High-Level software requirements specification for the TWRS controlled baseline database system
This Software Requirements Specification (SRS) is an as-built document that presents the Tank Waste Remediation System (TWRS) Controlled Baseline Database (TCBD) in its current state. It was originally known as the Performance Measurement Control System (PMCS). Conversion to the new system name has not occurred within the current production system. Therefore, for simplicity, all references to TCBD are equivalent to PMCS references. This SRS will reference the PMCS designator from this point forward to capture the as-built SRS. This SRS is written at a high-level and is intended to provide the design basis for the PMCS. The PMCS was first released as the electronic data repository for cost, schedule, and technical administrative baseline information for the TAAS Program. During its initial development, the PMCS was accepted by the customer, TARS Business Management, with no formal documentation to capture the initial requirements.

System configuration management plan for the TWRS controlled baseline database system [TCBD]
LHMC, TWRS Business Management Organization (BMO) is designated as system owner, operator, and maintenance authority. The TWAS BMO identified the need for the TCBD. The TWRS BMO users have established all requirements for the database and are responsible for maintaining database integrity and control (after the interface data has been received). Initial interface data control and integrity is maintained through functional and administrative processes and is the responsibility of the database owners who are providing the data. The specific groups within the TWRS BMO affected by this plan are the Financial Management and TWRS Management Support Project, Master Planning, and the Financial Control Integration and Reporting. The interfaces between these organizations are through normal line management chain of command. The Master Planning Group is assigned the responsibility to continue development and maintenance of the TCBD. This group maintains information that includes identification of requirements and changes to those requirements in a TCBD project file. They are responsible for the issuance, maintenance, and change authority of this SCW. LHMC, TWRS TCBD Users are designated as providing the project`s requirement changes for implementation and also testing of the TCBD during development. Export Controls: U.S. Agencies Need to Assess Control List Reform's Impact on Compliance Activities
A letter report issued by the Government Accountability Office with an abstract that begins "U.S. agencies engaged in export controls use various compliance activities to prevent the diversion or misuse of exported items against U.S. interests or allies and reduce illicit transshipment risk. Compliance activities include (1) vetting transactions prior to export, (2) analyzing shipping data and monitoring the end use of items, and (3) educating companies and foreign governments about illicit transshipment risks. To vet transactions, agencies review license applications for the export of controlled items, consult multiple lists of entities known or suspected of violating export control laws or regulations, and screen foreign end users to determine their eligibility to receive items without a license. Agencies also review shipping records to identify patterns of abuse and to plan end-use checksvisiting foreign companies to verify the approved use and location of exported items on both licensed items and those eligible for export without a license. From 2008 to 2010, Commerce conducted 56 percent of its end-use checks on unlicensed exports. In the 13 transshipment countries, unlicensed exports accounted for about 94 percent of unfavorable end-use check determinations, which indicates that the end use or end user of an export …

Protecting Defense Technologies: DOD Assessment Needed to Determine Requirement for Critical Technologies List
A letter report issued by the Government Accountability Office with an abstract that begins "While the Department of Defense (DOD) took steps to address previously identified weaknesses in updating and maintaining the Militarily Critical Technologies List (MCTL), the list remains outdated and updates have ceased. For example, DOD has solicited users' requirements and feedback on the MCTL, and added a search engine capability to improve navigation of the list and updated each technology section at least once. DOD also determined the list's purpose is to support export control decisions and in October 2008, issued an instruction that (1) recognized the list's usefulness for other DOD programs and activities and (2) outlined the roles, responsibilities, and procedures for updating and maintaining the list. However, in 2011, DOD cut funding for the program from $4 million in prior years to about $1.5 million and ceased MCTL content updates. Subsequently, DOD removed the public version of the list from the Internet, and officials posted a disclaimer for the restricted version noting that the list should only be used for informational purposes as it had not been updated. Spare parts for equipment installed in the tank dome space or pump or valve pits should not be inventoried onsite due to the extensive, time-consuming work package planning, personnel/equipment mobilization, and funding requirements that are prerequisites to any repair or replacement. Weapons of Mass Destruction: U.N. Confronts Significant Challenges in Implementing Sanctions against Iraq
A letter report issued by the General Accounting Office with an abstract that begins "United Nations sanctions were first imposed in August 1990 following Iraq's invasion of Kuwait. In 1991, the Security Council established sanctions to stop Iraq from acquiring or developing biological, chemical, and nuclear weapons. To achieve this, the Security Council prohibited all nations from buying Iraqi oil or selling the country any commodities except for food and medicine. It further established a weapons inspection regime to ensure that Iraq destroyed its weapons of mass destruction and stopped its weapons programs. Concerned about the humanitarian need of the Iraqi people, in 1995 the Security Council established a controls program for Iraq's oil sales that allows for the purchase of food, medicine, and essential civilian goods (the oil for food program). With international support for the sanctions eroding, in 2001 the Security Council passed a new sanctions resolution to address humanitarian concerns while keeping Iraq from rebuilding its weapons systems. Although the U.N. controlled $51 billion of Iraq's oil revenues from 1997 to 2001, Iraq earned an additional $6.6 billion in illegal revenue from oil smuggling and surcharges during the same time. Monitored Energy Performance of Electrochromic Windows Controlledfor Daylight and Visual Comfort
A 20-month field study was conducted to measure the energy performance of south-facing large-area tungsten-oxide absorptive electrochromic (EC) windows with a broad switching range in a private office setting. The EC windows were controlled by a variety of means to bring in daylight while minimizing window glare. For some cases, a Venetian blind was coupled with the EC window to block direct sun. Some tests also involved dividing the EC window wall into zones where the upper EC zone was controlled to admit daylight while the lower zone was controlled to prevent glare yet permit view. If visual comfort requirements are addressed by EC control and Venetian blinds, a 2-zone EC window configuration provided average daily lighting energy savings of 10 {+-} 15% compared to the reference case with fully lowered Venetian blinds. Cooling load reductions were 0 {+-} 3%. If the reference case assumes no daylighting controls, lighting energy savings would be 44 {+-} 11%. Peak demand reductions due to window cooling load, given a critical demand-response mode, were 19-26% maximum on clear sunny days. Firms Reported in Open Sources as Having Commercial Activity in Iran's Oil, Gas, and Petrochemical Sectors
Correspondence issued by the Government Accountability Office with an abstract that begins "Iran's oil and gas industry is vital to its economy and government. Oil export revenues have accounted for more than 24 percent of Iran's gross domestic product and between 50 and 76 percent of the Iranian government's revenues in recent years. Iran has the world's third largest oil reserves and second largest gas reserves, according to the Congressional Research Service (CRS), and is the world's fourth largest producer of crude oil, according to the Central Intelligence Agency (CIA) World Factbook. However, Iran has not reached peak crude oil production levels since 1978, does not produce sufficient natural gas for domestic use, and lacks the refining capacity to meet domestic demand for gasoline, according to the Department of Energy (DOE) and IHS Global Insight. IHS Global Insight reports that Iran's priorities for the next five years are to (1) raise oil production and exports as much as possible, (2) increase natural gas production for domestic use, and (3) expand refining capacity if financially and technically possible.
