Factors Affecting the Efficient Performance of the Thai State Railway Authority: a Time-Series Data Analysis

The Thai State Railway Authority (RSR) is a public enterprise in Thailand. As an organization its performance is subject to the argument of contingency theorists that operating efficiency is dependent upon various factors both in the internal and external environments of the enterprise. Most of the internal factors are those that organization theorists in the developed world have identified such as goals and objectives, resources, and organization structures. Meanwhile, external factors such as political, economic and social conditions of the society are regarded as indirect factors that have less importance than do the internal factors. Scholars of the developing world have argued that political, social and economic conditions in the society are as important as internal factors. These factors may have a very significant influence on the enterprises and on the society as a whole. Consequently, public enterprises in developing countries always encounter the same problem of operating inefficiency. The RSR is selected as a case study because of its advantages over the other public enterprises in Thailand in terms of size of operation, length of service, and data availability. Rail abandonments in the South and their effect on NWPA rail shipments

The railroad industry will have a very critical role in the eventual shipping of commercial spent fuel and defense high-level waste as provided under the Nuclear Waste Policy Act of 1982 and the 1987 amendments. The transport of spent fuel is expected to be accomplished by rail from 19 of the South`s 27 reactor sites to the proposed Yucca Mountain repository or possible monitored retrievable storage facility. The decline in total track availability, however, could significantly impact the federal government`s transportation program. Particularly the situation of continuing abandonments may limit rail opportunities at numerous reactor locations. Commercial nuclear reactor sites have the unfortunate problem of not being located on Class I railroad mainline tracks. The reactor sites are generally located in areas with limited rail traffic and thus vulnerable to rail abandonment procedures. The general deregulation of the railroad industry under the Staggers Act of 1980 also assisted in making rail abandonment, through the Interstate Commerce Commission, a rather simple and quick process. The effects of deregulation, however, have provided alternatives to abandonment. In particular, the Staggers Act has led to an enormous surge in the growth of short line and regional railroads. A basis of settlement: Economic foundations of permanent pioneer communities. [Lunar settlement]

High transport costs will dominate the pattern of lunar development. During the earliest phases, when lunar facilities consist of a research and resource development complex with staff serving tours of a few months, transport costs will encourage local production of food, fuel, and building materials. Once these capabilities are in place and the number of personnel grows to a few hundred, staff rotation might well dominate transport budgets. At that point it would make economic sense to encourage some members of staff to become permanent residents. By analogy with early British settlement in Australia, a vigorous private sector economy could emerge if the lunar organization provided quasi-export earning through its role as the community's major employer and as the major buyer of locally-produced goods. By providing such a market for goods and services, the lunar organization would not only provide a means whereby permanent residents would support themselves but could also accelerate the process of replacing imported goods with local manufactures, thereby reducing the cost of operations. By analogy with recent Alaskan experience, if the resource development activity started making money from sales to orbital customers, severance taxes and/or royalty payments could also provide means by which a lunar community …

Factors Related to Travel Mode Choices in the Dallas-Fort Worth Metropolitan Area

This study examined the factors related to travel mode choices in the Dallas-Fort Worth Metropolitan Area. Changes in population, life style and economy of the Dallas-Fort Worth region over the last few decades demand a careful re-examination of travel demand tools and methods. The purpose of the study was to provide an understanding of transportation modal choice in the region. Those demographic variables best predicting the choices were identified. The Home Interview Survey, a set of disaggregate data from the 19 84 North Central Texas Council of Governments (NCTCOG) Regional Travel Survey, was analyzed using logistic regression. The major findings of the research indicate that about 97 percent of the travelers in the study area used private cars and 3 percent used public transit. Household income and cars-vans were significant explanatory variables. The impact of household income and number of car-vans available upon an individual's decision for travel mode choice were very important. The number of car-vans available in the household, and age of respondents were significant predictors in travel mode. Household members with incomes of $30,000 to $39,000 and those with incomes of at least $50,000 tended to use more private cars than did other income groups. Also, household …

The rail abandonment process: A southern perspective

One factor in evaluating the desirability of rail transport for high-level radioactive wastes or spent fuels is the frequency, or lack thereof, with which railroad and railroad lines have been, and are, abandoned. If DOE makes a decision to use the rail option and a line is subsequently abandoned, the choice results in increased cost, time delays and possibly safety problems: Information is therefore needed prior to the decision-making process to evaluate the desirability of the rail shipping option. One result of the abandonments mentioned herein, as well as other later abandonments, is the creation of a US rail system undergoing an evolutionary process in the 1980s as far-reaching as the changes that occurred when the industry was in its infancy a century and-a-half ago. The purpose of this paper is to examine the factors leading to some of these changes by tracing the historical development of the rail abandonment process, with particular emphasis on the rise of regional railroads, their problems in the modern era and current trends in rail abandonments as well as their effects on the southeastern United States.

Farming Someone Else's Land: Farm Tenancy in the Texas Brazos River Valley, 1850-1880

This dissertation develops and utilizes a methodology for combining data drawn from the manuscript census returns and the county tax rolls to study landless farmers during the period from 1850 until 1880 in three Texas Brazos River Valley counties: Fort Bend, Milam, and Palo Pinto. It focuses in particular on those landless farmers who appear to have had no option other than tenant farming. It concludes that there were such landless farmers throughout the period, although they were a relatively insignificant factor in the agricultural economy before the Civil War. During the Antebellum decade, poor tenant farmers were a higher proportion of the population on the frontier than in the interior, but throughout the period, they were found in higher numbers in the central portion of the river valley. White tenants generally avoided the coastal plantation areas, although by 1880, that pattern seemed to be changing. Emancipation had tremendous impact on both black and white landless farmers. Although both groups were now theoretically competing for the same resource, productive crop land, their reactions during the first fifteen years were so different that it suggests two systems of tenant farming divided by caste. Section 175 report: Secretary of Energy report to the Congress pursuant to Section 175 of the Nuclear Waste Policy Act, as amended

This report contributes to, but does not supplant, ongoing studies being conducted by DOE to ensure that potentially significant adverse effects that may result from the repository program are minimized to the maximum extent practicable. As indicated in the Environmental Assessment for the Yucca Mountain site (US DOE, 1986) DOE does not believe significant adverse effects will result from site characterization activities. Nevertheless, DOE is conducting a variety of studies to determine if this conclusion is valid. These studies include, but are not limited to, monitoring of air and water quality and other environmental factors; monitoring the number of immigrating repository program workers and their residential locations; identifying cultural resources in the Yucca Mountain area and traditional culture and religious values of American Indian people associated with those resources; evaluating possible rail access routes to the Yucca Mountain site; and evaluating possible highway routes. These studies have been implemented after consultation with affected parties in Nevada. As part of the determination of suitability, and Environmental Impact Statement will be written and will include an analysis of potential impacts associated with constructing, operating, closing, and decommissioning a repository at Yucca Mountain, Nevada. 59 refs., 33 figs., 12 tabs.

The arrangement of the overview is similar to that of the plan itself, with brief descriptions of the disposal system -- the site, the repository, and the waste package -- preceding the discussion of the characterization program to be carried out at the Yucca Mountain site.
