Radioactive waste isolation in salt: Peer review of the Office of Nuclear Waste Isolation's draft report on a multifactor test design to investigate uniform corrosion of low-carbon steel

This report documents Argonne National Laboratory's review of an internal technical memorandum prepared by Battelle Memorial Institute's Office of Nuclear Waste Isolation (ONWI) entitled Multifactor Test Design to Investigate Uniform Corrosion of Low-Carbon Steel in a Nuclear Waste Salt Repository Environment. The several major areas of concern identified by peer review panelists are important to the credibility of the test design proposed in the memorandum and are to adequately addressed there. These areas of concern, along with specific recommendations to improve their treatment, are discussed in detail in Sec. 2 of this report. The twenty recommendations, which were abstracted from those discussions, are presented essentially in the order in which they are introduced in Sec. 2.

Level of evidence for reasonable assurance guides to prediction

Over the past years, the DOE Contractors have produced a great deal of work that has been extensively reviewed and criticized by the Nuclear Regulatory Commission (NRC), the Materials Review Board (MRB) of the DOE, the Advisory Committee on Reactor Safeguards (ACRS), and the technical support group at Brookhaven National Laboratory (BNL). Common aspects of the reviews and criticisms have provided information on the level of evidence required by the scientific community to defend performance claims. Important indicators of the type of evidence that the NRC will require for favorable decisions of reasonable assurance also can be obtained from 10 CFR 60 and its rationale, from NRC guides and Technical Position papers, from past reviews of the DOE programs by NRC Contractors, and from the use of reasonable assurance by the NRC in its 1984 Waste Confidence Decision. This report describes general concepts related to the acceptability and unacceptability of the level of evidence needed to defend claims with reasonable assurance. The concepts were formulated on the basis of analyses of the NRC position papers, and of common aspects of the reviews and criticisms dealing with compliance demonstration.

Radiological monitoring at the WSS during 1987 measured uranium, Radium-226, and Thorium-230 concentrations in surface water, groundwater, and sediment; radon gas concentrations in air; all long-lived natural series isotopes in air particulates; and external gamma radiation exposure rates. Potential radiation doses to the public were calculated based on assumed exposure periods and the above measurements. Radon concentrations, external gamma exposure rates, and radionuclide concentrations in groundwater and surface water at the site were generally equivalent to previous years' levels. The maximum calculated annual radiation dose to a hypothetically exposed individual at the WSRP and WSCP area was 1 mrem, or 1 percent of the DOE radiation protection standard of 100 mrem. The maximum calculated annual radiation dose to a hypothetically exposed individual at the WSQ was 14 mrem, or about 14 percent of the standard. Thus the WSS currently complies with DOE Off-site Dose Standards. Chemical contamination monitoring at the WSS during 1987 measured nitroaromatics, total organic carbon and the inorganic anions chloride, nitrate, fluoride and sulfate in surface water, groundwater and sediment. 22 refs., 26 figs., 21 tabs.

From January to December 1985, the Los Alamos Safeguards and Security Program was involved in the activities described in the first four parts of this report: Safeguards Operations, Security Development and Support, Safeguards Technology Development, and International Support. Part 1 covers efforts of direct assistance to the Department of Energy and Nuclear Regulatory Commission licensee facilities. This assistance includes consultation on materials accounting problems, development and demonstration of specialized techniques and instruments, and comprehensive participation in the design and evaluation of advanced safeguards systems. In addition, a series of training courses in various aspects of safeguards makes the technology more accessible to those who must apply it. Part 2 treats activities aimed at the security of information and computer systems. Our focus this period was on continuing the activities of the Center for Computer Security, which provides the basis for encouraging and disseminating this emerging technology, and on the development and demonstration of secure computer systems. Part 3 describes the broad development efforts essential to continuing improvements in the practice of safeguards. Although these projects are properly classified as developmental, they address recognized problems that commonly occur in operating facilities. 7-GeV Advanced Photon Source Conceptual Design Report

During the past decade, synchrotron radiation emitted by circulating electron beams has come into wide use as a powerful, versatile source of x-rays for probing the structure of matter and for studying various physical processes. Several synchrotron radiation facilities with different designs and characteristics are now in regular operation throughout the world, with recent additions in this country being the 0.8-GeV and 2.5-GeV rings of NSLS at Brookhaven National Laboratory. However, none of the operating facilities has been designed to use a low-emittance, high-energy stored beam, together with modern undulator devices, to produce a large number of hard x-ray beams of extremely high brilliance. This document is a proposal to the Department of Energy to construct and operate high-energy synchrotron radiation facility at Argonne National Laboratory. We have now chosen to set the design energy of this facility at 7.0 GeV, with the capability to operate at up to 7.5 GeV.

