Globalization and communication technologies facilitate exports of controlled information providing benefits to U.S. companies and increase interactions between U.S. and foreign companies, making it challenging to protect such exports. GAO assessed (1) how the government's export control processes apply to the protection of export-controlled information, and (2) steps the government has taken to identify and help mitigate the risks in protecting export-controlled information. To do this, GAO analyzed agency regulations and practices and interviewed officials from 46 companies with a wide range of exporting experiences."

A letter report issued by the Government Accountability Office with an abstract that begins "Foreign students and scholars have made substantial contributions to U.S. research efforts and technology development. However, according to a federal government intelligence assessment, foreign access to sensitive U.S. technology has imposed a significant but unquantifiable cost to the United States. Given this risk, GAO was asked to (1) describe the nature of the research at universities and identify steps they take to comply with export controls and (2) assess efforts by the Departments of Commerce and State--the key export control agencies--to determine the risk of export violations in university research. GAO reviewed Commerce and State export control programs and met with officials from 13 universities, selected based on their foreign student populations, applications for export licenses, and federal grants and contracts."

A geophysical experiment is described for characterizing the clastic dike systems, which are ubiquitous within the vadose zone at the Hanford Nuclear Reservation. because the dikes possess a significant electrical contrast from the insulating host medium, we have applied controlled source audio magnetotelluric (CSAMT) measurements to map their geometric extent and to further clarify if the dike complex acts as a conduit for contaminant transport within the vadose zone. Because of cost and weak natural field signal levels, we employed controlled field sourcing using the STRATGEM acquisition system. Use of artificial fields often goes with the assumption that the data required in the far-field of the transmitter.

Integrated formal operations plan

The concept of formal operations (that is, a collection of business practices to assure effective, accountable operations) has vexed the Laboratory for many years. To date most attempts at developing such programs have been based upon rigid, compliance-based interpretations of a veritable mountain of Department of Energy (DOE) orders, directives, notices, and standards. These DOE dictates seldom take the broad view but focus on highly specialized programs isolated from the overall context of formal operations. The result is a confusing array of specific, and often contradictory, requirements that produce a patchwork of overlapping niche programs. This unnecessary duplication wastes precious resources, dramatically increases the complexity of our work processes, and communicates a sense of confusion to our customers and regulators. Coupled with the artificial divisions that have historically existed among the Laboratory`s formal operations organizations (quality assurance, configuration management, records management, training, etc.), this approach has produced layers of increasingly vague and complex formal operations plans, each of which interprets its parent and adds additional requirements of its own. Impacts of Antifoam Additions and Argon Bubbling on Defense Waste Processing Facility Reduction/Oxidation

During melting of HLW glass, the REDOX of the melt pool cannot be measured. Therefore, the Fe{sup +2}/{Sigma}Fe ratio in the glass poured from the melter must be related to melter feed organic and oxidant concentrations to ensure production of a high quality glass without impacting production rate (e.g., foaming) or melter life (e.g., metal formation and accumulation). A production facility such as the Defense Waste Processing Facility (DWPF) cannot wait until the melt or waste glass has been made to assess its acceptability, since by then no further changes to the glass composition and acceptability are possible. therefore, the acceptability decision is made on the upstream process, rather than on the downstream melt or glass product. That is, it is based on 'feed foward' statistical process control (SPC) rather than statistical quality control (SQC). In SPC, the feed composition to the melter is controlled prior to vitrification. Use of the DWPF REDOX model has controlled the balanjce of feed reductants and oxidants in the Sludge Receipt and Adjustment Tank (SRAT). Once the alkali/alkaline earth salts (both reduced and oxidized) are formed during reflux in the SRAT, the REDOX can only change if (1) additional reductants or oxidants are added …

High priority tank sampling and analysis report

In July 1993, the Defense Nuclear Facilities Safety Board (DNFSB) transmitted Recommendation 93-5 (Conway 1993) to the US Department of Energy (DOE). Recommendation 93-5 noted that there was insufficient tank waste technical information and the pace to obtain it was too slow to ensure that Hanford Site wastes could be safely stored, that associated operations could be conducted safely, and that future disposal data requirements could be met. In May 1996, the DOE issued Revision 1 of the Recommendation 93-5 Implementation Plan (DOE-RL 1996). The Implementation Plan revision presented a modified approach to achieve the original plan`s objectives. The approach concentrated on actions necessary to ensure that wastes can be safely stored, that operations can be safely conducted, and that timely characterization information for the tank waste Disposal Program could be obtained. The Implementation Plan proposed 28 High Priority tanks, which, if sampled and analyzed, were expected to provide information to answer questions regarding safety and disposal issues. The High Priority tank list was originally developed in Section 9.0 of the Tank Waste Characterization Basis (Brown et al. 1995) by integrating the needs of the various safety and disposal programs. The 222-S Laboratory analyzed these compounds from vapor samples on thermal desorption tubes as part of the Hanford Site industrial hygiene vapor sampling effort.

