Tonopah Test Range Post-Closure Inspection Annual Report, Tonopah Test Range, Nevada, Calendar Year 2002

This Post-Closure Inspection Annual Report provides documentation of the semiannual inspections conducted at the following Corrective Action Units (CAU)s: CAU 400: Bomblet Pit and Five Points Landfill; CAU 404: Roller Coaster Lagoons and Trench; CAU 407: Roller Coaster RadSafe Area; CAU 424: Area 3 Landfill Complexes; CAU 426: Cactus Spring Waste Trenches; CAU 427: Septic Waste Systems 2, 6; and CAU 453: Area 9 UXO Landfill, all located at the Tonopah Test Range, Nevada. Post-closure inspections are not required at CAU 400 but are conducted to monitor vegetation and fencing at the site. Site inspections were conducted in May and November 2002. All site inspections were made after Nevada Division of Environmental Protection (NDEP) approval of the appropriate Closure Report (CR), excluding CAU 400 which did not require a CR, and were conducted in accordance with the Post-Closure Inspection Plans in the NDEP-approved CRs. Post-closure inspections conducted during 2002 identified several areas requiring maintenance/repairs. Funding Alternatives for Low-Level Waste Disposal

For 13 years, low-level waste (LLW) generator fees and disposal volumes for the U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Operations Office (NNSA/NV) Radioactive Waste Management Sites (RWMSs) had been on a veritable roller coaster ride. As forecast volumes and disposal volumes fluctuated wildly, generator fees were difficult to determine and implement. Fiscal Year (FY) 2000 forecast projections were so low, the very existence of disposal operations at the Nevada Test Site (NTS) were threatened. Providing the DOE Complex with a viable, cost-effective disposal option, while assuring the disposal site a stable source of funding, became the driving force behind the development of the Waste Generator Access Fee at the NTS. On September 26, 2000, NNSA/NV (after seeking input from DOE/Headquarters [HQ]), granted permission to Bechtel Nevada (BN) to implement the Access Fee for FY 2001 as a two-year Pilot Program. In FY 2001 (the first year the Access Fee was implemented), the NTS Disposal Operations experienced a 90 percent increase in waste receipts from the previous year and a 33 percent reduction in disposal fee charged to the waste generators. Calendar year 2002 annual site environmental report for Tonopah Test Range, Nevada and Kauai Test Facility, Hawaii.

Tonopah Test Range (TTR) in Nevada and Kauai Test Facility (KTF) in Hawaii are government-owned, contractor-operated facilities operated by Sandia Corporation, a subsidiary of Lockheed Martin Corporation. The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), through the Sandia Site Office (SSO), in Albuquerque, NM, oversees TTR and KTF's operations. Sandia Corporation conducts operations at TTR in support of DOE/NNSA's Weapons Ordnance Program and has operated the site since 1957. Westinghouse Government Services subcontracts to Sandia Corporation in administering most of the environmental programs at TTR. Sandia Corporation operates KTF as a rocket preparation launching and tracking facility. This Annual Site Environmental Report (ASER) summarizes data and the compliance status of the environmental protection and monitoring program at TTR and KTF through Calendar Year (CY) 2002. The compliance status of environmental regulations applicable at these sites include state and federal regulations governing air emissions, wastewater effluent, waste management, terrestrial surveillance, and Environmental Restoration (ER) cleanup activities. Sandia Corporation is responsible only for those environmental program activities related to its operations. Sensitivity of Global Modeling Initiative CTM predictions of Antarctic ozone recovery to GCM and DAS generated meteorological fields

We use the Global Modeling Initiative chemistry and transport model to simulate the evolution of stratospheric ozone between 1995 and 2030, using boundary conditions consistent with the recent World Meteorological Organization ozone assessment. We compare the Antarctic ozone recovery predictions of two simulations, one driven by meteorological data from a general circulation model (GCM), the other using the output of a data assimilation system (DAS), to examine the sensitivity of Antarctic ozone recovery predictions to the characteristic dynamical differences between GCM and DAS-generated meteorological data. Although the age of air in the Antarctic lower stratosphere differs by a factor of 2 between the simulations, we find little sensitivity of the 1995-2030 Antarctic ozone recovery between 350 K and 650 K to the differing meteorological fields, particularly when the recovery is specified in mixing ratio units. Relative changes are smaller in the DAS-driven simulation compared to the GCM-driven simulation due to a surplus of Antarctic ozone in the DAS-driven simulation which is not consistent with observations. The peak ozone change between 1995 and 2030 in both simulations is {approx}20% lower than photochemical expectations, indicating that changes in ozone transport at 450 K between 1995 and 2030 constitute a small negative feedback. …

This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's approach to collect the data necessary to evaluate corrective action alternatives (CAAs) appropriate for the closure of Corrective Action Unit (CAU) 536: Area 3 Release Site, Nevada Test Site, Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 536 consists of a single Corrective Action Site (CAS): 03-44-02, Steam Jenny Discharge. The CAU 536 site is being investigated because existing information on the nature and extent of possible contamination is insufficient to evaluate and recommend corrective action alternatives for CAS 03-44-02. The additional information will be obtained by conducting a corrective action investigation (CAI) prior to evaluating CAAs and selecting the appropriate corrective action for this CAS. This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 528, Polychlorinated Biphenyls Contamination (PCBs), Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in the southwestern portion of Area 25 on the NTS in Jackass Flats (adjacent to Test Cell C [TCC]), CAU 528 consists of Corrective Action Site 25-27-03, Polychlorinated Biphenyls Surface Contamination. Test Cell C was built to support the Nuclear Rocket Development Station (operational between 1959 and 1973) activities including conducting ground tests and static firings of nuclear engine reactors. Although CAU 528 was not considered as a direct potential source of PCBs and petroleum contamination, two potential sources of contamination have nevertheless been identified from an unknown source in concentrations that could potentially pose an unacceptable risk to human health and/or the environment. International Technical Working Group Round Robin Tests

The goal of nuclear forensics is to develop a preferred approach to support illicit trafficking investigations. This approach must be widely understood and accepted as credible. The principal objectives of the Round Robin Tests are to prioritize forensic techniques and methods, evaluate attribution capabilities, and examine the utility of database. The HEU (Highly Enriched Uranium) Round Robin, and previous Plutonium Round Robin, have made tremendous contributions to fulfilling these goals through a collaborative learning experience that resulted from the outstanding efforts of the nine participating internal laboratories. A prioritized list of techniques and methods has been developed based on this exercise. Current work is focused on the extent to which the techniques and methods can be generalized. The HEU Round Robin demonstrated a rather high level of capability to determine the important characteristics of the materials and processes using analytical methods. When this capability is combined with the appropriate knowledge/database, it results in a significant capability to attribute the source of the materials to a specific process or facility.
