This Post-Closure Inspection Annual Report provides documentation of the semiannual inspections conducted at the following Corrective Action Units (CAU)s: CAU 400: Bomblet Pit and Five Points Landfill; CAU 404: Roller Coaster Lagoons and Trench; CAU 407: Roller Coaster RadSafe Area; CAU 424: Area 3 Landfill Complexes; CAU 426: Cactus Spring Waste Trenches; CAU 427: Septic Waste Systems 2, 6; and CAU 453: Area 9 UXO Landfill, all located at the Tonopah Test Range, Nevada. Post-closure inspections are not required at CAU 400 but are conducted to monitor vegetation and fencing at the site. Site inspections were conducted in May and November 2002. All site inspections were made after Nevada Division of Environmental Protection (NDEP) approval of the appropriate Closure Report (CR), excluding CAU 400 which did not require a CR, and were conducted in accordance with the Post-Closure Inspection Plans in the NDEP-approved CRs. Post-closure inspections conducted during 2002 identified several areas requiring maintenance/repairs. Maintenance work and proposed additional monitoring are included in the appropriate section for each CAU. Funding Alternatives for Low-Level Waste Disposal

For 13 years, low-level waste (LLW) generator fees and disposal volumes for the U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Operations Office (NNSA/NV) Radioactive Waste Management Sites (RWMSs) had been on a veritable roller coaster ride. As forecast volumes and disposal volumes fluctuated wildly, generator fees were difficult to determine and implement. Fiscal Year (FY) 2000 forecast projections were so low, the very existence of disposal operations at the Nevada Test Site (NTS) were threatened. Providing the DOE Complex with a viable, cost-effective disposal option, while assuring the disposal site a stable source of funding, became the driving force behind the development of the Waste Generator Access Fee at the NTS. On September 26, 2000, NNSA/NV (after seeking input from DOE/Headquarters [HQ]), granted permission to Bechtel Nevada (BN) to implement the Access Fee for FY 2001 as a two-year Pilot Program. In FY 2001 (the first year the Access Fee was implemented), the NTS Disposal Operations experienced a 90 percent increase in waste receipts from the previous year and a 33 percent reduction in disposal fee charged to the waste generators. Calendar year 2002 annual site environmental report for Tonopah Test Range, Nevada and Kauai Test Facility, Hawaii.

Tonopah Test Range (TTR) in Nevada and Kauai Test Facility (KTF) in Hawaii are government-owned, contractor-operated facilities operated by Sandia Corporation, a subsidiary of Lockheed Martin Corporation. The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), through the Sandia Site Office (SSO), in Albuquerque, NM, oversees TTR and KTF's operations. Sandia Corporation conducts operations at TTR in support of DOE/NNSA's Weapons Ordnance Program and has operated the site since 1957. Westinghouse Government Services subcontracts to Sandia Corporation in administering most of the environmental programs at TTR. Sandia Corporation operates KTF as a rocket preparation launching and tracking facility. This Annual Site Environmental Report (ASER) summarizes data and the compliance status of the environmental protection and monitoring program at TTR and KTF through Calendar Year (CY) 2002. The compliance status of environmental regulations applicable at these sites include state and federal regulations governing air emissions, wastewater effluent, waste management, terrestrial surveillance, and Environmental Restoration (ER) cleanup activities. Sandia Corporation is responsible only for those environmental program activities related to its operations. The Royal Air Force in Texas: Training British Pilots in Terrell During World War II

With the outbreak of World War II, British Royal Air Force (RAF) officials sought to train aircrews outside of England, safe from enemy attack and poor weather. In the United States six civilian flight schools dedicated themselves to instructing RAF pilots; the first, No. 1 British Flying Training School (BFTS), was located in Terrell, Texas, east of Dallas. Tom Killebrew explores the history of the Terrell Aviation School and its program with RAF pilots. Most of the early British students had never been in an airplane or even driven an automobile before arriving in Texas to learn to fly. The cadets trained in the air on aerobatics, instrument flight, and night flying, while on the ground they studied navigation, meteorology, engines, and armaments–even spending time in early flight simulators. By the end of the war, more than two thousand RAF cadets had trained at Terrell, cementing relations between Great Britain and the United States and forming lasting bonds with the citizens of Terrell.
