This report discusses the current Congressional issues in relation to Venezuela, including background on the political situation and recent developments, the economic conditions, relevant U.S. policies, and the legislative initiatives in the 111th and 112th Congresses. The United States traditionally has had close relations with Venezuela, a major supplier of foreign oil, but there has been friction in relations under the government of populist President Hugo Chávez. U.S. officials have expressed concerns about human rights, Venezuela's military arms purchases, its relations with Cuba and Iran, and its efforts to export its brand of populism to other Latin American countries.

Osvaldo da Costa Lacerda (March 23, 1927-July 18, 2011), one of the most significant Brazilian composers of the twentieth century, wrote more than 250 compositions. The purpose of this dissertation is to provide a history and analysis of the Brazilian genres characterized in Osvaldo Lacerda’s, Sonata for Flute and Piano. Written in 1959, the sonata represents traditional Brazilian rhythms within a classical structure and modern harmony. The work provides a basis for the exploration of the embolada, the serestas, and the baião, examples of Brazilian typical song forms and rhythms. Analysis of the historical roots of these nationalistic elements will provide appropriate performance practice considerations when playing Brazilian rhythms; and because this sonata only exists in manuscript form, the historical analysis and performance guide will be of service to disseminate this important Brazilian work. As a basis for a critical edition of the Sonata for Flute and Piano, this initial effort will provide performers with a context for Brazilian flute music. Chapters include the Lacerda’s biography, a background of the nationalistic movement in Brazil and the composers who have influenced Osvaldo Lacerda. Definitions of embolada, serestas, and baião is also provided.

U.S. attention to terrorism in Latin America intensified in the aftermath of the September 2001 terrorist attacks on New York and Washington, with an increase in bilateral and regional cooperation. Over the past several years, policymakers have been concerned about Iran's increasing activities in Latin America, particularly its relations with Venezuela, although there has been disagreement over the extent and significance of Iran's relations with the region. In the 112th Congress, several initiatives have been introduced related to terrorism issues in the Western Hemisphere regarding Mexico, Venezuela, and the activities of Iran and Hezbollah, and several oversight hearings have been held.

This report provides an overview of U.S. policy toward Latin America and the Caribbean, including the Obama Administration's priorities for U.S. policy and a brief comparison of policies under the Obama and Bush Administrations. It then examines congressional interest in Latin America, first providing an overview, and then looking at selected countries and regional issues and identifying key policy issues facing Congress in 2012. The final section of the report analyzes several upcoming events in the region in 2012 that could have an impact on developments in several countries or on U.S. relations with the region.

The National Museum of the Pacific War presents an oral interview with Wayne Richards. Richards joined the Army Air Corps in 1940 and received radio training at Scott Field. Upon completion, he was able to transmit coded messages at 20 wpm. He volunteered for gunnery school, hoping to see combat, and deployed to North Africa with the 301st Bombardment Group (Heavy), 353rd Bomb Squadron, as a B-17 radio operator. In campaigns throughout the Mediterranean and as far east as Athens, he stood out to his colonel as a keen observer. Richards alerted his group when a supposed milk run over Ibiza was rife with antiaircraft fire and was the only one to see that a targeted bridge in Anzio was still standing. He received a warm welcome in Cerignola, Italy, where civilians offered wine and laundry service to the troops. Richards flew the first mission over Rome, admonished to carefully spare the Vatican. He returned home after 50 missions and attended flight school until his discharge in September 1945. Richards completed aeronautics school on the GI Bill and became a commercial pilot.

In this contribution we present recent progress in the computation of next-to-leading order (NLO) QCD corrections for the production of an electroweak vector boson in association with jets at hadron colliders. We focus on results obtained using the virtual matrix element library BlackHat in conjunction with SHERPA, focusing on results relevant to understanding the background to top production. The production of a vector boson in association with several jets at the Large Hadron Collider (LHC) is an important background for other Standard Model processes as well as new physics signals. In particular, the production of a W boson in association with many jets is an important background for processes involving one or more top quarks. Precise predictions for the backgrounds are crucial to measurement of top-quark processes. Vector boson production in association with multiple jets is also a very important background for many SUSY searches, as it mimics the signatures of many typical decay chains. Here we will discuss how polarization information can be used as an additional handle to differentiate top pair production from 'prompt' W-boson production. More generally, ratios of observables, for example for events containing a W boson versus those containing a Z boson, are expected to …

The National Museum of the Pacific War presents an oral interview with Al D’Agostino. D’Agostino joined the Merchant Marine in 1945 and received training in Brooklyn. Upon completion, he was assigned to the SS Monterey where he worked as a butcher. His first trip to the Pacific was transporting European troops, who were unhappy about the looming invasion of Japan. The war ended while the Monterey was in transit, and the soldiers returning home were a much happier bunch. Even more joyful was the reunion of families when the Monterey picked up war brides and their babies from all over the Pacific and brought them back to the States. He transferred to a Liberty ship that brought German war criminals back to the States from South America, although he believes that the majority of the passengers were actually concentration camp survivors. D’Agostino was discharged but was drafted again during the Korean War and served as a radio relay operator atop a mountain in dangerous and harsh winter conditions. When he was discharged a second time, he applied his kitchen experience and attended Cornell’s hotel school. D’Agostino became the director of food service for Trans World Airlines. This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.
