Large-scale cryopumping for controlled fusion

Vacuum pumping by freezing out or otherwise immobilizing the pumped gas is an old concept. In several plasma physics experiments for controlled fusion research, cryopumping has been used to provide clean, ultrahigh vacua. Present day fusion research devices, which rely almost universally upon neutral beams for heating, are high gas throughput systems, the pumping of which is best accomplished by cryopumping in the high mass-flow, moderate-to-high vacuum regime. Cryopumping systems have been developed for neutral beam injection systems on several fusion experiments (HVTS, TFTR) and are being developed for the overall pumping of a large, high-throughput mirror containment experiment (MFTF). In operation, these large cryopumps will require periodic defrosting, some schemes for which are discussed, along with other operational considerations. The development of cryopumps for fusion reactors is begun with the TFTR and MFTF systems. Likely paths for necessary further development for power-producing reactors are also discussed.

A letter report issued by the General Accounting Office with an abstract that begins "From 1993 through 2002, the Department of Defense (DOD) delivered over $150 billion in services and defense articles, including classified and controlled items, to foreign countries through foreign military sales programs administered by the military. Foreign countries may request items using blanket orders, which are for a specific dollar value and are used to simplify supply actions on certain types of items. GAO was asked to review whether the Navy's key internal controls restricted blanket orders for (1) classified spare parts and (2) controlled items sold to foreign countries. Also, GAO was asked to determine if periodic tests were conducted to ensure that the Navy's system is working as intended."

Correspondence issued by the Government Accountability Office with an abstract that begins "The alleged August 2006 terrorist plot to detonate liquid explosives onboard multiple commercial aircraft bound for the United States from the United Kingdom has highlighted both the continued importance of securing the civil aviation system and the potential that improvised explosive devices (IED) may be smuggled onboard passenger aircraft. The Transportation Security Administration (TSA) has primary responsibility for ensuring the security of civil aviation, which includes the safety of passengers and flight crew. One measure TSA uses to protect the aviation system is prohibiting individuals from carrying items that it determines to be a threat to the aircraft and its passengers into an airport sterile area or onboard an aircraft either in their carry-on bag or on their person. To implement this measure, TSA maintains a prohibited items list that informs both the Transportation Security Officers (TSO) who conduct passenger screening and the traveling public of items that will not be allowed into an airport sterile area or onboard an aircraft. DETERMINATION OF IMPORTANCE EVALUATION FOR THE SURFACE EXPLORATORY STUDIES FACILITY

This DIE applies to the surface facilities component of the Yucca Mountain Site Characterization Project (W) ESF. The ESF complex-including surface and subsurface accommodations--encompasses an area that is approximately six miles wide and nine miles long (approximately 30,000 acres total) (United States Department of Energy [DOE] 1997, p. 9.04). It is located on federally withdrawn lands, near the southwest border of the Nevada Test Site (NTS) in southern Nevada (DOE 1997, p. 9.04). Site characterization activities are conducted within the subsurface ESF to obtain the information necessary to determine whether the Yucca Mountain Site is suitable as a geologic repository for spent nuclear fuel and high-level radioactive waste. Most ESF surface facilities are located within the Conceptual Controlled Area Boundary (CCAB) (DOE 1997, p. 9.04), with the exception of the southeastern most portions of the H-Road and the Water Supply System. Various SBT activities are also conducted throughout the Yucca Mountain region as a part of the overall site-characterization effort. In general, the DIE for SBT Activities (Civilian Radioactive Waste Management System [CRWMS] Management and Operating Contractor [M&O] 1998a) evaluates activities associated with SBT. The Enhanced Plan for Features, Events, and Processes (FEPS) at Yucca Mountain

A performance assessment is required to demonstrate compliance with the post-closure performance objectives for the Yucca Mountain Project (YMP), as stated in 10 CFR Part 63.1 13 (66 FR 55732, p. 55807). A performance assessment is defined in 10 CFR 63.2 (66 FR 55732, p. 55794) as an analysis that: (1) identifies the features, events, and processes (FEPs) that might affect the potential geologic repository; (2) examines the effects of those FEPs upon the performance of the potential geologic repository; and (3) estimates the expected dose incurred by a specified reasonably maximally exposed individual as a result of releases caused by significant FEPs. The performance assessment must also provide the technical basis for inclusion or exclusion of specific FEPs in the performance assessment as stated in 10 CFR 63.114 (66 FR 55732, p. 55807). An initial approach for FEP development, in support of the Total System Performance Assessment for the Site Recommendation (TSPA-SR) (CRWMS M&O 2000e), was documented in Freeze et al. (2001). The development of a comprehensive list of FEPs potentially relevant to the post-closure performance of the potential Yucca Mountain repository is an ongoing, iterative process based on site-specific information, design, and regulations. TOXECON RETROFIT FOR MERCURY AND MULTI-POLLUTANT CONTROL ON THREE 90-MW COAL-FIRED BOILERS

With the Nation's coal-burning utilities facing tighter controls on mercury pollutants, the U.S. Department of Energy is supporting projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Sorbent injection technology represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. It involves injecting a solid material such as powdered activated carbon into the flue gas. The gas-phase mercury in the flue gas contacts the sorbent and attaches to its surface. The sorbent with the mercury attached is then collected by a particulate control device along with the other solid material, primarily fly ash. We Energies has over 3,200 MW of coal-fired generating capacity and supports an integrated multi-emission control strategy for SO{sub 2}, NO{sub x}, and mercury emissions while maintaining a varied fuel mix for electric supply. The primary goal of this project is to reduce mercury emissions from three 90-MW units that burn Powder River Basin coal at the We Energies Presque Isle Power Plant. Additional goals are to reduce nitrogen oxide (NO{sub x}), sulfur dioxide (SO{sub 2}), and particulate matter (PM) emissions, allow for reuse and sale of fly ash, demonstrate a reliable mercury …

LANMAS Gap Analysis Report

In July, 2000, the Controlled Materials Accountability and Tracking System (COMATS) Team, with the assistance of a representative of the Local Area Network Materials Accountability System (LANMAS) development team from Savannah River, performed an evaluation to enumerate and qualify differences between the current LANMAS functionality and LLNL requirements as implemented by COMATS. The differences found range from minor to serious deficiencies of LANMAS in relation to current LLNL MC&A practice. Therefore, we recommend a gradual integration of LANMAS into a hybrid system which uses LANMAS to satisfy DOE/NNSA MC&A and reporting requirements and uses COMATS to satisfy LLNL-specific MC&A and operational requirements.
