Kennedy Center: Stronger Oversight of Fire Safety Issues, Construction Projects, and Financial Management Needed

Testimony issued by the Government Accountability Office with an abstract that begins "Since fiscal year 1995, the John F. Kennedy Center for the Performing Arts (Kennedy Center) has received nearly $203 million in federal funds to complete capital projects and intends to request an additional $43 million in appropriations through fiscal year 2008. The Kennedy Center's Comprehensive Building Plan identifies these capital projects as necessary to renovate the Center and to meet or exceed relevant life safety and disabled access regulations. GAO was asked to examine (1) the progress the Center has made in completing key capital projects within estimated costs and the information it has communicated about this progress to key stakeholders; and (2) the status of the Center's plans to address fire life safety and disabled access requirements."

Performance Evaluations of Prototype Houses: Minimum 40% Residential Building Energy Savings Level Habitat for Humanity of Greater Newburgh Liberty Street Project: April 2003--September 2004

Habitat for Humanity International (HfHI) is a nonprofit organization that engages volunteers and would-be homebuyers in programs that emphasize sweat-equity and self-help. Habitat is among the top-ten housing producers in the United States. In collaboration with the HfHI Department of Construction & Environmental Resources, Steven Winter Associates, Inc., (SWA) began working with the Habitat for Humanity of Greater Newburgh (HfHGN) affiliate in Newburgh, New York, in April 2003. Since October 1999, HfHGN has acquired and renovated abandoned houses for an average cost of $45,000 per home. The affiliate serves area families living in overcrowded, substandard housing and spending 50% to 80% of their income on housing. In August 2003, HfHGN began their first new construction project, six row houses located on Liberty Street in Newburgh.

Evaluation of the Low-Energy Design and Energy Performance of the Zion National Park Visitor Center (open access)

Evaluation of the Low-Energy Design and Energy Performance of the Zion National Park Visitor Center

This report is part of a series of six case studies to develop, document, analyze, and evaluate the processes by which highly energy-efficient buildings can be reliably produced. NREL monitored the energy performance of the Visitor Center Complex at Zion National Park from September 1, 2000 to June 1, 2003. This evaluation was crucial to achieving and verifying the low-energy design goals of the building after post-occupancy. This report presents results from that multiyear performance monitoring. The Park's new transportation system was not studied as part of the building evaluation.

Canister Handling Facility Description Document

The purpose of this facility description document (FDD) is to establish requirements and associated bases that drive the design of the Canister Handling Facility (CHF), which will allow the design effort to proceed to license application. This FDD will be revised at strategic points as the design matures. This FDD identifies the requirements and describes the facility design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This FDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This FDD is part of an iterative design process. It leads the design process with regard to the flowdown of upper tier requirements onto the facility. Knowledge of these requirements is essential in performing the design process. The FDD follows the design with regard to the description of the facility. The description provided in this FDD reflects the current results of the design process.

Capitol Visitor Center: Update on Schedule and Cost

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the progress on the Capitol Visitor Center (CVC) project. Specifically, this testimony discusses (1) the status of the project schedule since Congress's October 18, 2005, hearing on the project, (2) the project's costs and funding, and (3) worker safety issues. We will discuss the progress made and problems encountered in completing scheduled construction work and in continuing to develop the project schedule, as we indicated during Congress's October 18 hearing; however, we will not be able to estimate specific completion dates until the project schedule is stable and the Architect of the Capitol (AOC) and its construction management contractor--Gilbane Building Company--have completed their assessments of the schedule and we have had an opportunity to evaluate them. Also, we will update the information we previously provided on the project's costs and funding, using readily available data, but we will wait until the project schedule is stable and has been fully reviewed before we comprehensively update our November 2004 estimate of the cost to complete the project and update the provision in our estimate for risks and uncertainties facing the project."

Turnout Drift Operating Envelope Calculation (open access)

Turnout Drift Operating Envelope Calculation

The purpose of the Turnout Drift Operating Envelope Calculation is to identify the design parameters of the typical turnout drift and advance the preliminary design of the typical turnout drift. The scope of this calculation requires the turnout drift geometry be identified in sufficient detail to provide input to develop a typical turnout drift design. This turnout drift design strategy will be used to develop a preliminary turnout drift design for each distinct grouping of turnout drift type. The calculation will define the operating envelope of the relevant interfaces such as the turnout drift invert and the ventilation door. This information will be used to describe the space allocation of the turnout drift components and operating equipment. The turnout drift is an elemental component of the subsurface repository design layout. Other elemental components are the emplacement drift, the access mains, the exhaust mains, and ventilation shafts. This calculation will describe the fundamental dimensions and geometry of a turnout drift and will serve as a basis for subsequent detailed design.
