Alaska Wood Biomass Energy Project Final Report

The purpose of the Craig Wood Fired Boiler Project is to use waste wood from local sawmilling operations to provide heat to local public buildings, in an effort to reduce the cost of operating those buildings, and put to productive use a byproduct from the wood milling process that otherwise presents an expense to local mills. The scope of the project included the acquisition of a wood boiler and the delivery systems to feed wood fuel to it, the construction of a building to house the boiler and delivery systems, and connection of the boiler facility to three buildings that will benefit from heat generated by the boiler: the Craig Aquatic Center, the Craig Elementary School, and the Craig Middle School buildings.

VA Construction: VA Is Working to Improve Initial Project Cost Estimates, but Should Analyze Cost and Schedule Risks

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) operates one of the largest health care systems in the country. As of August 2009, VA's Veterans Health Administration (VHA) had 32 major ongoing construction projects with an estimated total cost of about $6.1 billion and average cost per project of about $191 million. Some of these projects were initiated as part of VA's Capital Asset Realignment for Enhanced Services (CARES) process, which was a comprehensive assessment of VHA's capital asset requirements. In response to a congressional request, GAO (1) described how costs and schedules of current VHA major construction projects have changed, (2) determined the reasons for changes in costs and schedules, and (3) described the actions VA has taken to address cost increases and schedule delays. To do its work, GAO reviewed construction documents, visited three construction sites, and interviewed VA officials."

Report of the Workshop on Nuclear Facility Design Information Examination and Verification for Safeguards

Executive Summary The International Atomic Energy Agency (IAEA) implements nuclear safeguards and verifies countries are compliant with their international nuclear safeguards agreements. One of the key provisions in the safeguards agreement is the requirement that the country provide nuclear facility design and operating information to the IAEA relevant to safeguarding the facility, and at a very early stage. , This provides the opportunity for the IAEA to verify the safeguards-relevant features of the facility and to periodically ensure that those features have not changed. The national authorities (State System of Accounting for and Control of Nuclear Material - SSAC) provide the design information for all facilities within a country to the IAEA. The design information is conveyed using the IAEA’s Design Information Questionnaire (DIQ) and specifies: (1) Identification of the facility’s general character, purpose, capacity, and location; (2) Description of the facility’s layout and nuclear material form, location, and flow; (3) Description of the features relating to nuclear material accounting, containment, and surveillance; and (4) Description of existing and proposed procedures for nuclear material accounting and control, with identification of nuclear material balance areas. Idaho National Laboratory Cultural Resource Management Plan

As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at the Idaho National Laboratory. This Laboratory, which is located in southeastern Idaho, is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable; bear valuable physical and intangible legacies; and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. Pawnee Nation Energy Option Analyses

In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Based on the request of Pawnee Nation’s Energy Task Force the research team, consisting Tribal personnel and Summit Blue Consulting, focused on a review of renewable energy resource development potential, funding sources and utility organizational along with energy savings options. Elements of the energy demand forecasting and characterization and demand side options review remained in the scope of work, but were only addressed at a high level.
