A safety equipment list for rotary mode core sampling systems operation in single shell flammable gas tanks (open access)

A safety equipment list for rotary mode core sampling systems operation in single shell flammable gas tanks

This document identifies all interim safety equipment to be used for rotary mode core sampling of single-shell flammable gas tanks utilizing Rotary Mode Core Sampling systems (RMCS). This document provides the safety equipment for RMCS trucks HO-68K-4600, HO-68K-4647, trucks three and four respectively, and associated equipment. It is not intended to replace or supersede WHC-SD-WM-SEL-023, (Kelly 1991), or WHC-SD-WM-SEL-032, (Corbett 1994), which classifies 80-68K-4344 and HO-68K-4345 respectively. The term ''safety equipment'' refers to safety class (SC) and safety significant (SS) equipment, where equipment refers to structures, systems and components (SSC's). The identification of safety equipment in this document is based on the credited design safety features and analysis contained in the Authorization Basis (AB) for rotary mode core sampling operations in single-shell flammable gas tanks. This is an interim safety classification since the AB is interim. This document will be updated to reflect the final RMCS equipment safety classification designations upon completion of a final AB which will be implemented with the release of the Final Safety Analysis Report (FSAR).

2XIIB computer data acquisition system (open access)

2XIIB computer data acquisition system

All major plasma diagnostic measurements from the 2XIIB experiment are recorded, digitized, and stored by the computer data acquisition system. The raw data is then examined, correlated, reduced, and useful portions are quickly retrieved which direct the future conduct of the plasma experiment. This is done in real time and on line while the data is current. The immediate availability of this pertinent data has accelerated the rate at which the 2XII personnel have been able to gain knowledge in the study of plasma containment and fusion interaction. The up time of the experiment is being used much more effectively than ever before. This paper describes the hardware configuration of our data system in relation to various plasma parameters measured, the advantages of powerful software routines to reduce and correlate the data, the present plans for expansion of the system, and the problems we have had to overcome in certain areas to meet our original goals. Pin Wire Coating Trip Report (open access)

Pin Wire Coating Trip Report

A meeting to discuss the current pin wire coating problems was held at the Reynolds plant in Los Angeles on 2MAR04. The attendance list for Reynolds personnel is attached. there was an initial presentation which gave a brief history and the current status of pin wire coating at Reynolds. There was a presentation by Lori Primus on the requirements and issues for the coating. There was a presentation by Jim Smith of LANL on the chemistry and to some extent process development done to date. There was a long session covering what steps should be taken in the short term and, to a lesser extent, the long term. The coating currently being used is a blend of two polymers, polyethersulfone and polyparabanic acid (PPA) and some TiO2 filler. This system was accepted and put into production when the pin wire coating was outsourced to another company in 1974. When that company no longer was interested, the wire coating was brought in-house to Reynolds. At that time polyparabanic acid was actually a commercial product available from Exxon under the trade name Tradlon. However, it appears that the material used at Reynolds was synthesized locally. Also, it appears that a single large …

Information Sharing: DHS Has Demonstrated Leadership and Progress, but Additional Actions Could Help Sustain and Strengthen Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) has made progress in achieving its information-sharing mission, but could take additional steps to improve its efforts. Specifically, DHS has demonstrated leadership commitment by establishing a governance board to serve as the decision-making body for DHS information-sharing issues. The board has enhanced collaboration among DHS components and identified a list of key information-sharing initiatives. The board has also developed and documented a process to prioritize some of the initiatives for additional oversight and support. However, because DHS has not revised its policies and guidance to include processes for identifying information-sharing gaps and the results; analyzing root causes of those gaps; and identifying, assessing, and mitigating risks of removing incomplete initiatives from its list, it does not have an institutional record that would help it replicate and sustain those information-sharing efforts. Overall, DHS’s key information-sharing initiatives have progressed, and most have met interim milestones. However, progress has slowed for half of the 18 key initiatives, in part because of funding constraints. For example, 5 of DHS’s top 8 priority information-sharing initiatives currently face funding shortfalls. The board has not been able …

