Evaluation of soil radioactivity data from the Nevada Test Site

Since 1951, 933 nuclear tests have been conducted at the Nevada Test Site (NTS) and test areas on the adjacent Tonopah Test Range (TTR) and Nellis Air Force Range (NAFR). Until the early 1960s. the majority of tests were atmospheric, involving detonation of nuclear explosive devices on the ground or on a tower, suspended from a balloon or dropped from an airplane. Since the signing of the Limited Test Ban Treaty in 1963, most tests have been conducted underground, although several shallow subsurface tests took place between 1962 and 1968. As a result of the aboveground and near-surface nuclear explosions, as well as ventings of underground tests, destruction of nuclear devices with conventional explosives, and nuclear-rocket engine tests, the surface soil on portions of the NTS has been contaminated with radionuclides. Relatively little consideration was given to the environmental effects of nuclear testing during the first two decades of operations at the NTS. Since the early 1970s, however, increasingly strict environmental regulations have forced greater attention to be given to contamination problems at the site and how to remediate them. Throughout the Department of Energy (DOE) complex there are many facilities that have been identified for Decontamination and Decommissioning (D&D). As processes are terminated or brought off-line, facilities are placed on the inactive list, and facility managers and site contractors are required to assure a safe and reliable decommissioning and transition of these facilities to a clean final state. Decommissioning of facilities requires extensive reliable characterization, decontamination and in some cases dismantlement. Characterization of piping systems throughout the DOE complex is becoming more and more necessary. In addition to decommissioning activities, characterization activities are performed as part of surveillance and maintenance (S&M). Because of the extent of contamination, all inactive facilities require some type of S&M. These S&M activities include visual assessment, equipment and material accounting, and maintenance. The majority of the inactive facilities have piping systems 3 inches or smaller that are inaccessible because they are contaminated, imbedded in concrete, or run through hot cells. Many of these piping systems have been inactive for a number of years and there exists no current system condition information or the historical records are poor and/or missing altogether. The specification and estimation of technological change in electricity production

This study focuses on the rate of technological change in electricity production. The dominant role of fossil fuel-fired electricity production in the industry, coupled with the direct association with the emission of greenhouse gases, makes technology parameters particularly significant for several reasons. First, very long-run simulations of energy-economic paths at a global level require that technical progress occupy a place in the methodology for sound formulations that are vital in global emissions/energy policy analysis. Second, given the outlook for electricity generation being predominately coal-based, especially in developing economies around the world, the specification and measurement of technical change is essential for developing realistic long-run technology forecasts. Finally, industry or sector growth in productivity hinges partly on technical progress, and updated analysis will always be necessary to stay abreast of developments on this front, as well as for economic growth considerations in general. This study is based on empirical economic research on production functions in the electric utility industry. However, it advances a seldom used approach, called the {open_quotes}engineering-production function{close_quotes}, in contrast to the more common neoclassical approach used by economists.
