How Hitler Controlled the Press

Adolf Hitler advocated total control of the press for many years before he was elected Führer. Almost immediately after he assumed power in 1932, Hitler began writing new laws and regulations that totally exorcised all freedoms from the German press. This study follows the path that Hitler took to control the German press from 1920 until the end of World War II. It utilized translations of documents and statements by men whom Hitler appointed to control the press and books written by experts in the fields of communications as well as men who prosecuted Nazi war criminals after World War II. The study found that the control of the press was indeed a very necessary ingredient in Hitler's climb to power and remained crucial during his reign as Führer.

Controlled air incinerator conceptual design study

This report presents a conceptual design study for a controlled air incinerator facility for incineration of low level combustible waste at Three Mile Island Unit 2 (TMI-2). The facility design is based on the use of a Helix Process Systems controlled air incinerator. Cost estimates and associated engineering, procurement, and construction schedules are also provided. The cost estimates and schedules are presented for two incinerator facility designs, one with provisions for waste ash solidification, the other with provisions for packaging the waste ash for transport to an undefined location.

Portable, remotely operated, computer-controlled, quadrupole mass spectrometer for field use

A portable, remote-controlled mass spectrometer was required at the Nevada Test Site to analyze prompt post-event gas from the nuclear cavity in support of the underground testing program. A Balzers QMG-511 quadrupole was chosen for its ability to be interfaced to a DEC LSI-11 computer and to withstand the ground movement caused by this field environment. The inlet system valves, the pumps, the pressure and temperature transducers, and the quadrupole mass spectrometer are controlled by a read-only-memory-based DEC LSI-11/2 with a high-speed microwave link to the control point which is typically 30 miles away. The computer at the control point is a DEC LSI-11/23 running the RSX-11 operating system. The instrument was automated as much as possible because the system is run by inexperienced operators at times. The mass spectrometer has been used on an initial field event with excellent performance. The gas analysis system is described, including automation by a novel computer control method which reduces operator errors and allows dynamic access to the system parameters.

Exclusion-List Methodology for Weatherization Program in the Pacific Northwest

The Bonneville Power Administration (BPA) weatherization program includes measures that have the effect of reducing the ventilation rate in the structures in question, thereby not only saving energy but also increasing the potential for increased concentrations of indoor-generated airborne pollutants. In order to avoid having a significant impact on the health of occupants, certain classes of homes were excluded on the basis of house characteristics that may serve as indicators of higher-than-average sources of indoor pollutants. The purpose of this document is to examine the list of excluded classes of homes and to delineate an approach for modifying that list in order to increase the number of houses for which infiltration-reducing measures are offered. The nature of the weatherization program, particularly with respect to infiltration reduction, what is known about the sources and concentrations of indoor pollutants, as well as their health effects are surveyed. Techniques for controlling levels of indoor pollutants, whether by source control or by ventilation and air cleaning, are reviewed. The main considerations relevant to changes in the exclusion list and for formulating the elements that ought to be available in conjunction with such alterations are identified. Simulated in situ retorting of oil shale in a controlled-state retort. III. Dynamic oil film thickness on partially retorted and unretorted shale

The amount of oil washed from the partially retorted and unretorted shales from 14 interrupted runs of the controlled-state retort has been used to estimate dynamic oil film thickness on those shales. The data obtained indicated that factors that affect oil viscosity determine oil film thickness. For example, in the heated region of the retort, temperature was the controlling factor for oil film thickness. In the unheated region controlling factors included proximity to the heated region, gas composition and flow rate, retorting advance rate, and breadth of retorting zone. Factors that affected oil composition and thereby increased viscosity, such as increased gas velocity, oxygen in the retorting gas, slower retorting advance rate, and thinner retorting zone, increased oil film thickness. In the unheated region of the retort the oil film was thickest nearest the heated region gradually tapering to a more or less constant value approximately 1 meter from the heated region. Oil shale particle size did not affect oil film thickness.

