Beyond the Merchants of Death: the Senate Munitions Inquiry of the 1930s and its Role in Twentieth-Century American History

The Senate Munitions Committee of 1934-1936, chaired by Gerald Nye of North Dakota, provided the first critical examination of America's modern military establishment. The committee approached its task guided by the optimism of the progressive Social Gospel and the idealism of earlier times, but in the middle of the munitions inquiry the nation turned to new values represented in Reinhold Niebuhr's realism and Franklin D. Roosevelt's Second New Deal. By 1936, the committee found its views out of place in a nation pursuing a new course and in a world threatening to break out in war. Realist historians writing in the cold war period (1945-1990) closely linked the munitions inquiry to isolationism and created a one-dimensional history in which the committee chased evil "merchants of death." The only book-length study of the munitions investigation, John Wiltz's In Search of Peace, published in 1963, provided a realist interpretation. The munitions inquiry went beyond the merchants of death in its analysis of the post-World War I American military establishment. A better understanding emerges when the investigation is considered not only within an isolationist framework, but also as part of the intellectual, cultural, and political history of the interwar years. Westinghouse Hanford Company operational environmental monitoring annual report - calendar year 1995

This document summarizes the results of the Westinghouse Hanford Company (WHC) near-facility operational environmental monitoring for 1995 in the 100, 200/600, and 300/400 Areas of the Hanford Site, in south-central Washington State. Surveillance activities included sampling and analyses of ambient air, surface water,groundwater, soil, sediments, and biota. Also, external radiation measurements and radiological surveys were taken at waste disposal sites, radiologically controlled areas, and roads. These activities were conducted to assess and control the effects of nuclear facilities and waste sites on the local environment. In addition, diffuse sources were monitored to determine compliance with Federal, State, and/or local regulations. In general, although effects from nuclear facilities can still be observed on the Hanford Site and radiation levels are slightly elevated when compared to offsite locations, the differences are less than in previous years.

Economic-efficiency considerations in restructuring electric markets

In response to the Energy Policy Act of 1992 and the Federal Energy Regulatory Commission`s subsequent rulemaking on transmission access, many states are exploring options to restructure their electric industries. In their deliberations on restructuring, policymakers should consider (1) the reliability of the electric system; (2) income-distribution effects on ratepayers and utilities; (3) social consequences such as effects on energy conservation, renewable energy, and the environment; and (4) economic efficiency. We address economic-efficiency considerations in this study. Economic efficiency is important because it is one of the primary reasons that policymakers should consider restructuring in the first place: improving the electric-industry`s efficiency lowers costs and, hence, electric prices. In this study, we look at the sources of (in)efficiency in existing and proposed electric markets with the objective of guiding policymakers to design efficient electric markets. The advantages of a competitive market are well known: it leads to lower costs for the utility, lower prices for consumers, more product choices, better customer service, and often the need for less regulation by federal and state agencies. In the short run, firms who cannot produce at the market-clearing price are forced to leave the industry, ensuring that customers have the lowest price possible. …

Yakima Fisheries Project : Final Environmental Impact Statement.

BPA proposes to fund several fishery-related activities in the Yakima River Basin. These activities, known as the Yakima Fisheries Project (YFP), would be jointly managed by the State of Washington and the Yakima Indian Nation. The YFP is included in the Northwest Power Planning Council`s (Council`s) fish and wildlife program. The Council selected the Yakima River system for attention because fisheries resources are severely reduced from historical levels and because there is a significant potential for enhancement of these resources. BPA`s proposed action is to fund (1) information gathering on the implementation of supplementation techniques and on feasibility of reintroducing coho salmon in an environment where native populations have become extinct; (2) research activities based on continuous assessment, feedback and improvement of research design and activities ({open_quotes}adaptive management{close_quotes}); and (3) die construction, operation, and maintenance of facilities for supplementing populations of upper Yakima spring chinook salmon. Development of Green Box sensor module technologies for rail applications

Results of a joint Sandia National Laboratories, University of New Mexico, and New Mexico Engineering Research Institute project to investigate an architecture implementing real-time monitoring and tracking technologies in the railroad industry is presented. The work, supported by the New Mexico State Transportation Authority, examines a family of smart sensor products that can be tailored to the specific needs of the user. The concept uses a strap-on sensor package, designed as a value-added component, integrated into existing industry systems and standards. Advances in sensor microelectronics and digital signal processing permit us to produce a class of smart sensors that interpret raw data and transmit inferred information. As applied to freight trains, the sensors` primary purpose is to minimize operating costs by decreasing losses due to theft, and by reducing the number, severity, and consequence of hazardous materials incidents. The system would be capable of numerous activities including: monitoring cargo integrity, controlling system braking and vehicle acceleration, recognizing component failure conditions, and logging sensor data. A cost-benefit analysis examines the loss of revenue resulting from theft, hazardous materials incidents, and accidents. The Transportation Energy Data Book: Edition 16 is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of Transportation Technologies in the Department of Energy (DOE). Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. Each of the major transportation modes is treated in separate chapters or sections. Chapter 1 compares U.S. transportation data with data from other countries. Aggregate energy use and energy supply data for all modes are presented in Chapter 2. The highway mode, which accounts for over three-fourths of total transportation energy consumption, is dealt with in Chapter 3. Topics in this chapter include automobiles, trucks, buses, fleet vehicles, federal standards, fuel economies, and high- occupancy vehicle lane data. The Tarrant County Atlas for Planning: A Geographic Information System for Open Space Design

This project demonstrates the construction of a land planning geographic information system (GIS) for Tarrant County, and explores how the technology could be used to select sites for a county wide open space preservation plan. As Texas' Tarrant County continues to undergo rapid change due to growth and expansion, the need for proactive, resourceful community planning is greater than ever. One crucial issue facing the region is how to preserve open areas that serve the county's citizens' ecological, recreational, cultural and economic needs. In order to assess how much open space is needed and which sites should be considered for special attention, large amounts of varied spatial information must be analyzed. The answer to effectively dealing with such data sets is a geographic information system (GIS) that stores all pertinent data digitally and allows for its manipulation through use of a computer software package. This project demonstrates the construction of a land planning GIS for Tarrant County, and explores how the technology could be used to select sites for a county wide open space preservation plan.
