This report is a presentation of work carried out on Phase II of the HIPPS program under DOE contract DE-AC22-95PC95144 from June 1995 to March 2001. The objective of this report is to emphasize the results and achievements of the program and not to archive every detail of the past six years of effort. These details are already available in the twenty-two quarterly reports previously submitted to DOE and in the final report from Phase I. The report is divided into three major foci, indicative of the three operational groupings of the program as it evolved, was restructured, or overtaken by events. In each of these areas, the results exceeded DOE goals and expectations. The Potential For Energy Efficiency In The State of Iowa

The purpose of this study was to do an initial estimate of the potential for energy savings in the state of Iowa. Several methods for determining savings were examined, including existing programs, surveys, savings calculators, and economic simulation. Each method has advantages and disadvantages, trading off between detail of information, accuracy of results, and scope. This paper concentrated on using economic simulation (the NEMS model (EIA 2000a)) to determine market potential for energy savings for the residential and commercial sectors. The results of surveys were used to calculate the economic potential for savings in the industrial sector. The NEMS model is used by the Energy Information Administration to calculate twenty-year projections of energy use for every region of the country. The results of the Annual Energy Outlook 2000 were used as the Base case (EIA 1999a). Two alternative cases were created to simulate energy savings policies. Voluntary, market-related programs were simulated by lowering the effective discount rates that end-users use when making decisions on equipment purchases. Standards programs in the residential sector were simulated by eliminating the availability of low efficiency equipment in future years. The four categories of work used to distinguish the research activities of the Geothermal Program during FY 2000 reflect the main components of real-world geothermal projects. These categories form the main sections of the project descriptions in this Research Update. Exploration Technology research focuses on developing instruments and techniques to discover hidden hydrothermal systems and to explore the deep portions of known systems. Research in geophysical and geochemical methods is expected to yield increased knowledge of hidden geothermal systems. Reservoir Technology research combines laboratory and analytical investigations with equipment development and field testing to establish practical tools for resource development and management for both hydrothermal reservoirs and enhanced geothermal systems. TAFV Alternative Fuels and Vehicles Choice Model Documentation

A model for predicting choice of alternative fuel and among alternative vehicle technologies for light-duty motor vehicles is derived. The nested multinomial logit (NML) mathematical framework is used. Calibration of the model is based on information in the existing literature and deduction based on assuming a small number of key parameters, such as the value of time and discount rates. A spreadsheet model has been developed for calibration and preliminary testing of the model.

Dry Cask Storage Characterization Project - Phase 1: CASTOR V/21 Cask Opening and Examination

This report documents visual examination and testing conducted in 1999 and early 2000 at the Idaho National Engineering and Environmental Laboratory (INEEL) on a Gesellschaft für Nuklear Service (GNS) CASTOR V/21 pressurized water reactor (PWR) spent fuel dry storage cask. The purpose of the examination and testing is to develop a technical basis for renewal of licenses and Certificates of Compliance for dry storage systems for spent nuclear fuel and high-level waste at independent spent fuel storage installation sites. The examination and testing was conducted to assess the condition of the cask internal and external surfaces, cask contents consisting of 21 Westinghouse PWR spent fuel assemblies from Dominion’s (formerly named Virginia Power) Surry Power Station and cask concrete storage pad. The assemblies have been continuously stored in the CASTOR cask since 1985. Cask exterior surface and selected fuel assembly temperatures, and cask surface gamma and neutron dose rates were measured. Cask external/internal surfaces, fuel basket components including accessible weldments, fuel assembly exteriors, and primary lid seals were visually examined. Selected fuel rods were removed from one fuel assembly, visually examined, and then shipped to Argonne National Laboratory for nondestructive, destructive, and mechanical examination. National Energy Audit (NEAT) Users Manual Version 7

Welcome to the U.S. Department of Energy's (DOE's) energy auditing tool, called ''NEAT.'' NEAT, an acronym for National Energy Audit Tool, a program for personal computers that was designed for use by local agencies in the Weatherization Assistance Program. It is an approved alternative audit that meets all auditing requirements set forth by the Program. NEAT is easy to use. It applies engineering and economic calculations to evaluate energy conservation measures for single-family, detached houses or small multifamily buildings. You can use it to rank measures for each individual house, or to establish a priority list of conservation measures for nearly identical housing types. NEAT was written for the Weatherization Assistance Program by Oak Ridge National Laboratory. Many building energy consumption algorithms are taken from Lawrence Berkeley Laboratory's Computerized Instrumented Residential Audit (CIRA), published in 1982 for the Department of Energy. Equipment retrofit conservation measures are based on published reports on various heating retrofits. Heating and cooling system replacement conservation measures are based on the energy ratings of new heating and cooling equipment. The Weatherization Program anticipates that this computer-based energy audit will offer substantial performance improvements to many states who choose to incorporate it into their programs. Development of Advanced Ceramic Manufacturing Technology

Advanced structural ceramics are enabling materials for new transportation engine systems that have the potential for significantly reducing energy consumption and pollution in automobiles and heavy vehicles. Ceramic component reliability and performance have been demonstrated in previous U.S. DOE initiatives, but high manufacturing cost was recognized as a major barrier to commercialization. Norton Advanced Ceramics (NAC), a division of Saint-Gobain Industrial Ceramics, Inc. (SGIC), was selected to perform a major Advanced Ceramics Manufacturing Technology (ACMT) Program. The overall objectives of NAC's program were to design, develop, and demonstrate advanced manufacturing technology for the production of ceramic exhaust valves for diesel engines. The specific objectives were (1) to reduce the manufacturing cost by an order of magnitude, (2) to develop and demonstrate process capability and reproducibility, and (3) to validate ceramic valve performance, durability, and reliability. The program was divided into four major tasks: Component Design and Specification, Component Manufacturing Technology Development, Inspection and Testing, and Process Demonstration. A high-power diesel engine valve for the DDC Series 149 engine was chosen as the demonstration part for this program. Brookhaven National (BNL) Laboratory is a multidisciplinary laboratory that carries out basic and applied research in the physical, biomedical, and environmental sciences, and in selected energy technologies. It is managed by Brookhaven Science Associates, LLC, under contract with the U. S. Department of Energy. BNL's total annual budget has averaged about $450 million. There are about 3,000 employees, and another 4,500 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 4 13.2, ''Laboratory Directed Research and Development,'' March 5, 1997, and the LDRD Annual Report guidance, updated February 12, 1999. The Site Environmental Report 2000 (SER) summarizes the status of the Laboratory's environmental programs and performance, including the steady progress towards cleaning up the Laboratory site and fully integrating environmental stewardship into all facets of BNL's mission.
