This document constitutes an addendum to the September 1998, Closure Report for Corrective Action Unit 404: Roller Coaster Lagoons and Trench, Tonopah Test Range, Nevada as described in the document Recommendations and Justifications for Modifications for Use Restrictions Established under the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office Federal Facility Agreement and Consent Order (UR Modification document) dated February 2008. The UR Modification document was approved by NDEP on February 26, 2008. The approval of the UR Modification document constituted approval of each of the recommended UR modifications. This report provides the results of the semiannual post-closure inspections conducted at the closed Corrective Action Unit (CAU) sites located on the Tonopah Test Range (TTR), Nevada. This report covers calendar year 2007 and includes inspection and repair activities completed at the following nine CAUs: (1) CAU 400: Bomblet Pit and Five Points Landfill (TTR); (2) CAU 404: Roller Coaster Lagoons and Trench (TTR); (3) CAU 407: Roller Coaster RadSafe Area (TTR); (4) CAU 423: Area 3 Underground Discharge Point, Building 0360 (TTR); (5) CAU 424: Area 3 Landfill Complexes (TTR); (6) CAU 426: Cactus Spring Waste Trenches (TTR); (7) CAU 427: Area 3 Septic Waste Systems 2, 6 (TTR); (8) CAU 453: Area 9 UXO Landfill (TTR); and (9) CAU 487: Thunderwell Site (TTR). In a letter from the Nevada Division of Environmental Protection (NDEP) dated December 5, 2006, NDEP concurred with the request to reduce the frequency of post-closure inspections of CAUs at TTR to an annual frequency. Many Federal Facility Agreement and Consent Order (FFACO) Use Restrictions (URs) have been established at various corrective action sites (CASs) as part of FFACO corrective actions (FFACO, 1996; as amended January 2007). Since the signing of the FFACO in 1996, practices and procedures relating to the implementation of risk-based corrective action (RBCA) have evolved. This document is part of an effort to re-evaluate all FFACO URs against the current RBCA criteria (referred to in this document as the Industrial Sites [IS] RBCA process) as defined in the Industrial Sites Project Establishment of Final Action Levels (NNSA/NSO, 2006c). Based on this evaluation, the URs were sorted into the following categories: 1. Where sufficient information exists to determine that the current UR is consistent with the RCBA criteria 2. Where sufficient information exists to determine that the current UR may be removed or downgraded based on RCBA criteria. 3. Where sufficient information does not exist to evaluate the current UR against the RCBA criteria. In accordance with U.S. Department of Energy (DOE) Order 450.1, 'Environmental Protection Program', the Office of the Assistant Manager for Environmental Management of the DOE, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) requires ecological monitoring and biological compliance support for activities and programs conducted at the Nevada Test Site (NTS). National Security Technologies, LLC (NSTec), Ecological Services has implemented the Ecological Monitoring and Compliance (EMAC) Program to provide this support. EMAC is designed to ensure compliance with applicable laws and regulations, delineate and define NTS ecosystems, and provide ecological information that can be used to predict and evaluate the potential impacts of proposed projects and programs on those ecosystems. This report summarizes the EMAC activities conducted by NSTec during calendar year 2007. Monitoring tasks during 2007 included eight program areas: (a) biological surveys, (b) desert tortoise compliance, (c) ecosystem mapping and data management, (d) sensitive plant monitoring, (e) sensitive and protected/regulated animal monitoring, (f) habitat monitoring, (g) habitat restoration monitoring, and (h) biological monitoring at the Nonproliferation Test and Evaluation Complex (NPTEC). The following sections of this report describe work performed under these eight areas.

This further includes consideration of legacy issues, specifically pension and health care responsibilities of the Detroit 3. It also reviews potential solutions to the financial crisis, including options of government receivership and participation management, and various forms of bankruptcy. Finally, the report reviews stipulations that Congress might impose on auto manufacturers as conditions of providing assistance.

This LDRD project attempts to use novel electrochemical techniques to understand the reaction mechanism that limits the discharge reaction of lithium CF{sub x} chemistry. If this advanced component development and exploratory investigations efforts are successful we will have a High Energy Density Li Primary Battery Technology with the capability to double the run time in the same volume, or provide the same energy in a much smaller volume. These achievements would be a substantial improvement over commercial Li/Thionyl chloride battery technology. The Li(CF{sub x}){sub n} chemistry has the highest theoretical energy (and capacity) and hence very attractive for long life battery applications. However, the practical open circuit voltage (OCV) is only 3.2 V which is {approx}1.3 V lower than the thermodynamic cell voltage (for an in depth explanation of the voltage depression refer to 'Introduction'). The presence of intermediate has been invoked to explain the lower OCV of the cell. Due to the reduction in cell voltage the cell out put is reduced by {approx}40%. To account for the initial voltage loss a mechanism has been proposed which involves the formation of a ternary compound (like C(LiF){sub x}). The Nevada Test Site Environmental Report 2007 (NTSER) was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec). This Executive Summary presents the purpose of the document, the major programs conducted at the Nevada Test Site (NTS), NTS key environmental initiatives, radiological releases and potential doses to the public resulting from site operations, a summary of nonradiological releases, implementation status of the NTS Environmental Management System, a summary of compliance with environmental regulations, pollution prevention and waste minimization accomplishments, and significant environmental accomplishments. Much of the content of this Executive Summary is also presented in a separate stand-alone pamphlet titled Nevada Test Site Environmental Report Summary 2007. This NTSER was prepared to satisfy DOE Order 231.1A, Environment, Safety and Health Reporting. This Closure Report (CR) documents closure activities for Corrective Action Unit (CAU) 543, Liquid Disposal Units, according to the Federal Facility Agreement and Consent Order (FFACO, 1996) and the Corrective Action Plan (CAP) for CAU 543 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2007). CAU 543 is located at the Nevada Test Site (NTS), Nevada (Figure 1), and consists of the following seven Corrective Action Sites (CASs): CAS 06-07-01, Decon Pad; CAS 15-01-03, Aboveground Storage Tank; CAS 15-04-01, Septic Tank; CAS 15-05-01, Leachfield; CAS 15-08-01, Liquid Manure Tank; CAS 15-23-01, Underground Radioactive Material Area; CAS 15-23-03, Contaminated Sump, Piping; and CAS 06-07-01 is located at the Decontamination Facility in Area 6, adjacent to Yucca Lake. The remaining CASs are located at the former U.S. Environmental Protection Agency (EPA) Farm in Area 15. The purpose of this CR is to provide a summary of the completed closure activities, to document waste disposal, and to present analytical data confirming that the remediation goals were met. The closure alternatives consisted of closure in place for two of the CASs, and no further action with implementation of best management practices (BMPs) for the remaining five CASs.
