Controlled-source magnetotellurics: source effects

In this paper we evaluate the CSMT impedance in the wavenumber domain, and compare the result with the full EM impedance obtained from the exact solution over the layered earth. Preliminary results show that we can find a pair of wavenumbers that reproduces the full EM impedance over the frequency range affected by source effects. This observation suggests that it is now possible to obtain the electrical resistivity using the low-frequency EM impedance data that can be represented by a pair of wavenumbers, thereby greatly simplifying the computational requirements. The process will involve a non-linear inversion of near-source impedance data for a pair of wavenumbers and a layered-earth resistivity structure.

Microprocessor-controlled scanning densitometer system

An Automated Scanning Densitometer System has been developed by uniting a microprocessor with a low energy x-ray densitometer system. The microprocessor controls the detector movement, provides self-calibration, compensates raw readings to provide time-linear output, controls both data storage and the host computer interface, and provides measurement output in engineering units for immediate reading. The densitometer, when used in a scanning mode, is a precision reference instrument that provides chordal average density measurements over the cross section of a pipe under steady-state flow conditions. Results have shown an improvement over the original densitometer in reliability and repeatability of the system, an a factor-of-five improvement in accuracy.

Molecular Aspects of Transport in Thin Films of Controlled Architecture

Our laboratory focuses on developing spatially localized chemistries which can produce structures of controlled architecture on the supermolecular length scale -- structures which allow us to control the motion of molecular species with high spatial resolution, ultimately on nanometer length scales. Specifically, nanocapillary array membranes (NCAMs) contain an array of nanometer diameter pores connecting vertically separated microfluidic channels. NCAMs can manipulate samples with sub-femtoliter characteristic volumes and attomole sample amounts and are opening the field of chemical analysis of mass-limited samples, because they are capable of digital control of fluid switching down to sub-attoliter volumes; extension of analytical “unit operations” down to sub-femtomole sample sizes; and exerting spatiotemporal control over fluid mixing to enable studies of reaction dynamics. Digital flow switching mediated by nanocapillary array membranes can be controlled by bias, ionic strength, or pore diameter and is being studied by observing the temporal characteristics of transport across a single nanopore in thin PMMA membranes. The control of flow via nanopore surface characteristics, charge density and functional group presentation, is being studied by coupled conductivity and laser-induced fluorescence (LIF) measurements. This is the first phase of a project that has the objective to develop a method of spraying materials on a substrate in a controlled manner to eliminate the waste and hazardous material generation inherent in present plating processes. The project is considering plasma spraying of metal on a substrate using magneto-hydrodynamics to control the plasma/metal stream. The process being developed is considering the use of commercially available plasma torches to generate the plasma/metal stream. The plasma stream is collimated, and directed using magnetic forces to the extent required for precise control of the deposition material. The project will be completed in phases. Phase one of the project, the subject of this grant, is the development of an analytical model that can be used to determine the feasibility of the process and to design a laboratory scale demonstration unit. The contracted time is complete, and the research is still continuing. This report provides the results obtained to date. As the model and calculations are completed those results will also be provided. This report contains the results of the computer code that have been completed to date. Ring Walking/Oxidative Addition Reactions for the Controlled Synthesis of Conjugated Polymers

Power conversion efficiencies of plastic solar cells depend strongly on the molecular weight characteristics of the semiconducting polymers used for their fabrication. The synthesis of these materials typically relies on transition metal mediated catalytic reactions. In many instances, the ideal structures cannot be attained because of deficiencies in these reactions, particularly when it comes to being able to achieve high number average molecular weights and narrow molecular weight distributions. Another important conjugated polymer structure of interest is one in which a single functional group is attached at the end group of the chain. Such systems would be ideal for modifying surface properties at interfaces and for labeling biomolecular probes used in fluorescent biosensors. To respond to the challenges above, our efforts have centered on the design of homogenous transition metal complexes that are easy to prepare and effective in carrying out living, or quasi-living, condensative chain polymerization reactions. The key mechanistic challenge for the success of this reaction is to force the insertion of one monomer unit at a time via a process that involves migration of the transition metal-containing fragment to one terminus of the polymer chain. This UMTRA Project List of Reportable occurrences is provided to facilitate efficient categorization of reportable occurrences. These guidelines have been established in compliance with DOE minimum reporting requirements under DOE Order 5000.3B. Occurrences are arranged into nine groups relating to US Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project operations for active sites. Focus on energy conservation: a project list

The Urban Land Institute (ULI) has prepared the following list of outstanding energy conserving projects for the US Department of Energy. As requested by the Department, the list includes descriptions of land developments and individual buildings suggested by members of ULI and by other sources. The projects have been selected to exemplify the major energy saving techniques in use today, with emphasis on those strategies most significant for people engaged in the business of land development. To make the list a useful reference for developers and public officials, ULI has attempted to cover energy conservation in the broadest sense from overall site planning to the functioning of individual building components. Focusing too closely on the myriad types of hardware available has been avoided and examples of the basic considerations important to energy-conscious planning and design are provided. Details on some heating, ventilation and air conditioning systems are provided in order to acquaint readers with major innovations in the field.

