Ecological Monitoring and Compliance Program 2008 Report

The Ecological Monitoring and Compliance Program, funded through the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO), monitors the ecosystem of the Nevada Test Site (NTS) and ensures compliance with laws and regulations pertaining to NTS biota. This report summarizes the program’s activities conducted by National Security Technologies, LLC (NSTec), during calendar year 2008. Program activities included (a) biological surveys at proposed construction sites, (b) desert tortoise compliance, (c) ecosystem mapping and data management, (d) sensitive plant species monitoring, (e) sensitive and protected/regulated animal monitoring, (f) habitat monitoring, (g) habitat restoration monitoring, and (h) monitoring of the Nonproliferation Test and Evaluation Complex (NPTEC).

Corrective Action Plan for Corrective Action Unit 453: Area 9 UXO Landfill, Tonopah Test Range, Nevada

This corrective action plan proposes the closure method for the area 9 unexploded Ordnance landfill, corrective action unit 453 located at the Tonopah Test Range. The area 9 UXO landfill consists of corrective action site no. 09-55-001-0952 and is comprised of three individual landfill cells designated as A9-1, A9-2, and A9-3. The three landfill cells received wastes from daily operations at area 9 and from range cleanups which were performed after weapons testing. Cell locations and contents were not well documented due to the unregulated disposal practices commonly associated with early landfill operations. However, site process knowledge indicates that the landfill cells were used for solid waste disposal, including disposal of UXO.

Central Asia's New States: Political Developments and Implications for U.S. Interests

After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics and established diplomatic relations with each by mid-March 1992. This report provides an overview of U.S. policy concerns after the Soviet collapse. The report presents the U.S. policy attention and aid to support conflict amelioration, humanitarian needs, economic development, transport (including energy pipelines) and communications, border controls, democracy, and the creation of civil societies in the South Caucasian and Central Asian states. The United States has some economic and business interests in Central Asia, particularly in oil and natural gas development in Kazakhstan, Turkmenistan, and Uzbekistan.

A COMPUTATIONAL WORKBENCH ENVIRONMENT FOR VIRTUAL POWER PLANT SIMULATION

This is the sixth Quarterly Technical Report for DOE Cooperative Agreement No: DE-FC26-00NT41047. The goal of the project is to develop and demonstrate a computational workbench for simulating the performance of Vision 21 Power Plant Systems. Within the last quarter, good progress has been made on the development of our IGCC workbench. Preliminary CFD simulations for single stage and two stage ''generic'' gasifiers using firing conditions based on the Vision 21 reference configuration have been performed. Work is continuing on implementing an advanced slagging model into the CFD based gasifier model. An investigation into published gasification kinetics has highlighted a wide variance in predicted performance due to the choice of kinetic parameters. A plan has been outlined for developing the reactor models required to simulate the heat transfer and gas clean up equipment downstream of the gasifier. Three models that utilize the CCA software protocol have been integrated into a version of the IGCC workbench. Tests of a CCA implementation of our CFD code into the workbench demonstrated that the CCA CFD module can execute on a geographically remote PC (linked via the Internet) in a manner that is transparent to the user. Effectiveness of sheltering in buildings and vehicles for plutonium

The purpose of this paper is to collect and present current knowledge relevant to the protection offered by sheltering against exposure to plutonium particles released to the atmosphere during accidents. For those many contaminants for which effects are linear with the airborne concentration, it is convenient to define a Dose Reduction Factor (DRF). In the past, the DRF has been defined as the ratio of the radiological dose that may be incurred within the shelter to that in the outdoors. As such, it includes the dose through shine from plumes aloft and from material deposited on the surface. For this paper, which is concerned only with the inhalation pathway, the DRF is the ratio of the time-integrated concentration inside the shelter to that outdoors. It is important to note that the range over which effects are linear with concentration may be limited for many contaminants. Examples are when concentrations produce effects that are irreversible, or when concentrations are below effects threshold levels. 71 refs., 4 figs., 8 tabs.
