Active Commuter Rail Agency Service Contracts
Correspondence issued by the Government Accountability Office with an abstract that begins "Commuter rail is an important part of the transportation system in many cities and regions in our country, providing more than 420 million passenger trips in 2005. Although several of the largest commuter rail agencies hire their own employees, many agencies contract with other companies, including Amtrak, freight railroads, and private rail operators, to provide services that are critical to running the agencies' trains. These contracted services include providing crews to operate trains (train operations); maintenance of equipment (MOE), including maintenance of train cars and locomotives; dispatching train traffic; and maintenance of way (MOW), which involves maintaining the track, signals, and other track infrastructure. Commuter rail agencies can obtain these services by opening contracts to competition or through noncompetitive negotiations with a service provider. Congress asked us to provide information on the service arrangements between commuter rail agencies and other companies. Accordingly, we addressed the following questions: (1) How many currently active commuter rail service contracts were obtained through competitive and noncompetitive processes? (2) What differences, if any, are there between competitively and noncompetitively negotiated contracts?"

Commuter Rail: Commuter Rail Issues Should Be Considered in Debate over Amtrak
A letter report issued by the Government Accountability Office with an abstract that begins "Commuter rail agencies provide mobility to millions of people across the country, often using Amtrak infrastructure and services. Given these interactions, an abrupt Amtrak cessation could have a significant impact on commuter rail operations. Amtrak's chronic financial problems and recent budget proposals make such a cessation a possibility. GAO was asked to examine (1) the extent to which commuter rail agencies rely on Amtrak for access to infrastructure and services, (2) issues that commuter rail agencies would face if Amtrak abruptly ceased to provide them with services and infrastructure access, and (3) the options available to commuter rail agencies should Amtrak abruptly cease to provide them services and infrastructure access."

Clean Slate Environmental Remediation DSA for 10 CFR 830 Compliance
Clean Slate Sites II and III are scheduled for environmental remediation (ER) to remove elevated levels of radionuclides in soil. These sites are contaminated with legacy remains of non-nuclear yield nuclear weapons experiments at the Nevada Test Site, that involved high explosive, fissile, and related materials. The sites may also hold unexploded ordnance (UXO) from military training activities in the area over the intervening years. Regulation 10 CFR 830 (Ref. 1) identifies DOE-STD-1120-98 (Ref. 2) and 29 CFR 1910.120 (Ref. 3) as the safe harbor methodologies for performing these remediation operations. Of these methodologies, DOE-STD-1120-98 has been superseded by DOE-STD-1120-2005 (Ref. 4). The project adopted DOE-STD-1120-2005, which includes an approach for ER projects, in combination with 29 CFR 1910.120, as the basis documents for preparing the documented safety analysis (DSA). To securely implement the safe harbor methodologies, we applied DOE-STD-1027-92 (Ref. 5) and DOE-STD-3009-94 (Ref. 6), as needed, to develop a robust hazard classification and hazards analysis that addresses non-standard hazards such as radionuclides and UXO. The hazard analyses provided the basis for identifying Technical Safety Requirements (TSR) level controls. The Navy in February 2006 proposed to maintain in coming years a fleet of 313 ships, including, among other things, 11 aircraft carriers, 48 attack submarines (SSNs), 88 cruisers and destroyers, 55 Littoral Combat Ships (LCSs), 31 amphibious ships, and a Maritime Prepositioning Force (Future), or MPF(F), squadron with 12 new-construction amphibious and sealift-type ships. The Navy says that for its shipbuilding plans to be affordable and executable, the Navy needs to control certain non-shipbuilding expenditures and build ships within estimated costs. The Navy's shipbuilding plans raise potential issues regarding the shipbuilding industrial base, particularly in the areas of the submarine design and engineering base, and the surface combatant construction base.

On-line coating of glass with tin oxide by atmospheric pressure chemical vapor deposition.
Atmospheric pressure chemical vapor deposition (APCVD) of tin oxide is a very important manufacturing technique used in the production of low-emissivity glass. It is also the primary method used to provide wear-resistant coatings on glass containers. The complexity of these systems, which involve chemical reactions in both the gas phase and on the deposition surface, as well as complex fluid dynamics, makes process optimization and design of new coating reactors a very difficult task. In 2001 the U.S. Dept. of Energy Industrial Technologies Program Glass Industry of the Future Team funded a project to address the need for more accurate data concerning the tin oxide APCVD process. This report presents a case study of on-line APCVD using organometallic precursors, which are the primary reactants used in industrial coating processes. Research staff at Sandia National Laboratories in Livermore, CA, and the PPG Industries Glass Technology Center in Pittsburgh, PA collaborated to produce this work. In this report, we describe a detailed investigation of the factors controlling the growth of tin oxide films. Oral History Interview with Janus Poppe, September 17, 2006
The National Museum of the Pacific War presents an interview with Dr. Janus Poppe. Poppe was born in the Netherlands in 1916. As a teenager, he worked as a mechanic for a ship building company. After high school, he attended a Dutch Marine academy for two years. In the mid-1930s, he served as a Deck Officer aboard a ship that traveled around the world twice. He later worked for a shipping company in the Dutch East Indies. In May of 1940, he was traveling in the middle of the Pacific when word arrived from his parents in Holland that the Germans had invaded. Poppe was then trained as a navigator and bombardier. He was serving as a navigator and bombardier aboard PBYs when Pearl Harbor was bombed. Poppe shares several recollections of his encounters with the Japanese during the war, and patrolling around Indonesia. He additionally oversaw 200 Dutch Marines, assigned to patrol and defend Parafield, South Australia. Around 1943, he completed military flight school at Fort Leavenworth in Kansas.

Chemical analyses of soil samples collected from the Sandia National Laboratories/NM, Tonopah Test Range environs, 1994-2005.
From 1994 through 2005, the Environmental Management Department of Sandia National Laboratories (SNL) at the Tonopah Test Range (TTR), NV, has collected soil samples at numerous locations on-site, on the perimeter, and off-site for the purpose of determining potential impacts to the environs from operations at TTR. These samples were submitted to an analytical laboratory of metal-in-soil analyses. Intercomparisons of these results were then made to determine if there was any statistical difference between on-site, perimeter, and off-site samples, or if there were increasing or decreasing trends which indicated that further investigation may be warranted. This work provided the SNL Environmental Management Department with a sound baseline data reference against which to compare future operational impacts. In addition, it demonstrates the commitment that the Laboratories have to go beyond mere compliance to achieve excellence in its operations. This data is presented in graphical format with narrative commentaries on particular items of interest.
