This document constitutes an addendum to the September 1998, Closure Report for Corrective Action Unit 404: Roller Coaster Lagoons and Trench, Tonopah Test Range, Nevada as described in the document Recommendations and Justifications for Modifications for Use Restrictions Established under the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office Federal Facility Agreement and Consent Order (UR Modification document) dated February 2008. The UR Modification document was approved by NDEP on February 26, 2008. The approval of the UR Modification document constituted approval of each of the recommended UR modifications. Time-dependent buoyant puff model for explosive sources

This paper presents a new model for explosive puff rise histories that is derived from the strong conservative form of the partial differential equations of mass, momenta, and total energy that are integrated over space to yield a coupled system of time dependent nonlinear ordinary differential equations (ODEs). By allowing the dimensions of the puff to evolve laterally and horizontally, the initial rising spherical shaped puff evolves into a rising ellipsoidal shaped mushroom cloud. This model treats the turbulence that is generated by the puff itself and the ambient atmospheric turbulence as separate mechanisms in determining the puff history. The puff rise history was found to depend not only upon the mass and initial temperature of the explosion, but also upon the local stability conditions of the ambient atmosphere through which the puff rises. This model was calibrated by comparison with the Roller Coaster experiments, ranging from unstable to very stable atmospheric conditions; the agreement of the model history curves with these experimental curves was within 10%.

Description and validation of ERAD: An atmospheric dispersion model for high explosive detonations

The Explosive Release Atmospheric Dispersion (ERAD) model is a three-dimensional numerical simulation of turbulent atmospheric transport and diffusion. An integral plume rise technique is used to provide a description of the physical and thermodynamic properties of the cloud of warm gases formed when the explosive detonates. Particle dispersion is treated as a stochastic process which is simulated using a discrete time Lagrangian Monte Carlo method. The stochastic process approach permits a more fundamental treatment of buoyancy effects, calm winds and spatial variations in meteorological conditions. Computational requirements of the three-dimensional simulation are substantially reduced by using a conceptualization in which each Monte Carlo particle represents a small puff that spreads according to a Gaussian law in the horizontal directions. ERAD was evaluated against dosage and deposition measurements obtained during Operation Roller Coaster. The predicted contour areas average within about 50% of the observations. The validation results confirm the model`s representation of the physical processes.

This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO, CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites (FFACO, 1996). Corrective Action Units consist of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at CAU 486, the Double Tracks Radiological Safety (RADSAFE) Area (DTRSA) which is located on the Nellis Air Force Range 71North (N), west of the Tonopah Test Range (TTR). Atmospheric dispersion modeling for the worst-case detonation accident at the proposed Advanced Hydrotest Facility

The Atmospheric Release Advisory Capability (ARAC) was requested to estimate credible worst-case dose, air concentration, and deposition of airborne hazardous materials that would result from a worst-case detonation accident at the proposed Advanced Hydrotest Facility (AHT) at the Nevada Test Site (NTS). Consequences were estimated at the closest onsite facility, the Device Assembly Facility (DOFF), and offsite location (intersection of Highway and U.S. 95). The materials considered in this analysis were weapon-grade plutonium, beryllium, and hydrogen fluoride which is a combustion product whose concentration is dependent upon the quantity of high explosives. The analysis compares the calculated results with action guidelines published by the Department of Defense in DoD 5100.52-M (Nuclear Weapon Accident Response Procedures). Results indicate that based on a one kg release of plutonium the whole body radiation dose could be as high as 3 Rem at the DOFF. This level approaches the 5 Rem level for which the Department of Defense requires respiratory protection, recommends sheltering and the consideration of evacuation. Deposition levels at the DOFF could approach 6 uCi/m{sup 2} for which the Department of Defense recommends access on a need-only basis and suggests that a possible controlled evacuation might be required. Full coupled cluster singles, doubles and triples model for the description of electron correlation

Equations for the determination of the cluster coefficients in a full coupled cluster theory involving single, double and triple cluster operators with respect to an independent particle reference, expressible as a single determinant of spin-orbitals, are derived. The resulting wave operator is full, or untruncated, consistant with the choice of cluster operator truncation and the requirements of the connected cluster theorem. A time-independent diagrammatic approach, based on second quantization and the Wick theorem, is employed. Final equations are presented that avoid the construction of rank three intermediary tensors. The model is seen to be a computationally viable, size-extensive, high-level description of electron correlation in small polyatomic molecules.

