Guidelines for Energy Simulation of Commercial Buildings: Final.

This report distills the experience gained from intensive computer building simulation work for the Energy Edge project. The purpose of this report is twofold: to use that experience to guide conservation program managers in their use of modeling, and to improve the accuracy of design-phase computer models. Though the main emphasis of the report is on new commercial construction, it also addresses modeling as it pertains to retrofit construction. To achieve these purposes, this report will: (1) discuss the value of modeling for energy conservation programs; (2) discuss strengths and weaknesses of computer models; (3) provide specific guidelines for model input; (4) discuss input topics that are unusually large drivers of energy use and model inaccuracy; (5) provide guidelines for developing baseline models; (6) discuss types of energy conservation measures (ECMs) and building operation that are not suitable to modeling and present possible alternatives to modeling for analysis; and (7) provide basic requirements for model documentation. The existing of Y-12 Plant Plating Shop provides vital support functions for the US Department of Energy (DOE) Defense Programs operations. In addition to weapon component plating, the facility performs other plating services to support existing operations for the Y-12 Plant, other DOE facilities, and other federal agencies. In addition, the facility would also provide essential deplating services for weapons reclamation and teardown. The existing Y-12 Plant Plating Shop is presently located in a structure which is rapidly deteriorating and obsolete. The existing building structure was originally designed to house a steam plant, not chemical plating operations. As such, vapors from plating operations have deteriorated the structure to a point where a new facility is needed for continued safe operations. The potential environmental impacts of the proposed action was anticipated to be minimal and would affect no environmentally sensitive areas. Some short-term construction- and demolition-related effects would occur in an already highly industrialized setting. These include temporarily disturbing 72,000 square feet of land for the new plating shop and related site preparation activities, constructing a permanent building on part of the area, and using 80 construction personnel over a period of 18 months for site preparation and construction. Umatilla Satellite and Release Sites Project : Final Conceptual Design Report.

This report presents the results of site analysis for the Umatilla Satellite and Release Sites Project. The purpose of this project is to provide engineering services for the siting and conceptual design of satellite and release facilities for the Umatilla Basin hatchery program. The Umatilla Basin hatchery program consists of artificial production facilities for salmon and steelhead to enhance production in the Umatilla River as defined in the Umatilla master plan approved in 1989 by the Northwest Power Planning Council. Facilities identified in the master plan include adult salmon broodstock holding and spawning facilities, facilities for recovery, acclimation, and/or extended rearing of salmon juveniles, and development of river sites for release of hatchery salmon and steelhead. The historic and current distribution of fall chinook, summer chinook, and coho salmon and steelhead trout was summarized for the Umatilla River basin. Current and future production and release objectives were reviewed. Twenty seven sites were evaluated for the potential development of facilities. Engineering and environmental attributes of the sites were evaluated and compared to facility requirements for water and space. Economic evaluation report

The objective of this report is to establish a database of costs associated with operating a circulating fluidized bed boiler for electric power production in a utility environment. Such data and information can be used by others for resource planning and for comparisons with competing technologies. Costs are also presented for the engineering, construction and start-up of the Nucla CFB. These are compared with estimates made in 1981 prior to completing detailed engineering. Detailed monthly operating costs over the testing period covered by the Cooperative Agreement, from September 1988 through January 1991, are presented in Appendix D. An overall summary of cost data for this period is presented in the same format in Appendix C. These data were generated by CUEA using reporting requirements established by the Rural Electrification Administration's Uniform System of Accounts. This accounting system is consistent with that used by the Federal Energy Regulatory Commission's Uniform System of Accounts, which is prescribed for public utilities and licensees subject to the provisions of the Federal Power Act. The definitions of terms used in the REA code of accounts are contained in Appendix B.
