Decision Analysis Science Modeling for Application and Fielding Selection Applied to Equipment Dismantlement Technologies

The dismantlement of radioactively contaminated process equipment is a major concern during the D&D process. There are an estimated 1,200 buildings in the DOE-EM complex that will require the dismantlement of equipment and various metal structures. As buildings undergo the D&D process, this metallic equipment contaminated with radionuclides such as uranium and plutonium must be size-reduced before final disposal. A single information source comparing dismantlement technologies in the areas of safety, cost, and performance is needed by DOE managers and is not currently available. The selection of the appropriate technologies to meet the dismantlement objectives for a given site is a difficult process in the absence of comprehensive and comparable data. Choosing the wrong technology could result in increased exposure of personnel to contaminants and an increase in D&D project costs. The purpose of this investigation was to evaluate commercially available and innovative technologies for equipment dismantlement and provide a comprehensive source of information to the D&D community in the areas of technology performance, cost, and health and safety.

Design-Only Conceptual Design Report: Plutonium Immobilization Plant

This design-only conceptual design report was prepared to support a funding request by the Department of Energy Office of Fissile Materials Disposition for engineering and design of the Plutonium Immobilization Plant, which will be used to immobilize up to 50 tonnes of surplus plutonium. The siting for the Plutonium Immobilization Plant will be determined pursuant to the site-specific Surplus Plutonium Disposition Environmental Impact Statement in a Plutonium Deposition Record of Decision in early 1999. This document reflects a new facility using the preferred technology (ceramic immobilization using the can-in-canister approach) and the preferred site (at Savannah River). The Plutonium Immobilization Plant accepts plutonium from pit conversion and from non-pit sources and, through a ceramic immobilization process, converts the plutonium into mineral-like forms that are subsequently encapsulated within a large canister of high-level waste glass. The final immobilized product must make the plutonium as inherently unattractive and inaccessible for use in nuclear weapons as the plutonium in spent fuel from commercial reactors and must be suitable for geologic disposal. Evaluating and managing Cold War era historic properties : the cultural significance of U.S. Air Force defensive radar systems.

Aircraft and later missile radar early warning stations played an important role in the Cold War. They are associated with important technological, social, political, and military themes of the Cold War and are worthy of preservation. The scope and scale of these systems make physical preservation impractical, but the U.S. Air Force program of historical evaluation and documentation of these systems will provide valuable information to future generations studying this historic period.

This Institutional Plan is the most comprehensive yearly "snapshot" available of Sandia National Laboratories' major programs, facilities, human resources, and budget. The document also includes overviews of our missions, organization, capabilities, planning functions, milestones, and accomplishments. The document's purpose is to provide the above information to the US Department of Energy, key congressional committees, Sandia management, and other present and potential customers. Chapter 2 presents information about Sandia's mission and summarizes our recent revision of Sandia's Strategic Plan. Chapter 3 presents an overview of Sandia's strategic objectives, chapter 4 lists laboratory goals and milestones for FY 1999, and chapter 5 presents our accomplishments during FY 1998. Chapters 3 through 5 are organized around our eight strategic objectives. The four primary objectives cover nuclear weapons responsibilities, nonproliferation and materials control, energy and critical infrastructures, and emerging national security threats. The major programmatic initiatives are presented in chapter 7. However, the programmatic descriptions in chapter 6 and the Associated funding tables in chapter 9 continue to be presented by DOE Budget and Reporting Code, as in previous Sandia institutional plans. Two standards have been developed that pertain to the safety of fusion facilities. These are DOE- STD-6002-96, Safety of Magnetic Fusion Facilities: Requirements, and DOE-STD-6003-96, Safety of Magnetic Fusion Facilities: Guidance. The first of these standards identifies requirements that subscribers to that standard must meet to achieve safety in fusion facilities. The second standard contains guidance to assist in meeting the requirements identified inthefirst This handbook provides additional documentation on good operations and design practices as well as lessons learned from the experiences of designers and operators of previous fusion facilities and related systems. It is intended to capture the experience gained in the various fields and pass it on to designers of future fusion facilities as a means of enhancing success and safeiy. The sections of this document are presented according to the physical location of the major systems of a t%sion facility, beginning with the vacuum vessel and proceeding to those systems and components outside the vacuum vessel (the "Ex-vessel Systems").
