Letter from Ruth Armstrong Watters to Truett Latimer discussing irrigation of the the Concho River, which was controlled by the federal government and UCRA. Watters cites a pamphlet from the UCRA, which discusses House Bill 77 from the 44th legislature in 1935 and which allowed the state of Texas to control the Colorado River and its tributaries within the state. She writes that although she values conservation she wants the senior appropriation permit recognized so that she can use water from the river to water her livestock.

Bernice thinks the bill will provide a greater number of Registered Nurses in Texas while maintaining the qualifying standards to be one. She says what the bill would change in the Nurse Practice Act and details the effects.
