A letter report issued by the Government Accountability Office with an abstract that begins "At the end of fiscal year 2009, the Environmental Protection Agency's (EPA) National Priorities List (NPL) included 1,111 of the most seriously contaminated nonfederal hazardous waste sites. Of these sites, EPA had identified 75 with unacceptable human exposure, 164 with unknown exposure, and 872 with controlled exposure that may need additional cleanup work. EPA may fund remedial actions--long-term cleanup--from its trust fund, and compel responsible parties to perform or reimburse costs of the cleanup. GAO was asked to determine (1) the cleanup and funding status at currently listed nonfederal NPL sites with unacceptable or unknown human exposure; (2) what is known about EPA's future cleanup costs at nonfederal NPL sites; (3) EPA's process for allocating remedial program funding; and (4) how many NPL sites some state and EPA officials expect to be added in the next 5 years, and their expected cleanup costs. GAO analyzed Superfund program data, surveyed and interviewed EPA officials, and interviewed state officials."

Techniques for the generation and monitoring of vapors

Controlled test atmospheres can be produced using a variety of techniques. Gases are usually generated by using flow dilution methods while vapors are produced by using solvent injection and vaporization, saturation, permeation and diffusion techniques. The resulting gas mixtures can be monitored and measured using flame ionization, photoionization, electrochemical and infrared analytical systems. An ideal system for the production of controlled test atmospheres would not only be able to generate controlled test atmospheres, but also monitor all pertinent environmental parameters, such as temperature, humidity, and air flow.

SNF AGING SYSTEM DESCRIPTION DOCUMENT

The purpose of this system description document (SDD) is to establish requirements that drive the design of the spent nuclear fuel (SNF) aging system and associated bases, which will allow the design effort to proceed. This SDD will be revised at strategic points as the design matures. This SDD identifies the requirements and describes the system design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This SDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This SDD is part of an iterative design process. It leads the design process with regard to the flow down of upper tier requirements onto the system. Knowledge of these requirements is essential in performing the design process. The SDD follows the design with regard to the description of the system. The description provided in the SDD reflects the current results of the design process. Throughout this SDD, the term aging cask applies to vertical site-specific casks and to horizontal aging modules. Export Controls: Department of Commerce Controls over Transfers of Technology to Foreign Nationals Need Improvement

A letter report issued by the General Accounting Office with an abstract that begins "To protect its national security and foreign policy interests, the United States controls exports of civilian technologies that have military uses. U.S. firms may be required to obtain a license from the Department of Commerce before exporting these "dual-use" technologies from the United States to many other countries, including countries of concern. Since Commerce regulations also deem domestic transfers of controlled dual-use technologies to citizens of these countries to be exports, Commerce may require firms that employ foreign nationals working with these technologies in this country to obtain "deemed" export licenses. The firms should, in many cases, hold a deemed export license, and the foreign nationals should have an appropriate visa classification, such as an H-1B specialized employment classification. Commerce issues deemed export licenses to firms that employ or sponsor foreign nationals after consulting the Departments of Defense, State, and Energy. Deemed export licenses are generally valid for 2 years and comprise almost 10 percent of all export licenses approved by Commerce. With the closure of many experimental facilities, the nuclear criticality safety analyst increasingly is required to rely on computer calculations to identify safe limits for the handling and storage of fissile materials. However, in many cases, the analyst has little experience with the specific codes available at his/her facility. This primer will help you, the analyst, understand and use the MCNP Monte Carlo code for nuclear criticality safety analyses. It assumes that you have a college education in a technical field. There is no assumption of familiarity with Monte Carlo codes in general or with MCNP in particular. Appendix A gives an introduction to Monte Carlo techniques. The primer is designed to teach by example, with each example illustrating two or three features of MCNP that are useful in criticality analyses. Beginning with a Quickstart chapter, the primer gives an overview of the basic requirements for MCNP input and allows you to run a simple criticality problem with MCNP. This procedure provides a safe, uniform method for the performance of the ultrasonic weld inspection of the Cesium capsule overpacks. The inspection system will detect cracks, lack of fusion, and lack of penetration. This computer controlled automated system will perform the examination once the capsule overpack has been placed in the pool cell. Examination of the capsule overpacks will be in accordance with drawing H-283014, REV. 0 ,and a certified NDE examiner will perform the test procedure, provide analysis, and test documentation.