Marketing in Non-Profit Higher Education

The problem of this study was to determine the status of marketing activities among four-year, publicly-controlled institutions of higher education in the United States. A survey was conducted of all 549 four-year, publicly controlled institutions listed in the 1980 Education Directory. Questionnaires were mailed to those administrators whose titles implied public relations responsibilities. This group of respondents was presumed to comprise the individuals who were most likely to be knowledgeable about marketing activities in their institutions. Responses were received from 364 (66.3 per cent) of the officers, who represented 364 institutions from 49 states.

This final technical report describes what WyCoalGas, Inc. and its subcontractors accomplished in resolving issues related to the resource, technology, economic, environmental, socioeconomic, and governmental requirements affecting a project located near Douglas, Wyoming for producing 150 Billion Btu per day by gasifying sub-bituminous coal. The report summarizes the results of the work on each task and includes the deliverables that WyCoalGas, Inc. and the subcontractors prepared. The co-venturers withdrew from the project for two reasons: federal financial assistance to the project was seen to be highly uncertain; and funds were being expended at an unacceptably high rate.

Development of copper sulfide/cadmium sulfide thin-film solar cells

Unencapsulated thin-film solar cells of the Cu/sub 2/S/CdS type have been aged in controlled flowing-gas ambients to characterize changes in their photovoltaic properties. Severe degradation occurring in wet O/sub 2/ ambients at room temperature probably accounts for the large short-circuit current losses reported earlier. Limited loss (<15% of initial values) in J/sub sc/ occurs at RT in dry oxygen. No loss can be attributed to moisture in Ar or N/sub 2/ ambients for exposure times greater than approx. 2 hrs. Direct measurements of optical absorption in the front Cu/sub 2/S layer would be facilitated by an integral CdS/Cu/sub 2/S detector on the back surface. Several techniques for making such a detector were successfully demonstrated.

Utility requirements for fusion

This report describes work done and results obtained during performance of Task 1 of a study of Utility Requirements and Criteria for Fusion Options. The work consisted of developing a list of utility requirements for fusion optics containing definition of the requirements and showing their relative importance to the utility industry. The project team members developed a preliminary list which was refined by discussions and literature searches. The refined list was recast as a questionnaire which was sent to a substantial portion of the utility industry in this country. Forty-three questionnaire recipients responded including thirty-two utilities. A workshop was held to develop a revised requirements list using the survey responses as a major input. The list prepared by the workshop was further refined by a panel consisting of vice presidents of the three project team firms. The results of the study indicate that in addition to considering the cost of energy for a power plant, utilities consider twenty-three other requirements. Four of the requirements were judged to be vital to plant acceptability: Plant Capital Cost, Financial Liability, Plant Safety and Licensability.

Work covered in this report includes the activities associated with the status of the simulated reactor helium supply systems and testing equipment. The progress in the screening test program is descibed; this includes: screening creep results and metallographic analysis for materials thermally exposed or tested at 750/sup 0/, 850/sup 0/, 950/sup 0/ and 1050/sup 0/C (1382/sup 0/, 1562/sup 0/, 1742/sup 0/, and 1922/sup 0/F) in controlled-purity helium. The status of creep-rupture in controlled-purity helium and air and fatigue testing in the controlled-purity helium in the intensive screening test program is discussed. The results of metallographic studies of screening alloys exposed in controlled-purity helium for 3000 hours at 750/sup 0/C and 5500 hours at 950/sup 0/C, 3000 hours at 1050/sup 0/C and 6000 hours at 1050/sup 0/C and for weldments exposed in controlled-purity helium for 6000 hours at 750/sup 0/C and 6000 hours at 1050/sup 0/C are presented and discussed.

Self-Disclosure: Structure and Measurement

An attempt was made to determine empirically the structure of self-disclosure. Based on the literature, a list of statements relating to the rating of self-disclosure was assembled. This list was condensed into dimensions by two evaluators, working independently. The dimensions were then used to score transcripts of male undergraduate students' verbal self-disclosures. Factor analyses of these scores produced four factors relating to self-focus, intimacy or depth, risk taking, and amount. A tentative fifth factor, intimacy value of disclosure topic, was also found. Regression analysis of dimensions on the Doster (1971) Disclosure Rating Scale produced three tentative scales for measuring self-disclosure. The first scale utilized stepwise regression of all dimensions, the second used stepwise regression of mechanical dimensions, and the third regression used composite scales representing the factors of the orthogonal factor analysis. For each scale, only three dimensions were included in the regression equation.