After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics and established diplomatic relations with each by mid-March 1992. This report provides an overview of U.S. policy concerns after the Soviet collapse. The report presents the U.S. policy attention and aid to support conflict amelioration, humanitarian needs, economic development, transport (including energy pipelines) and communications, border controls, democracy, and the creation of civil societies in the South Caucasian and Central Asian states. The United States has some economic and business interests in Central Asia, particularly in oil and natural gas development in Kazakhstan, Turkmenistan, and Uzbekistan.

Corrective Action Unit 263 is located in the southwestern part of the Nevada Test Site in Nevada and includes one Corrective Action Site (CAS), CAS 25-05-04 Leachfield. This CADD/CR identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) recommendation that no corrective action for CAU 263 is necessary. The Corrective Action Decision Document and Closure Report have been combined into one report because sample data collected during the April 1999 corrective action investigation (CAI) disclosed no evidence of contamination at the site. The purpose of the CAI was to identify the presence and the vertical and lateral extent of contaminants of potential concern (COPCs), specifically volatile organic compounds (VOCs) and semivola tile organic compounds (SVOCs) such as 1,4-dichlorobenzene and p-isopropyl toluene. This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. This Corrective Action Investigation Plan (CAIP) contains the environmental sample collection objectives and the criteria for conducting site investigation activities at Corrective Action Unit (CAU) Number 423, the Building 03-60 Underground Discharge Point (UDP), which is located in Area 3 at the Tonopah Test Range (TTR). The TTR, part of the Nellis Air Force Range, is approximately 225 kilometers (140 miles) northwest of Las Vegas, Nevada. CAU Number 423 is comprised of only one Corrective Action Site (CAS) which includes the Building 03-60 UDP and an associated discharge line extending from Building 03-60 to a point approximately 73 meters (240 feet) northwest. The UDP was used between approximately 1965 and 1990 to dispose of waste fluids from the Building 03-60 automotive maintenance shop. It is likely that soils surrounding the UDP have been impacted by oil, grease, cleaning supplies and solvents as well as waste motor oil and other automotive fluids released from the UDP.

The South Dakota State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in South Dakota. The profile is the result of a survey of NRC licensees in South Dakota. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in South Dakota.

Monitoring Soil Erosion of a Burn Site in the Central Basin and Range Ecoregion: Final Report on Measurements at the Gleason Fire Site, Nevada

The increase in wildfires in arid and semi-arid parts of Nevada and elsewhere in the southwestern United States has implications for post-closure management and long-term stewardship for Soil Corrective Action Units (CAUs) on the Nevada National Security Site (NNSS) for which the Nevada Field Office of the United States Department of Energy, National Nuclear Security Administration has responsibility. For many CAUs and Corrective Action Sites, where closure-in-place alternatives are now being implemented or considered, there is a chance that these sites could burn over at some time while they still pose a risk to the environment or human health, given the long half lives of some of the radionuclide contaminants. This study was initiated to examine the effects and duration of wildfire on wind and water erodibility on sites analogous to those that exist on the NNSS. The data analyzed herein were gathered at the prescribed Gleason Fire site near Ely, Nevada, a site comparable to the northern portion of the NNSS. Quantification of wind erosion was conducted with a Portable In-Situ Wind ERosion Lab (PI-SWERL) on unburned soils, and on interspace and plant understory soils within the burned area.
