Procurement of Architectural and Engineering Services for Sustainable Buildings: A Guide for Federal Project Managers

This guide was prepared to be a resource for federal construction project managers and others who want to integrate the principles of sustainable design into the procurement of professional building design and consulting services. To economize on energy costs and improve the safety, comfort, and health of building occupants, building design teams can incorporate daylighting, energy efficiency, renewable energy, and passive solar design into all projects in which these elements are technically and economically feasible. The information presented here will help project leaders begin the process and manage the inclusion of sustainable design in the procurement process. The section on establishing selection criteria contains key elements to consider before selecting an architectural and engineering (A/E) firm. The section on preparing the statement of work discusses the broad spectrum of sustainable design services that an A/E firm can provide. Several helpful checklists are included.

Establishment of an Environmental Control Technology Laboratory With a Circulating Fluidized-Bed Combustion System Quarterly Report

The purpose of this report is to present the progress made on the project ''Establishment of an Environmental Control Technology Laboratory with a Circulating Fluidized-Bed Combustion (CFBC) System'' during the quarter January--March 2004. The following tasks have been completed. First, plans for the renovation of space for a new Combustion Laboratory for the CFBC Facility have progressed smoothly. Second, the design calculations, including the mass balances, energy balances, heat transfer, and strength calculations have been completed. Third, considerable modifications have been made on the draft design of the CFBC Facility based on discussions conducted during the project kick-off meeting held on January 13, 2004 at the National Energy Technology Laboratory (NETL). Comments received from various experts were also used to improve the design. Finally, the drawings of all assembly parts have been completed in order to develop specifications for the fabrication of individual parts. At the same time, the proposed work for the next quarter has been outlined in this report.

Dallas as Region: Mark Lemmon's Gothic Revival Highland Park Presbyterian Church

Informed by the methodology utilized in Peter Williams's Houses of God: Region, Religion, and Architecture in the United States (1997), the thesis examines Mark Lemmon's Gothic Revival design for the Highland Park Presbyterian Church (1941) with special attention to the denomination and social class of the congregation and the architectural style of the church. Beginning with the notion that Lemmon's church is more complex than an expression of the Southern cultural region defined by Williams, the thesis presents the opportunity to examine the church in the context of the unique cultural region of the city of Dallas. Church archival material supports the argument that the congregation deliberately sought to identify with both the forms and ideology of the late nineteenth-century Gothic Revival in the northeastern United States, a result of the influence of Dallas's cultural region.

Van Geet Off-Grid Home: An Integrated Approach to Energy Savings

The Van Geet home near Denver, Colorado, exemplifies the effectiveness of coupling energy conservation measures with renewable energy utilization in a modern residence. The remote location, with no utility connections available, and the owner's interest in renewable energy motivated the ambitious design. This design attracted the interest of the Building America (BA) program and was studied as a research home. As a result, the BA program provided energy engineering throughout the design, construction, and performance evaluation phases. The American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE) also recognized the success of this project by awarding it an ASHRAE Technology Award in 2001.

Solar Decathlon 2002: The Event in Review

This book describes the first Solar Decathlon, a competition for college and university students, which took place on the National Mall in fall 2002. Student teams competed to design, build, and operate the most attractive, energy-efficient house that used only solar energy. In addition to the competition, the Solar Decathlon was also a public event. The book describes the events on the Mall, including technical details about the ten contests that comprised the competition and descriptions of the public's and the media's responses to the event. The book also provides information about the student teams' activities in the year and a half before they arrived to compete on the Mall.

D.C. Family Court: Progress Has Been Made in Implementing Its Transition

A letter report issued by the General Accounting Office with an abstract that begins "The D.C. Family Court Act (P.L. 107-114) mandated that GAO examine the performance of the D.C. Family Court. GAO addressed the following objectives: (1) What procedures were used to make judicial appointments to the Family Court and what effect did qualification requirements have on appointment timeframes? (2) How timely was the Family Court in meeting established timeframes for transferring and resolving abuse and neglect cases, and what impact did magistrate judges have on the workload of judges and other personnel? (3) What progress has the D.C. Courts made in procuring permanent space? And (4) What progress have the Superior Court and District agencies made in sharing data from their computer systems? To address these objectives, GAO analyzed court data on its timeliness in resolving cases, reviewed the Family Court Act, applicable District laws, and reports required by the act; reviewed documents regarding the Family Court's progress in acquiring permanent space and those related to sharing data from the computer systems of the Superior Court and the District; and interviewed relevant District, Superior Court, and Family Court officials. Building America Performance Analysis Procedures: Revision 1

To measure progress toward multi-year Building America research goals, cost and performance trade-offs are evaluated through a series of controlled field and laboratory experiments supported by energy analysis techniques that use test data to''calibrate'' energy simulation models. This report summarizes the guidelines for reporting such analytical results using the Building America Research Benchmark (Version 3.1) in studies that also include consideration of current Regional and Builder Standard Practice. Version 3.1 of the Benchmark is generally consistent with the 1999 Home Energy Rating System (HERS) Reference Home, with additions that allow evaluation of all home energy uses.

Question of Honor

My thesis, Question of Honor, addresses the premise of women's lack of choice in relation to men's honor, and vengeance; concepts that are closely connected to the oppressive world of women in Pakistan. These works deal with concepts of purity and minor transgressions that have an impact on the lives of women in relation to family names and the associative feelings of humiliation linked to men. The subtle nuances of women and their reactions to oppression give a strong emotive content to the work.