A critical tabulation of observed spectral lines below 2000 angstroms has been prepared from the published literature up to July 1978. It is intended principally as an aid to those physicists and astronomers who deal with the spectra of highly stripped atoms. This report includes the first 18 elements, from hydrogen (including deuterium) through argon. The tabulation is divided into two main sections: the spectrum lines by spectrum, and a finding list. The entries for each element give the ionization species, ground state term, and ionization potential, as well as the best values of vacuum wavelength, intensity, and classification. A list of the pertinent references is appended at the end.

Radioactive occurrences in veins and igneous and metamorphic rocks of New Mexico with annotated bibliography. [Over 600 citations]

From an extensive literature search and field examination of 96 nonsandstone radioactive occurrences, the author compiled an annotated bibliography of over 600 citations and a list of 327 radioactive occurrences in veins and igneous and metamorphic rocks of New Mexico. The citations are indexed by individual radioactive occurrence, geographic area, county, fluorspar deposits and occurrences, geochemical analyses, and geologic maps. In addition, the geology, mineralization, and uranium and thorium potential of 41 geographic areas in New Mexico containing known radioactive occurrences in veins and igneous and metamorphic rocks or that contain host rocks considered favorable for uranium or thorium mineralization are summarized. A list of aerial-radiometric, magnetic, hydrogeochemical, and stream-sediment survey reports is included.

A program of analytical and experimental studies has been carried out to develop modifications of the CUPROSUL process for the desulfurization of geothermal steam. The objective of the program was to devise practical means to manipulate the chemistry of the process so that the consumption of raw materials could be controlled and a variety of valuable by-products could be produced. The process had been demonstrated, at one-tenth commercial scale, for steam of the Geysers' average composition in a configuration which resulted in essentially complete oxidation of sulfide to sulfate. The ability to control the extent of oxidation would increase process flexibility and extend its range of applicability to steams of widely varying composition. Preliminary market surveys of raw materials required for the process and by-products which could be produced indicated that controlling the oxidation of sulfides to produce elemental sulfur would probably be the preferred process option. Use of lime to treat sulfate-containing purge streams to produce by-product gypsum and ammonia for recycle or sale could also be justified for certain steam compositions. Recovery of ammonium sulfate alone from the purge stream would not normally be justified unless corecovery of other valuable by-products, such as boric acid, was possible at …

Electrochemistry applied to biomass. Progress report, October 1980-September 1981

The electrochemical conversion of biomass-derived compounds, obtained through thermochemical pretreatments, into valuable organic chemicals, petrochemical substitutes, and energy-intensive chemicals is investigated. A hardwood-derived lignin obtained from ethanol extraction of the explosively depressurized aspen has been investigated. We have partially characterized this lignin material, and have also submitted it to electrolyses under controlled potential. The electrolytic conditions employed so far affect mainly the carbonyl groups of the ethanol-extracted steam-exploded aspen lignin. We have some evidence of demethoxylation and changed phenolic content after electrolysis. During product isolation, fractionation of the lignin occurs. The material with decreased methoxyl content may be suitable to replace phenol in phenol-formaldehyde-type resins. We are continuing these electrochemical and chemical investigations. Gel-permeation chromatography is being used to separate and characterize the several lignin fractions. In addition, we are carrying out electrolyses under more powerful reducing conditions which may lead to the cleavage of the main bonds in the lignin molecule (the ..beta..-0-4 ether linkages) producing monomeric and dimeric phenolic compounds. The electrochemistry and photoelectrochemistry of levulinic (4-oxo-pentanoic) acid, the major product of controlled degradation of cellulose by acids, have been investigated. The Hydration Process of Nuclear-Waste Glass: An Interim Report

Aging of simulated nuclear waste glass by contact with a controlled-temperature, humid atmosphere results in the formation of a double hydration layer penetrating the glass, as well as the formation of minerals on the glass surface. The hydration process can be described by Arrhenius behavior between 120 and 240 C. Results suggest that simulated aging reactions are necessary for demonstrating that nuclear waste forms can meet projected Nuclear Regulatory Commission regulations.
