Masters No More: Abolition and Texas Planters, 1860-1890
This dissertation is a study of the effects of the abolition of slavery on the economic and political elite of six Texas counties between 1860 and 1890. It focuses on Austin, Brazoria, Colorado, Fort Bend, Matagorda, and Wharton Counties. These areas contain the overwhelming majority of Stephen F. Austin's "Old Three Hundred," the original American settlers of Texas. In addition to being the oldest settled region, these counties contained many of the wealthiest slaveholders within the state. This section of the state, along with the northeast along the Louisiana border, includes the highest concentration of Texas' antebellum plantations. This study asks two central questions. First, what were the effects of abolition on the fortunes of the planter class within these six counties? Did a new elite emerge as a result of the end of slavery, or, despite the liquidation of a substantial portion of their estates, did members of the former planter class sustain their economic dominance over the counties? Second, what were abolition's effects on the counties' prewar political elite, defined as the county judge? Who were in power before the war and who were in power after it? Did abolition contribute to a new kind of politician?

Louisiana’s Neutral Strip, an area of pine forests, squats between the Calcasieu and Sabine Rivers on the border of East Texas. Originally a lawless buffer zone between Spain and the United States, its hardy residents formed tight-knit communities for protection and developed a reliance on self, kin, and neighbor. In the early 1900s, the timber boom sliced through the forests and disrupted these dense communities. Walls That Speak: the Murals of John Thomas Biggers

John Thomas Biggers (1924–2001) was one of the most significant African American artists of the twentieth century. He was known for his murals, but also for his drawings, paintings, and lithographs, and was honored by a major traveling retrospective exhibition from 1995 to 1997. He created archetypal imagery that spoke positively to the rich and varied ethnic heritage of African Americans, long before the Civil Rights era drew attention to their African cultural roots. His influence upon other artists was profound, both for the power of his art and as professor and elder statesman to younger generations. Olive Jensen Theisen’s long-time commitment to the art of John Biggers resulted from the serendipitous discovery of an early Biggers mural in a school storeroom in the mid-1980s. Theisen immediately recognized the artist, the work, and its significance. She then set about returning The History of Negro Education in Morris County, Texas to a place of honor and found herself becoming a friend and recorder of John Biggers’s stories and experiences relating to the creation of his other murals too, including Family Unity at Texas Southern University. Report of the Interagency Task Force on Carbon Capture and Storage
Carbon capture and storage (CCS) refers to a set of technologies that can greatly reduce carbon dioxide (CO{sub 2}) emissions from new and existing coal- and gas-fired power plants, industrial processes, and other stationary sources of CO{sub 2}. In its application to electricity generation, CCS could play an important role in achieving national and global greenhouse gas (GHG) reduction goals. However, widespread cost-effective deployment of CCS will occur only if the technology is commercially available and a supportive national policy framework is in place. In keeping with that objective, on February 3, 2010, President Obama established an Interagency Task Force on Carbon Capture and Storage composed of 14 Executive Departments and Federal Agencies. The Task Force, co-chaired by the Department of Energy (DOE) and the Environmental Protection Agency (EPA), was charged with proposing a plan to overcome the barriers to the widespread, cost-effective deployment of CCS within ten years, with a goal of bringing five to ten commercial demonstration projects online by 2016. Composed of more than 100 Federal employees, the Task Force examined challenges facing early CCS projects as well as factors that could inhibit widespread commercial deployment of CCS. High Speed Rail: Learning From Service Start-ups, Prospects for Increased Industry Investment, and Federal Oversight Plans
A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act (Recovery Act) and subsequent appropriations have dramatically increased federal funds available for high speed intercity passenger rail from $120 million in fiscal year 2008 and fiscal year 2009 combined to $10.5 billion available in fiscal year 2010. Other issues, such as developing industry capacity to supply rail equipment and fostering multiyear public support for such systems must be resolved. As part of its efforts to assess Recovery Act initiatives, GAO reviewed (1) how states started or improved passenger rail services in the recent past, (2) rail industry plans to accommodate the increased passenger rail investments, and (3) Federal Railroad Administration (FRA) plans to oversee the use of federal intercity passenger rail funds. GAO reviewed federal legislation; interviewed state, industry and federal officials; and reviewed selected literature. GAO is not making any recommendations. The Department of Transportation did not express an overall opinion on a draft of this report. It did provide technical and clarifying comments, which GAO incorporated."
