Preparedness of hazardous materials emergencies in railyards: Guidance for railroads and adjacent communities

Railroads are a key part of the distribution system for hazardous materials and, thus, much hazardous material passes through railyards en route to intermediate or final consumers. While the vast majority of these materials are shipped without incident, both the number of shipments and the nature of the materials themselves dictate that railyards and surrounding communities be prepared to respond quickly and effectively to emergencies. This report contains information on 11 emergency preparedness functions and 150 guidance recommendations.

Reducing greenhouse gas emissions in Czechoslovakia

In this paper are presented important findings on the potential for energy conservation and carbon emissions reduction over the coming decades in Czechoslovakia. The authors describe the state of the energy use in Czechoslovakia today and the measures required to transform its energy system to a market-based economy oriented towards the environmental goal of decreased energy intensity. This work furthers our understanding of the need for energy efficiency in the newly forming market economies of East and Central Europe. This paper is part of a series of country studies sponsored by the Global Climate Division of the Office of Policy, Planning, and Evaluation, United States Environmental Protection Agency (EPA). We have completed similar studies in Canada, the former Soviet Union, France, Hungary, Italy, Japan, Poland the United Kingdom, and the United States. Research is currently underway or planned in Bulgaria, Romania, and Ukraine.

The Nevada railroad system: Physical, operational, and accident characteristics

This report provides a description of the operational and physical characteristics of the Nevada railroad system. To understand the dynamics of the rail system, one must consider the system`s physical characteristics, routing, uses, interactions with other systems, and unique operational characteristics, if any. This report is presented in two parts. The first part is a narrative description of all mainlines and major branchlines of the Nevada railroad system. Each Nevada rail route is described, including the route`s physical characteristics, traffic type and volume, track conditions, and history. The second part of this study provides a more detailed analysis of Nevada railroad accident characteristics than was presented in the Preliminary Nevada Transportation Accident Characterization Study (DOE, 1990).

New Ways: Tiltrotor Aircraft and Magnetically Levitated Vehicles

Common issues for these systems include their possible contributions to improving mobility in congested corridors, U.S. technology leadership, the Federal role in transportation research and development, and institutional and community barriers to major, new infrastructure programs. Moreover, some Federal financing is likely to be required if commercial maglev or tiltrotor technologies are to be developed by U.S. industry over the next decade. Congress will need to clarify its objectives for supporting or encouraging these technologies before it can make wise decisions on when or whether to undertake substantial, long-term Federal programs in support of either or both of them. This report identifies several funding and management options for consideration if such goals are established.

Native Americans and state and local governments

Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.
