Freight Railroads: Industry Health Has Improved, but Concerns about Competition and Capacity Should Be Addressed
A letter report issued by the Government Accountability Office with an abstract that begins "The Staggers Rail Act deregulated the freight rail industry, relying on competition to set rates, and allowed for differential pricing (charging higher rates to those more dependent on rail). The act gave the Surface Transportation Board (STB) authority to develop remedies for shippers "captive" to one railroad and set a threshold for shippers to apply for rate relief. GAO was asked to review (1) changes in the railroad industry since the Staggers Rail Act, including rates and competition; (2) STB actions to address competition and captivity concerns and alternatives that could be considered; and (3) freight demand and capacity projections and potential federal policy responses. GAO examined STB data, conducted interviews, and held an expert panel."

Pride of Place: a Contemporary Anthology of Texas Nature Writing

Since Roy Bedichek's influential Adventures with a Texas Naturalist, no book has attempted to explore the uniqueness of Texas nature, or reflected the changes in the human landscape that have accelerated since Bedichek's time. Pride of Place updates Bedichek's discussion by acknowledging the increased urbanization and the loss of wildspace in today's state. It joins other recent collections of regional nature writing while demonstrating what makes Texas uniquely diverse. These fourteen essays are held together by the story of Texas pride, the sense that from West Texas to the Coastal Plains, we and the landscape are important and worthy of pride, if not downright bravado. 2010 Census: Costs and Risks Must be Closely Monitored and Evaluated with Mitigation Plans in Place
Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally mandated activity, with immutable deadlines. It produces data used to allocate about $200 billion yearly in federal financial assistance, reapportion the seats of the House of Representatives, and provide a profile of the nation's people to help guide policy decisions. The U.S. Census Bureau (Bureau) estimates the 2010 Census will cost $11.3 billion, making it the most expensive census in the nation's history, even after adjusting for inflation. Based primarily on GAO's issued reports, this testimony addresses the extent to which the Bureau has (1) developed detailed and timely cost data for effective oversight and cost control, (2) reduced nonresponse mail follow up costs, and (3) produced risk mitigation plans to address identified challenges."

Too Ill to Find the Cure? - Health Care Sector Success in the New Democracies of Central and Eastern Europe
This study examines the factors that have contributed to the success of some Central and Eastern European countries to improve their health care sector in the post communist period, while leaving others to its demise. While most literature has been focused on the political and economic transition of Eastern Europe, very little research has been done about the welfare aspects of the transition process, especially the health care sector. While the focus on political consequences and main macroeconomic reforms has shed light on many important processes, the lack of research of health care issues has lead to consequences on our ability to understand its impact on the future of the new democracies and their sustainability. This model looks at the impact of international (World Bank) and domestic institutions, corruption and public support and how they affect the ability of some countries to improve and reform their health care sector in the post-transition period.

An unjust legacy: A critical study of the political campaigns of William Andrews Clark, 1888-1901.
In a time of laissez-faire government, monopolistic businesses and political debauchery, William Andrews Clark played a significant role in the developing West, achieving financial success rivaling Jay Gould, George Hearst, Andrew Carnegie, and J. P. Morgan. Clark built railroads, ranches, factories, utilities, and developed timber and water resources, and was internationally known as a capitalist, philanthropist and art collector. Nonetheless, Clark is unjustly remembered for his bitter twelve-year political battle with copper baron Marcus Daly that culminated in a scandalous senatorial election in January 1899. The subsequent investigation was a judicial travesty based on personal hatred and illicit tactics. Clark's political career had national implications and lasting consequences. His enemies shaped his legacy, and for one hundred years historians have unquestioningly accepted it.

Development of Science-Based Permitting Guidance for Geological Sequestration of CO2 in Deep Saline Aquifers Based on Modeling and Risk Assessment
Underground carbon storage may become one of the solutions to address global warming. However, to have an impact, carbon storage must be done at a much larger scale than current CO{sub 2} injection operations for enhanced oil recovery. It must also include injection into saline aquifers. An important characteristic of CO{sub 2} is its strong buoyancy--storage must be guaranteed to be sufficiently permanent to satisfy the very reason that CO{sub 2} is injected. This long-term aspect (hundreds to thousands of years) is not currently captured in legislation, even if the U.S. has a relatively well-developed regulatory framework to handle carbon storage, especially in the operational short term. This report proposes a hierarchical approach to permitting in which the State/Federal Government is responsible for developing regional assessments, ranking potential sites (''General Permit'') and lessening the applicant's burden if the general area of the chosen site has been ranked more favorably. The general permit would involve determining in the regional sense structural (closed structures), stratigraphic (heterogeneity), and petrophysical (flow parameters such as residual saturation) controls on the long-term fate of geologically sequestered CO{sub 2}. Commuter Rail: Commuter Rail Issues Should Be Considered in Debate over Amtrak
A letter report issued by the Government Accountability Office with an abstract that begins "Commuter rail agencies provide mobility to millions of people across the country, often using Amtrak infrastructure and services. Given these interactions, an abrupt Amtrak cessation could have a significant impact on commuter rail operations. Amtrak's chronic financial problems and recent budget proposals make such a cessation a possibility. Intercity Passenger Rail: National Policy and Strategies Needed to Maximize Public Benefits from Federal Expenditures
A letter report issued by the Government Accountability Office with an abstract that begins "Intercity passenger rail service is at a critical juncture in the United States. Amtrak, the current service provider, requires $1 billion a year in federal subsidies to stay financially viable but cannot keep pace with its deteriorating infrastructure. At the same time, the federal government faces growing fiscal challenges. To assist the Congress, GAO reviewed (1) the existing U.S. system and its potential benefits, (2) how foreign countries have handled passenger rail reform and how well the United States is positioned to consider reform, (3) challenges inherent in attempting reform efforts, and (4) potential options for the federal role in intercity passenger rail. GAO analyzed data on intercity passenger rail performance and studied reform efforts in Canada, France, Germany, Japan, and the United Kingdom."

The Nuclear Waste Policy Act of 1982 (NWPA), as amended, assigned the Department of Energy (DOE) responsibility for developing and managing a Federal system for the disposal of spent nuclear fuel (SNF) and high-level radioactive waste (HLW). The Office of Civilian Radioactive Waste Management (OCRWM) is responsible for accepting, transporting, and disposing of SNF and HLW at the Yucca Mountain repository (if licensed) in a manner that protects public health, safety, and the environment; enhances national and energy security; and merits public confidence. OCRWM faces a near-term challenge--to develop and demonstrate a transportation system that will sustain safe and efficient shipments of SNF and HLW to a repository. To better inform and improve its current planning, OCRWM has extensively reviewed plans and other documents related to past high-visibility shipping campaigns of SNF and other radioactive materials within the United States. This report summarizes the results of this review and, where appropriate, lessons learned. Testimony issued by the Government Accountability Office with an abstract that begins "The size and strength of Hurricane Katrina resulted in one of the largest natural disasters in our nation's history. Hurricane Katrina raised major questions about our nation's readiness and ability to respond to catastrophic disasters. Hurricane Rita increased demands on an already stressed response and recovery effort by all levels of government. The two hurricanes provided a sobering picture of the overwhelming strains on response and recovery if there are back-to-back catastrophic disasters in the same area.
