Legal Issues Relating to the Disposal of Dispensed Controlled Substances

This report describes an issue that is the fastest-growing drug problem in the country -- the intentional use of prescription drugs for non-medical purposes. It is the second-most common form of illicit drug abuse among teenagers in the United States behind marijuana use. Several bills have been introduced in the 111th Congress that would create a legal framework governing disposal of controlled substances that have been dispensed to patients.

Tax Administration: Comparison of the Reported Tax Liabilities of Foreign- and U.S.-Controlled Corporations, 1998-2005

A letter report issued by the Government Accountability Office with an abstract that begins "Concerns about transfer pricing abuse have led researchers to compare the tax liabilities of foreign- and U.S.-controlled corporations. (Transfer prices are the prices related companies charge on intercompany transactions.) However, such comparisons are complicated because other factors may explain the differences in reported tax liabilities. In three prior reports, GAO found differences in the percentages of foreign-controlled and U.S.-controlled corporations reporting no tax liability. GAO was asked to update the previous reports by comparing: (1) the tax liabilities of foreign-controlled domestic corporations (FCDC) and U.S.-controlled corporations (USCC)-including those reporting zero tax liabilities for 1998 through 2005 (the latest available data) and (2) characteristics of FCDCs and USCCs such as age, size, and industry. GAO analyzed data from the Internal Revenue Service's Statistics of Income samples of corporate tax returns. GAO does not make any recommendations in this report. In commenting on a draft of this report, IRS provided comments on technical issues, which we incorporated into this report where appropriate."

A design guide for energy-efficient research laboratories

This document--A Design Guide for Energy-Efficient Research Laboratories--provides a detailed and holistic framework to assist designers and energy managers in identifying and applying advanced energy-efficiency features in laboratory-type environments. The Guide fills an important void in the general literature and compliments existing in-depth technical manuals. Considerable information is available pertaining to overall laboratory design issues, but no single document focuses comprehensively on energy issues in these highly specialized environments. Furthermore, practitioners may utilize many antiquated rules of thumb, which often inadvertently cause energy inefficiency. The Guide helps its user to: introduce energy decision-making into the earliest phases of the design process, access the literature of pertinent issues, and become aware of debates and issues on related topics. The Guide does focus on individual technologies, as well as control systems, and important operational factors such as building commissioning. However, most importantly, the Guide is intended to foster a systems perspective (e.g. right sizing) and to present current leading-edge, energy-efficient design practices and principles.

This document consists of an analysis of the MICON system upgrade. This project shall install a Micon Co. distributed process monitor and control system with Sparc Sun workstation operator interfaces. The Sparc workstations are housed in consoles custom designed to human factors specifications. The distributed control system (DCS) shall have the installed capacity to monitor and control all related instruments and equipment presently connected to the panels in the PFP Power Control Room 321A as listed in the input/output list. This also includes all devices monitored and controlled by the 2736-ZB Allen Bradley programmable logic controller. The system has since assumed the control and monitoring responsibilities for Projects B- 680H ``Low Level Waste Treatment Facility`` and C-031H ``PFP Liquid Effluent Facilities``. Part of the new en`s change area in Building 234-5ZA, Room 712, has been remodeled to house two consoles and one supervisor console. Local control units containing the microprocontrollers and the input/output interface circuit boards shall be wired to the instrumentation and controlled equipment. These units communicate with the Sparc workstations via a redundant data communications highway and shall be strategic, throughout the PFP facility. Compensation of Wave-Induced Motion and Force Phenomena for Ship-Based High Performance Robotic and Human Amplifying Systems