Summary Report on Transport of Contaminants in the Subsurface: The Role of Organic and Inorganic Colloidal Particles

A meeting on ''Transport of Contaminants in the Subsurface: Role of Organic and Colloidal Materials'' was held on October 5-9, 1986, in Manteo, North Carolina. The meeting was part of the series of International Seminars on the Subsurface held by the Subsurface Transport Program o f the Office of Health and Environmental Research of the U.S. Department of Energy. The meeting was organized by Frank Wobber (OHER/DOE) and John McCarthy (Oak Ridge National Laboratory). The purpose of the meeting was to review current knowledge about the role played by colloids on the mobility of contaminants in the subsurface environment, and to identify important long-term research needs in this area. Participants included senior researchers in this field from national laboratories, government agencies, universities, and research institutes in four countries. Recent findings on the occurrence and nature of colloidal material in the subsurface as well as on the association of colloids with organic, metal, and radionuclide contaminants were presented and discussed. Field studies have demonstrated that colloidal particles do move through aquifers and that radionuclides have been transported much further than predicted due to their association with mobile colloids in the groundwater. A technique for production glass macro-shells for ICF targets. Final report, 1 November 1986--31 October 1987

A study of bubble formation, movement and distortion in viscous glass is described. A glass rod containing an irregularly shaped hole is heated to a temperature at where the glass viscosity is low enough to let the hole form a spherical bubble. Spheration occurs as the bubble moves upward in the glass rod. At the proper time, the rising bubble is decelerated and brought to a stop by increasing the glass viscosity by slowly reducing the temperature. The entrapped bubble is then cut from the glass rod and heated again, if necessary, to a lower temperature, to reduce distortion of the bubble. Conditions distorting the bubble and ways to reduce the distortion have been investigated. With the present technique, bubbles have been produced in Corning 7740 and Schott BK-7 glasses with a nominal diameter of 3 and 6 mm that have a distortion of 0.3%. Glass macro shells can be formed from the bubbles trapped in the glass by grinding the outside surface concentric with the perfectly spherical inside surface. These high quality glass shells, with a high degree of geometrical perfection, should be adequate for inertial confinement fusion targets.

Evaluate and characterize mechanisms controlling transport, fate and effects of Army smokes in the aerosol wind tunnel: Transport, transformations, fate, and terrestrial ecological effects of red phosphorus-butyl rubber and white phosphorus obscurant smokes: Final report

An evaluation of the terrestrial transport, transformations and ecological effects of phosphorus (red phosphorus-butyl rubber (RP/BR)) smoke obscurant was performed at Pacific Northwest Laboratory. A similar evaluation using white phosphorus (WP) smoke/obscurant is currently proceeding. The objective is to characterize the effects of smokes and obscurants on: (1) natural vegetation characteristic of US Army training sites in the United States; (2) physical and chemical properties of representative of soils of those sites; and (3) soil microbiological communities. The influence and interactions of smoke/obscurant concentration, relative humidity (25%, 60%, 90% and simulated rain) and wind speed of 0.22 to 4.45 m/s by smoke is assessed. Five plant species and four soils were exposed to both single and repeated doses of RP/BR smokes in the Pacific Northwest Laboratory ''P-3'' rated recirculating environmental wind tunnel. Detailed results for RP/BR and limited results for WP are presented. Toxicity symptoms for plants exposed for 2, 4, 6, and 8 hours to concentrations of RP/BR ranging from 200 mg/m/sup 3/ included leaf tip burn, leaf curl, leaf abscission and drop, floral abortion, chlorosis, neucrotic spotting, wilting, desiccation and dieback. Plan for metal barrier selection and testing for NNWSI

The Department of Energy`s Nevada Nuclear Waste Storage Investigations (NNWSI) Project is evaluating a site at Yucca Mountain in Nevada as a geological repository for the storage of high-level nuclear waste. The Nuclear Waste Management Projects (NWMP) at Lawrence Livermore National Laboratory (LLNL) has the responsibility for design, testing, and performance analysis of the NNWSI waste packages. One portion of this work is the selection and testing of the material for container construction. The anticipated container design is for this material to be a corrosion resistant metal called the metal barrier. This document is the publication version of the Scientific Investigation Plan (SIP) for the Metal Barrier Selection and Testing Task. The SIP serves as a formal planning document for the investigation and is used to assign quality assurance levels to the activities of the task. This document is an informal version for information distribution and has the sections on ``Schedule and Milestones`` and ``Quality Assurance Level Assignment Sheets`` removed.

Fast current ramp experiments on TFTR

Electron heat transport on TFTR and other tokamaks is several orders of magnitude larger than neoclassical calculations would predict. Despite considerable effort, there is still no clear theoretical understanding of this anomalous transport. The electron temperature profile T/sub e/(r), shape has shown a marked consistency on many machines, including TFTR, for a wide range of plasma parameters and heating profiles. This could be an important clue as to the process responsible for this enhanced thermal transport. In this paper 'profile consistency' in TFTR is described and an experiment which uses a fast current ramp to transiently decouple the current density profile J(r), and the T/sub e/(r) profiles is discussed. From this experiment the influence of J(r) on electron temperature profile consistency can be determined.

Screening and Degradation Tests of Linear-Polymer Additives for District Heating Applications

In closed-loop district heating and cooling (DHC) systems, the addition of a friction-reducing additive to the working fluid conveying energy between the energy sources and end users would allow increased load-handling capability (in an existing system) or the use of much smaller pipes and/or pumps (in a new system). As the first step in identifying friction-reducing additives that have a reasonable lifetime at DHC temperatures, two high-molecular-weight linear-polymer additives have been tested at two different temperatures (25.0 C and 87.8 C). The additives are Polyox WSR-301 and Separan AP-273 at 200 wppm in deionized water. Results of capillary tube screening tests with fresh solutions show that both polymers can give more than 60% friction reduction. However, Separan is effective at high temperatures, whereas Polyox undergoes thermal degradation. Degradation tests in a closed recirculatory flow system show that (1) friction reduction is always accompanied by heat transfer reduction regardless of the hours of shear, (2) Polyox cannot be used in recirculatory systems because it is very sensitive to mechanical degradation, and (3) although Separan does degrade under high flow shear conditions, it does not degrade completely; it achieves a plateau value of friction reduction even under continuous shear.
