Thus, GIS and in-stream parameter modeling have the potential to be reliable and inexpensive method of predicting surfactant toxic units and nutrient loading in the upper Trinity River watershed.

GIS application in emergency management of terrorism events on the University of North Texas campus.

This thesis presents a Web-based geographic information system (GIS) application for campus emergency management that allows users to visualize, integrate, and analyze student population, facilities, and hazard data for efficient emergency management of University of North Texas before, during, and after a terrorism event. End-users can locate and search the source area of an event on a digital map from the ArcIMS-based Website. The website displays corresponding population information and attributes of impacted facilities in real time. School officials and first responders including police, firefighters and medical personnel can promptly plan the appropriate rescue and response procedures according to the displayed results. Finally, the thesis outlines the limitations of Web-based GIS in the arena of campus emergency management.

Nancy Love and the Wasp Ferry Pilots of World War II

She flew the swift P-51 and the capricious P-38, but the heavy, four-engine B-17 bomber and C-54 transport were her forte. This is the story of Nancy Harkness Love who, early in World War II, recruited and led the first group of twenty-eight women to fly military aircraft for the U.S. Army. Love was hooked on flight at an early age. At sixteen, after just four hours of instruction, she flew solo “a rather broken down Fleet biplane that my barnstorming instructor imported from parts unknown.” The year was 1930: record-setting aviator Jacqueline Cochran (and Love’s future rival) had not yet learned to fly, and the most famous woman pilot of all time, Amelia Earhart, had yet to make her acclaimed solo Atlantic flight. When the United States entered World War II, the Army needed pilots to transport or “ferry” its combat-bound aircraft across the United States for overseas deployment and its trainer airplanes to flight training bases. Most male pilots were assigned to combat preparation, leaving few available for ferrying jobs. Into this vacuum stepped Nancy Love and her civilian Women’s Auxiliary Ferrying Squadron (WAFS). The Department of Defense Role in Foreign Assistance: Background, Major Issues, and Options for Congress

This report provides background information on and discusses issues related to the DOD's role in providing U.S. foreign assistance and undertaking foreign assistance-type activities. Topics include the types of assistance DOD provides, the authorities under which DOD conducts its programs, and coordination and cooperation mechanisms between DOD and other agencies. The report begins with a brief introduction to the three areas in which DOD plays a role in foreign assistance and to Congress's part in authorizing that role. Next, the report briefly discusses the general evolution of DOD's role and the Department of State's current perception of that role based on current national security needs. The report then provides an overview of the evolution of the DOD role and current activities in the three areas cited above, with a snapshot of the varying perspectives on the DOD roles in these areas. Finally, the report discusses issues that Congress may wish to consider. The appendices provide more detailed information on the current and most significant foreign assistance programs in which DOD plays a role.