Portable, remotely operated, computer-controlled, quadrupole mass spectrometer for field use

A portable, remote-controlled mass spectrometer was required at the Nevada Test Site to analyze prompt post-event gas from the nuclear cavity in support of the underground testing program. A Balzers QMG-511 quadrupole was chosen for its ability to be interfaced to a DEC LSI-11 computer and to withstand the ground movement caused by this field environment. The inlet system valves, the pumps, the pressure and temperature transducers, and the quadrupole mass spectrometer are controlled by a read-only-memory-based DEC LSI-11/2 with a high-speed microwave link to the control point which is typically 30 miles away. The computer at the control point is a DEC LSI-11/23 running the RSX-11 operating system. The instrument was automated as much as possible because the system is run by inexperienced operators at times. The mass spectrometer has been used on an initial field event with excellent performance. The gas analysis system is described, including automation by a novel computer control method which reduces operator errors and allows dynamic access to the system parameters.

Recommended Changes to Specifications for Demand Controlled Ventilation in California's Title 24 Building Energy Efficiency Standards

In demand-controlled ventilation (DCV), rates of outdoor air ventilation are automatically modulated as occupant density varies. The objective is to keep ventilation rates at or above design specifications and code requirements and also to save energy by avoiding excessive ventilation rates. DCV is most often used in spaces with highly variable and sometime dense occupancy. In almost all cases, carbon dioxide (CO{sub 2}) sensors installed in buildings provide the signal to the ventilation rate control system. People produce and exhale CO{sub 2} as a consequence of their normal metabolic processes; thus, the concentrations of CO{sub 2} inside occupied buildings are higher than the concentrations of CO{sub 2} in the outdoor air. The magnitude of the indoor-outdoor CO{sub 2} concentration difference decreases as the building's ventilation rate per person increases. The difference between the indoor and outdoor CO{sub 2} concentration is also a proxy for the indoor concentrations of other occupant-generated bioeffluents, such as body odors. Reviews of the research literature on DCV indicate a significant potential for energy savings, particularly in buildings or spaces with a high and variable occupancy. Based on modeling, cooling energy savings from applications of DCV are as high as 20%. With support from the California …

Export Controls: U.S. Agencies Need to Assess Control List Reform's Impact on Compliance Activities

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. agencies engaged in export controls use various compliance activities to prevent the diversion or misuse of exported items against U.S. interests or allies and reduce illicit transshipment risk. Compliance activities include (1) vetting transactions prior to export, (2) analyzing shipping data and monitoring the end use of items, and (3) educating companies and foreign governments about illicit transshipment risks. To vet transactions, agencies review license applications for the export of controlled items, consult multiple lists of entities known or suspected of violating export control laws or regulations, and screen foreign end users to determine their eligibility to receive items without a license. Agencies also review shipping records to identify patterns of abuse and to plan end-use checks—visiting foreign companies to verify the approved use and location of exported items on both licensed items and those eligible for export without a license. From 2008 to 2010, Commerce conducted 56 percent of its end-use checks on unlicensed exports. In the 13 transshipment countries, unlicensed exports accounted for about 94 percent of unfavorable end-use check determinations, which indicates that the end use or end user of an export …

"An investigation at medium to high subsonic speeds has been conducted in the Langley low-turbulence pressure tunnel to determine the static stability and control characteristics and to measure the fin normal forces and moments for a model of a wingless fin-controlled missile. With the horizontal-fin deflection limited to a maximum of 6 degrees, longitudinally stable and trimmed flight could not be maintained beyond an angle of attack of 17 degrees for a Mach number of 0.88 and beyond 20 degrees for a Mach number of 0.50 for any center-of-gravity location without the use of some auxiliary stability or control device such as jet vanes" (p. 1).

A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) most commonly addresses the cleanup of sites it has identified as eligible for the National Priorities List (NPL) by deferring oversight of the cleanup to approaches outside of the Superfund program. As of December 2012, of the 3,402 sites EPA identified as potentially eligible, EPA has deferred oversight of 1,984 sites to approaches outside the Superfund program, including 1,766 Other Cleanup Activity (OCA) deferrals to states and other entities. However, EPA has not issued guidance for OCA deferrals as it has for the other cleanup approaches. Moreover, EPA's program guidance does not clearly define each type of OCA deferral or specify in detail the documentation EPA regions should have to support their decisions on OCA deferrals. Without clearer guidance on OCA deferrals, EPA cannot be reasonably assured that its regions are consistently tracking these sites or that their documentation will be appropriate or sufficient to verify that these sites have been deferred or have completed cleanup. Under the Superfund program, EPA oversees the cleanup of 1,313 sites on the NPL, 67 sites under the Superfund Alternative (SA) approach, and at least …

The United States Department of Energy (DOE) has declared that all Hanford plutonium production- and operations-related information generated between 1944 and 1972 is declassified. Any documents found and deemed useful for meeting Hanford Environmental Dose Reconstruction (HEDR) objectives may be declassified with or without deletions in accordance with DOE guidance by Authorized Derivative Declassifiers. The September 1992, letter report, Declassifications Requested by the Technical Steering Panel of Hanford Documents Produced 1944--1960, (PNWD-2024 HEDR UC-707), provides an important milestone toward achieving a complete listing of documents that may be useful to the HEDR Project. The attached listing of approximately 7,000 currently classified Hanford-originated documents relative to Hanford Production Facilities Operations between 1961 and 1972 fulfills TSP Directive 89-3. This list does not include such titles as the Irradiation Processing Department, Chemical Processing Department, and Hanford Laboratory Operations monthly reports generated after 1960 which have been previously declassified with minor deletions and made publicly available. Also Kaiser Engineers Hanford (KEH) Document Control determined that no KEH documents generated between January 1, 1961 and December 31, 1972 are currently classified. Titles which address work for others have not been included because Hanford Site contractors currently having custodial responsibility for these documents do not …
