Final Report: Biological and Synthetic Nanostructures Controlled at the Atomistic Level

Nanotechnology holds great promise for many application fields, ranging from the semiconductor industry to medical research and national security. Novel, nanostructured materials are the fundamental building blocks upon which all these future nanotechnologies will be based. In this Strategic Initiative (SI) we conducted a combined theoretical and experimental investigation of the modeling, synthesis, characterization, and design techniques which are required to fabricate semiconducting and metallic nanostructures with enhanced properties. We focused on developing capabilities that have broad applicability to a wide range of materials and can be applied both to nanomaterials that are currently being developed for nanotechnology applications and also to new, yet to be discovered, nanomaterials. During this 3 year SI project we have made excellent scientific progress in each of the components of this project. We have developed first-principles techniques for modeling the structural, electronic, optical, and transport properties of materials at the nanoscale. For the first time, we have simulated nanomaterials both in vacuum and in aqueous solution. These simulation capabilities harness the worldleading computational resources available at LLNL to model, at the quantum mechanical level, systems containing hundreds of atoms and thousands of electrons. A Voltage Controlled Oscillator for a Phase-Locked Loop Frequency Synthesizer in a Silicon-on-Sapphire Process

Engineers from a government-owned engineering and manufacturing facility were contracted by government-owned research laboratory to design and build an S-band telemetry transmitter using Radio Frequency Integrated Circuit (RFIC) technology packaged in a Low-Temperature Co-fired Ceramic (LTCC) Multi-Chip Module. The integrated circuit technology chosen for the Phase-Locked Loop Frequency Synthesizer portion of the telemetry transmitter was a 0.25 um CMOS process that utilizes a sapphire substrate and is fabricated by Peregrine Semiconductor corporation. This thesis work details the design of the Voltage Controlled Oscillator (VCO) portion of the PLL frequency synthesizer and constitutes an fully integrated VCO core circuit and a high-isolation buffer amplifier. The high-isolation buffer amplifier was designed to provide 16 dB of gain for 2200-3495 MHz as well as 60 dB of isolation for the oscillator core to provide immunity to frequency pulling due to RF load mismatch. Actual measurements of the amplifier gain and isolation showed the gain was approximately 5 dB lower than the simulated gain when all bond-wire and test substrate parasitics were taken into account. The isolation measurements were shown to be 28 dB at the high end of the frequency band but the measurement was more than likely compromised due to the aforementioned …

Correspondence issued by the Government Accountability Office with an abstract that begins "This report formally transmits a briefing in response to a Congressional request. Specifically, Congress requested that GAO update our January 2005 report entitled, Gun Control and Terrorism: FBI Could Better Manage Firearm-Related Background Checks Involving Terrorist Watch List Records, GAO-05-127 (Washington, D.C.: Jan. 19, 2005). Under the Brady Handgun Violence Prevention Act and implementing regulations, the Federal Bureau of Investigation (FBI) and designated state and local criminal justice agencies use the FBI's National Instant Criminal Background Check System (NICS) to conduct checks on individuals before federal firearms licensees (gun dealers) may transfer any firearm to an unlicensed individual. Also, to assist the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the FBI conducts NICS background checks on individuals seeking to obtain a federal explosives license or permit. Under current law, there is no basis to automatically prohibit a person from possessing firearms or explosives because they appear on the terrorist watch list. Rather, there must be a disqualifying factor (i.e., prohibiting information) pursuant to federal or state law, such as a felony conviction or illegal immigration status. Analysis of hazardous biological material by MALDI mass spectrometry

Matrix-assisted laser desorption/ionization time-of-flight mass spectrometry (MALDI-MS) has become a valuable tool for analyzing microorganisms. The speed with which data can be obtained from MALDI-MS makes this a potentially important tool for biological health hazard monitoring and forensic applications. The excitement in the mass spectrometry community in this potential field of application is evident by the expanding list of research laboratories pursuing development of MALDI-MS for bacterial identification. Numerous research groups have demonstrated the ability to obtain unique MALDI-MS spectra from intact bacterial cells and bacterial cell extracts. The ability to differentiate strains of the same species has been investigated. Reproducibility of MALDI-MS spectra from bacterial species under carefully controlled experimental conditions has also been demonstrated. Wang et al. have reported on interlaboratory reproducibility of the MALDI-MS analysis of several bacterial species. However, there are still issues that need to be addressed, including the careful control of experimental parameters for reproducible spectra and selection of optimal experimental parameters such as solvent and matrix.