Final Scientific/Technical Report: Electronics for Large Superconducting Tunnel Junction Detector Arrays for Synchrotron Soft X-ray Research

Superconducting tunnel junction (STJ) detectors offer a an approach to detecting soft x-rays with energy resolutions 4-5 times better and at rates 10 faster than traditions semiconductor detectors. To make such detectors feasible, however, then need to be deployed in large arrays of order 1000 detectors, which in turn implies that their processing electronics must be compact, fully computer controlled, and low cost per channel while still delivering ultra-low noise performance so as to not degrade the STJ's performance. We report on our progress in designing a compact, low cost preamplifier intended for this application. In particular, we were able to produce a prototype preamplifier of 2 sq-cm area and a parts cost of less than $30 that matched the energy resolution of the best conventional system to date and demonstrated its ability to acquire an STJ I-V curve under computer control, the critical step for determining and setting the detectors' operating points under software control.

An overview is presented of the principles of magnetic confinement of plasmas for the purpose of achieving controlled fusion conditions. Sec. 1 discusses the different nuclear fusion reactions which can be exploited in prospective fusion reactors and explains why special technologies need to be developed for the supply of tritium or {sup 3}He, the probable fuels. In Sec. 2 the Lawson condition, a criterion that is a measure of the quality of confinement relative to achieving fusion conditions, is explained. In Sec. 3 fluid equations are used to describe plasma confinement. Specific confinement configurations are considered. In Sec. 4 the orbits of particle sin magneti and electric fields are discussed. In Sec. 5 stability considerations are discussed. It is noted that confinement systems usually need to satisfy stability constraints imposed by ideal magnetohydrodynamic (MHD) theory. The paper culminates with a summary of experimental progress in magnetic confinement. Present experiments in tokamaks have reached the point that the conditions necessary to achieve fusion are being satisfied.

MGR External Events Hazards Analysis (open access)

MGR External Events Hazards Analysis

The purpose and objective of this analysis is to apply an external events Hazards Analysis (HA) to the License Application Design Selection Enhanced Design Alternative 11 [(LADS EDA II design (Reference 8.32))]. The output of the HA is called a Hazards List (HL). This analysis supersedes the external hazards portion of Rev. 00 of the PHA (Reference 8.1). The PHA for internal events will also be updated to the LADS EDA II design but under a separate analysis. Like the PHA methodology, the HA methodology provides a systematic method to identify potential hazards during the 100-year Monitored Geologic Repository (MGR) operating period updated to reflect the EDA II design. The resulting events on the HL are candidates that may have potential radiological consequences as determined during Design Basis Events (DBEs) analyses. Therefore, the HL that results from this analysis will undergo further screening and analysis based on the criteria that apply during the performance of DBE analyses.

Procedure for the permeabilization and cryobiological preservation of Drosophila embryos

The authors describe the detailed protocol developed in their laboratory at Oak Ridge for the permeabilization and cryobiological preservation of embryos of Drosophila melanogaster, Oregon R strain. The protocol is supplemented by notes containing two sorts of information. One category includes references to the appropriate portions of their published papers giving the scientific rationale and experimental basis for important steps. The other category is concerned with the criticality of certain steps and the precision with which they need to be performed. As an aid to investigators, the authors list even ordinary pieces of equipment. Brand names and model numbers are given where it is either important or convenient for readers to know precisely what is used.

Sales of Sensitive Military Property to the Public

Correspondence issued by the Government Accountability Office with an abstract that begins "Each year the Department of Defense (DOD) sells millions of dollars worth of excess property to the public through a Web site run by its contractor, Government Liquidation. Before excess property can be sold on this site, it is DOD policy to screen the property to ensure it cannot be reutilized by the department in another location or that its sale would not result in sensitive military property becoming publicly available. DOD assigns demilitarization codes to sensitive military property so that, when the property is no longer in use, it is recognized and disposed of properly. However, on several prior occasions--most recently at a July 2006 hearing--we reported that management control breakdowns in DOD's excess property reutilization program resulted in the sale of sensitive military property to the public through the liquidation Web site, including property subject to demilitarization controls (demil-required property) such as F-14 aircraft parts. One country with operational F-14s, Iran, is known to be seeking these parts. If such parts were publicly available, it could jeopardize national security.
