Corrective Action Decision Document for Corrective Action Unit 407: Roller Coaster RADSAFE Area, Tonopah Test Range, Nevada
This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 407, Roller Coaster RADSAFE Area (RCRSA), under the Federal Facility Agreement and Consent Order. Located on Tonopah Test Range (TTR), CAU 407 is located approximately 140 miles northwest of Las Vegas, Nevada, and five miles south of Area 3. The RCRSA was used during May and June of 1963 to decontaminate vehicles, equipment, and personnel from the Clean Slate tests. As a result of these operations, the surface and subsurface soils in the area have been impacted by plutonium and other contaminants of potential concern associated with decontamination activities. In June and July 1998, corrective action investigation activities were performed at CAU 407 (as outlined in the related Corrective Action Investigation Plan [CAIP]). The purpose of this investigation was to determine if any analytes were present at the site in concentrations above the preliminary action levels (PALs). New Pellet Injection Schemes on DIII-D
The pellet fueling system on DIII-D has been modified for injection of deuterium pellets from two vertical ports and two inner wall locations on the magnetic high-field side (HFS) of the tokamak. The HFS pellet injection technique was first employed on ASDEX-Upgrade with significant improvements reported in both pellet penetration and fueling efficiency. The new pellet injection schemes on DIII-D required the installation of new guide tubes. These lines are {approx_equal}12.5 m in total length and are made up of complex bends and turns (''roller coaster'' like) to route pellets from the injector to the plasma, including sections inside the torus. The pellet speed at which intact pellets can survive through the curved guide tubes is limited ({approx_equal}200-300 m/s for HFS injection schemes). Thus, one of the three gas guns on the injector was modified to provide pellets in a lower speed regime than the original guns (normal speed range {approx_equal}500 to 1000 m/s). The guide tube installations and gun modifications are described along with the injector operating parameters, and the latest test results are highlighted.

Corrective Action Investigation Plan for Corrective Action Unit 486: Double Tracks RADSAFE Ares, Nellis Air Force Range, Nevada, Rev. 0; DOE/NV--523 UPDATED WITH ROTC No.1 and 2
This CAIP presents a plan to investigate the DTRSA where unregulated disposal of radioactive and possibly hazardous waste occurred during decontamination activities for the Double Tracks test. The purpose of the corrective action investigation described in this CAIP is to: Identify and verify the locations of the decontamination facility and animal burial pit within the DTRSA; Identify the presence and nature of COPCs; Determine the vertical and lateral extent of COPCs; and Provide sufficient information and data to develop and evaluate appropriate corrective actions for the CAS. This CAIP was developed using the U.S. Environmental Protection Agency (EPA) Data Quality Objectives (DQOs) (EPA, 1994d) process to clearly define the goals for collecting environmental data, to determine data uses, and to design a data collection program that will satisfy these uses. A DQO scoping meeting was held prior to preparation of this plan; a brief summary of the DQOs is presented in Section 3.4. A more detailed summary of the DQO process and results is included in Appendix A.

1998 Annual Site Environmental Report Tonopah Test Range, Nevada
Sandia National Laboratories (SNL) operates the Tonopah Test Range (TTR) for the Department of Energy (DOE) Weapons Ordnance Program. This annual report (calendar year 1998) summarizes the compliance status to environmental regulations applicable at the site including those statutes that govern air and water quality, waste management cleanup of contaminated areas, control of toxic substances, and adherence to requirements as related to the National Environmental Policy Act (NEPA). In compliance with DOE orders, SNL also conducts environmental surveillance for radiological and nonradiological contaminants. SNL's responsibility for environmental surveillance at TTR extends only to those areas where SNL activities are carried out. Annual radiological and nonradiological routine releases and unplanned releases (occurrences) are also summarized. This report has been prepared in accordance with DOE Order 5400.1, General Environmental Protection Program (DOE 1990a).

Projected Consequence for Potential Sabotage Events Related to Spent Fuel Shipments
There is a growing interest in understanding the potential consequences of malevolent acts against shipments of nuclear waste and/or material. Recently, Sandia National Laboratories (SNL) conducted a study' to evaluate the potential source terms available for release in a sabotage event for spent fuel shipments. Using these source terms, we developed an approach to assess the potential radiological consequences of the hypothesized events and to compare them to consequences of transportation accidents involving the same types of shipments. Our analysis showed that there could be orders of magnitude differences in consequence for urban, suburban, and rural events. Sabotage consequences could be orders of magnitude higher than those of transportation accidents with a probability of 10{sup {minus}12} or higher and be similar to events with a probability less than 10{sup {minus}12}. Also, explosive-induced buoyancy would disperse the source further out than a non-buoyant release in a transportation accident, which, therefore, would have a higher dose near the release point.

Jorie Graham's "The Guardian Angel of the Little Utopia": The Truth of Mystery and Moonlight in Quota
The dissertation includes a critical essay on Jorie Graham's "The Guardian Angel of the Little Utopia and a full-length collection of poetry entitled Moonlight in Quota. The essay is a critical examination which argues that Graham's poems question Western anthropocentric thought through her constant arrangement of particular images (flowers, yellow sky, leaves) and her subsequent questioning of such intellectual and linguistic arrangements. Graham grapples with ideas of perception, questions the historical concepts of truth and knowledge, and engages in linguistic play both musically and imagistically. Each section is tied together by some overriding theme or persistent image: 1.) forgetting, Mexican-American border scenes 2.) poverty and faith shown through images of marginalized characters 3.) Artistic creation as a means for the survival for the "other."

Corrective Action Investigation Plan for Corrective Action Unit 240: Area 25 Vehicle Washdown Nevada Test Site, Nevada
This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO, CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites (FFACO, 1996). Corrective Action Units consist of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at CAU 240, Area 25 Vehicle Washdown, which is located on the Nevada Test Site (NTS).

This Corrective Action Decision Document (CADD) has been prepared for Corrective Action Unit (CAU) 486, Double Tracks Radiological Safety (RADSAFE) Area (DTRSA) in accordance with the Federal Facility Agreement and Consent Order (FFACO) of 1996 that was agreed to by the U.S. Department of Energy, Nevada Operations Office (DOE/NV); the Nevada Division of Environmental Protection (NDEP); and the U.S Department of Defense (FFACO, 1996). The CADD provides or references the specific information necessary to recommend a preferred corrective action for the single Corrective Action Site (CAS), 71-23-001-71DT, within CAU 486. Corrective Action Unit 486 is located on the Nellis Air Force Range 71 North, west of the Tonopah Test Range (TTR), Nevada. The TTR, located in the Nellis Air Force Range, is approximately 140 miles (mi) northwest of Las Vegas, Nevada (Figure 1-1). The DTRSA is located on the west side of the Cactus Range approximately 5 mi southwest of the Cactus Spring gate at the intersection of the Cactus Spring Road and the Double Tracks Control Point Road (Figure 1-2).