Results of Aging Tests of Vendor-Produced Blended Feed Simulant

The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is procuring through Pacific Northwest National Laboratory (PNNL) a minimum of five 3,500 gallon batches of waste simulant for Phase 1 testing in the Pretreatment Engineering Platform (PEP). To make sure that the quality of the simulant is acceptable, the production method was scaled up starting from laboratory-prepared simulant through 15-gallon vendor prepared simulant and 250-gallon vendor prepared simulant before embarking on the production of the 3500-gallon simulant batch by the vendor. The 3500-gallon PEP simulant batches were packaged in 250-gallon high molecular weight polyethylene totes at NOAH Technologies. The simulant was stored in an environmentally controlled environment at NOAH Technologies within their warehouse before blending or shipping. For the 15-gallon, 250-gallon, and 3500-gallon batch 0, the simulant was shipped in ambient temperature trucks with shipment requiring nominally 3 days. The 3500-gallon batch 1 traveled in a 70-75°F temperature controlled truck. Typically the simulant was uploaded in a PEP receiving tank within 24-hours of receipt. The first uploading required longer with it stored outside. Physical and chemical characterization of the 250-gallon batch was necessary to determine the effect of aging on the simulant in transit from the vendor and in storage …

Honeywell Modular Automation System Acceptance Test Procedure

The purpose of this Acceptance Test Procedure (ATP) is to verify the operability of the three new furnaces as controlled by the new Honeywell Modular Automation System (MAS). The Honeywell MAS is being installed in PFP to control the three thermal stabilization furnaces in glovebox HA-211. The ATP provides instructions for testing the configuration of the Honeywell MAS at the Plutonium Finishing Plant(PFP). The test will be a field test of the analog inputs, analog outputs, and software interlocks. The interlock test will check the digital input and outputs. Field equipment will not be connected forth is test. Simulated signals will be used to test thermocouple, limit switch, and vacuum pump inputs to the PLUMAS.

Review of Tank Lay-Up Status at US Department of Energy Radioactive Waste Tank Sites

During fiscal year (FY) 2001 as part of a Tanks Focus Area strategic intiative, tank lay-up options were developed and evaluated for the two high-level waste (HLW) storage tanks at the West Valley Demonstration Project. As follow-on task, a list of key waste tank contacts throughout the US Department of Energy complex was developed. Visits were then made to the primary DOE sites with radioactive waste storage tanks to discuss the concept and applicablility of tank lay-up. This report documents the results of individual discussions with tank closure staff at the four DOE Sites concerning tank closure status and plans as well as lay-up options and activities.

Afghanistan: Post-War Governance, Security, and U.S. Policy

Afghanistan’s stabilization appears to be gathering strength, about three years after the U.S.-led war that brought the current government to power. Successful presidential elections held on October 9, 2004 appear to be accelerating political and economic reconstruction, and the insurgency led by remnants of the former Taliban regime has been diminishing significantly. Since the defeat of the Taliban, Afghanistan no longer serves as a safe base of operations for Al Qaeda. Remaining obstacles to stability include the continued local authority of militias controlled by regional leaders and growing narcotics trafficking. U.S. stabilization measures focus on strengthening the central government and its security forces. This report discusses U.S. efforts in Afghanistan at length, as well as the efforts of other countries around the world and the costs of U.S. aid to Afghanistan.