Development of Continuous, Direct Feedback Control Systems for Sintering of Metallic Components (open access)

Development of Continuous, Direct Feedback Control Systems for Sintering of Metallic Components

N,N.-Ethylenebisstearimide (EBS) is one of the most commonlyused lubricants in the powder metallurgy (PM) industry in the sintering process. During sintering, the lubricated powder compacts are heat-treated to temperatures in excess of 1,200 °C thus fusing adjacent particles and yielding a part with improved mechanical strength. Delubrication commonly is achieved in the first zone of a sintering furnace by heating the part to temperatures in the 500-600 °C temperature range at a fixed rate and under controlled atmospheric conditions; this strategy minimizes defects, carbon contamination, and compact deformation. The de-lubricated part then enters the second zone (commonly in the 1200-1300 °C temperature range) for sintering. The third zone cools the sintered part at a desired rate to obtain the requisite micro-structural properties. Controlled delubrication is imperative towards achieving high quality parts for the following reasons: the elevated thermal gradient at the transition between the first and second zones can cause parts to expand rapidly and develop microscopic fissures (.blistering.); improper gas flows and belt speeds can lead to carbon deposition on the part and at the grain boundaries (sooting); delubrication products deposit throughout the furnace, even in the coolers, which are far removed from the preheating chamber, leading to significant …

China: Economic Sanctions

This report discusses a list of economic sanctions that the United States currently maintains against China. The influence of Congress on U.S. policy toward China, once significant because so much hung on the annual possibility that favorable trade terms could be suspended, has more recently been diffused. Sanctions that remain in place today can all be modified, eased, or lifted altogether by the President, without congressional input.

THE EXPERIMENTAL DESIGN FOR BeO IRAADIATION EXPERIMENTS ORNL 41-8 AND ORNL 41-9 (open access)

THE EXPERIMENTAL DESIGN FOR BeO IRAADIATION EXPERIMENTS ORNL 41-8 AND ORNL 41-9

The experimental plan for irradiating BeO pellets in Experiments ORNL 41- 8 and ORNL 41-9 was chosen in accordance with the principles of experimental design. The design is known by statisticians as a 2/sup 5/ factorial experiment confound'' in six replications. Five variables---size, density, grain size, temperature and time--are controlled at two levels to form the basic 2i factorial experiment. The sixth variable, neutron flux, is introduced by confounding on higher-order interactions. An explanation is presented in nontechnical language the means by which the aims of the experimenters and the physical conditions affecting the experiment were utilized in constructing the experimental design. ASSESSMENT OF THE IMPACT OF TOA PARTITIONING ON DWPF MELTER OFF-GAS FLAMMABILITY (open access)

ASSESSMENT OF THE IMPACT OF TOA PARTITIONING ON DWPF MELTER OFF-GAS FLAMMABILITY

An assessment has been made to evaluate the impact on the DWPF melter off-gas flammability of increasing the amount of TOA in the current solvent used in the Modular Caustic-Side Solvent Extraction Process Unit (MCU) process. The results of this study showed that the concentrations of nonvolatile carbon of the current solvent limit (150 ppm) in the Slurry Mix Evaporator (SME) product would be about 7% higher and the nonvolatile hydrogen would be 2% higher than the actual current solvent (126 ppm) with an addition of up to 3 ppm of TOA when the concentration of Isopar L in the effluent transfer is controlled below 87 ppm and the volume of MCU effluent transfer to DWPF is limited to 15,000 gallons per Sludge Receipt and Adjustment Tank (SRAT)/SME cycle. Therefore, the DWPF melter off-gas flammability assessment is conservative for up to an additional 3 ppm of TOA in the effluent based on these assumptions. This report documents the calculations performed to reach this conclusion.