Capital Punishment: An Overview of Federal Death Penalty Statutes

With the passage of P.L. 103-322, the Violent Crime Control and Law Enforcement Act of 1994, the federal death penalty became available as a possible punishment for a substantial number of new and existing civilian offenses. On April 24, 1996, the Antiterrorism and Effective Death Penalty Act of 1996 made further modifications and additions to the list of federal capital crimes. On June 25, 2002, P.L. 107-197, the Terrorist Bombings Convention Implementation Act of 2002, added another capital crime to the United States Code. The Intelligence Reform and Terrorism Prevention Act of 2004, P.L. 108-458, enacted December 17, 2004, included provisions which impacted or expanded some of the existing death penalty provisions. This report lists the current federal capital offenses and summarizes the procedures for federal civilian death penalty cases.

Guidance on Dose Rate Measurements for Use in Dose-to-Curie Conversions

The dose-to-curie (DTC) methodology used at SRS was developed in early 1994 by Health Physics Technology (HPT) for inclusion in the Site Waste Information Tracking System (WITS). DTC is used to estimate the nuclide activity in a waste container based on the measured dose rate from the container. The DTC method is a simple and easy to apply method that can provide a reasonable estimate of the container activity by nuclide when properly applied. In order to make the method practical, numerous assumptions had to be made and limitations placed on its use. Many of these assumptions and limitations can only be procedurally controlled and must be well understood by these individuals in order to assure proper application numerous the method. These limitations are addressed in this report.

Simulations of a stretching bar using a plasticity model from the shear transformation zone theory

An Eulerian simulation is developed to study an elastoplastic model of amorphous materials that is based upon the shear transformation zone theory developed by Langer and coworkers. In this theory, plastic deformation is controlled by an effective temperature that measures the amount of configurational disorder in the material. The simulation is used to model ductile fracture in a stretching bar that initially contains a small notch, and the effects of many of the model parameters are examined. The simulation tracks the shape of the bar using the level set method. Within the bar, a finite difference discretization is employed that makes use of the essentially non-oscillatory (ENO) scheme. The system of equations is moderately stiff due to the presence of large elastic constants, and one of the key numerical challenges is to accurately track the level set and construct extrapolated field values for use in boundary conditions. A new approach to field extrapolation is discussed that is second order accurate and requires a constant amount of work per gridpoint.

Operator coil monitoring acceptance test procedure

The readiness of the Data Acquisition and Control System (DACS) to provide monitoring and control of the Programmable Logic Controller (PLC) abort coils from the Master and RSS stations will be systematically tested during performance of this procedure. It should be noted that these are not physical abort coils but software coils controlled by the software`s ladder logic. The readiness of the DACS to properly interface with the ENRAF wire level gauge installed in the SY101 storage tank will also be tested. During this test, a verification of all abort coil indications will be conducted at the DACS Development Facility in the 306E Building by injecting an input signal for each DACS sensor that has an associated abort coil until the abort coil actuates, and then ensuring that the status of the abort coil indicated at the Master and RSS stations correct. Each abort coil will also be tested to ensure that the ``ENABLE`` and ``DISABLE`` controls from the Master and RSS stations function correctly, and only with the use of proper passwords.

MONITORED GEOLOGIC REPOSITORY INTERNAL HAZARDS ANALYSIS

This analysis was performed by the Management and Operating Contractor (M&O) Safety Assurance Department to identify and document the internal hazards and preliminary events associated with preclosure operations of the Monitored Geologic Repository (MGR). Internal hazards are those hazards presented by operation of the facility and associated processes. These are in contrast to external hazards which involve natural phenomena and external man-made hazards. The hazard analysis methodology used in this analysis provides a systematic means to identify facility hazards and associated events that may result in radiological consequences to the public and facility worker during the MGR preclosure period. The events are documented in a preliminary events list and are intended to be used as input to the MGR Design Basis Event (DBE) selection process. It is expected that the results from this analysis will undergo further screening and analysis based on the criteria that apply to the performance of DBE analyses for the preclosure period of repository operation. As the MGR design progresses, this analysis will be reviewed to ensure no new hazards are introduced and that previously evaluated hazards have not increased in severity.