The decrease in manpower and increase in material handling needs on many Naval vessels provides the motivation to explore the modeling and control of Naval robotic and robotic assistive devices. This report addresses the design, modeling, control and analysis of position and force controlled robotic systems operating on the deck of a moving ship. First we provide background information that quantifies the motion of the ship, both in terms of frequency and amplitude. We then formulate the motion of the ship in terms of homogeneous transforms. This transformation provides a link between the motion of the ship and the base of a manipulator. We model the kinematics of a manipulator as a serial extension of the ship motion. We then show how to use these transforms to formulate the kinetic and potential energy of a general, multi-degree of freedom manipulator moving on a ship. As a demonstration, we consider two examples: a one degree-of-freedom system experiencing three sea states operating in a plane to verify the methodology and a 3 degree of freedom system experiencing all six degrees of ship motion to illustrate the ease of computation and complexity of the solution. Endangered Species Act of 1973

The Endangered Species Act (ESA) provides a program for the conservation of threatened and endangered plants and animals and the habitats in which they are found. The U.S. Fish and Wildlife Service (FWS) of the Department of the Interior maintains a worldwide list which, as of Feb. 20, 2008, included 1574 endangered species (599 are plants) and 351 threatened species (148 are plants). Species include birds, insects, fish, reptiles, mammals, crustaceans, flowers, grasses, and trees. Anyone can petition FWS to include a species on this list. The law requires federal agencies, in consultation with the U.S. Fish and Wildlife Service and/or the U.S. National Oceanic and Atmospheric Administration Fisheries Service, to ensure that actions they authorize, fund, or carry out are not likely to jeopardize the continued existence of any listed species or result in the destruction or adverse modification of designated critical habitat of such species. The law also prohibits any action that causes a "taking" of any listed species of endangered fish or wildlife. Likewise, import, export, interstate, and foreign commerce of listed species are all generally prohibited.

ENHANCED SAFEGUARDS: THE ROLE OF SMART FUNCTIONAL COATINGS FOR TAMPER INDICATION

This work investigates the synthesis of smart functional coatings (SFC) using chemical solution deposition methods. Chemical solution deposition methods have recently received attention in the materials research community due to several unique advantages that include low temperature processing, high homogeneity of final products, the ability to fabricate materials with controlled surface properties and pore structures, and the ease of dopant incorporation in controlled concentrations. The optical properties of thin films were investigated using UV-Vis spectroscopy, Raman, SEM and EDS, with the aim of developing a protective transparent coating for a ceramic surface as a first line of defense for tamper indication. The signature produced by the addition of rare earth dopants will be employed as an additional tamper indicating feature. The integration of SFC's as part of a broader verification system such as an electronic seals can provide additional functionality and defense in depth. SFC's can improve the timeliness of detection by providing a robust, in-situ verifiable tamper indication framework.

Development of Low Maintenance, Field Ruggedized SO3 CEM

A prototype semi-continuous monitor and associated particulate-free sample extraction probe have been developed for measuring the concentrations of SO{sub 3} and H{sub 2}SO{sub 4} in industrial flue gases. The monitor provides two measurements per hour for concentrations above 1 ppmv. The probe provides the capability of continuous operation while avoiding passing the sample through a layer of particulate and can be used as a probe for conventional controlled condensation measurements of SO{sub 3} and H{sub 2}SO{sub 4} emissions.

Continued the fault study to find more faults and develop new techniques to visualize them. Data from the Dundee Formation was used to document 11 major faults in the Michigan Basin which have now been verified using data from other horizons. These faults control the locations of many of the large anticlinal structures in the Michigan Basin and likely controlled fluid movements as well.

Because of the large volume and high bays of the building, sufficient data on fire detection is unavailable. Effect of Canister Movement on Water Turbidity

Requirements for evaluating the adherence characteristics of sludge on the fuel stored in the K East Basin and the effect of canister movement on basin water turbidity are documented in Briggs (1996). The results of the sludge adherence testing have been documented (Bergmann 1996). This report documents the results of the canister movement tests. The purpose of the canister movement tests was to characterize water turbidity under controlled canister movements (Briggs 1996). The tests were designed to evaluate methods for minimizing the plumes and controlling water turbidity during fuel movements leading to multi-canister overpack (MCO) loading. It was expected that the test data would provide qualitative visual information for use in the design of the fuel retrieval and water treatment systems. Video recordings of the tests were to be the only information collected.
