Large-scale scientific computation and all of the disciplines that support and help to validate it have been placed at the focus of Lawrence Livermore National Laboratory (LLNL) by the Advanced Simulation and Computing (ASC) program of the National Nuclear Security Administration (NNSA) and the Scientific Discovery through Advanced Computing (SciDAC) initiative of the Office of Science of the Department of Energy (DOE). The maturation of computational simulation as a tool of scientific and engineering research is underscored in the November 2004 statement of the Secretary of Energy that, ''high performance computing is the backbone of the nation's science and technology enterprise''. LLNL operates several of the world's most powerful computers--including today's single most powerful--and has undertaken some of the largest and most compute-intensive simulations ever performed. Ultrascale simulation has been identified as one of the highest priorities in DOE's facilities planning for the next two decades. However, computers at architectural extremes are notoriously difficult to use efficiently. Furthermore, each successful terascale simulation only points out the need for much better ways of interacting with the resulting avalanche of data. Audit of the Union Valley sample preparation facility at Oak Ridge

This audit was initiated to determine if the US DOE`s acquisition of the Union Valley Sample Preparation Facility (UVSPF) was necessary and cost effective. To accomplish the audit objective, four actions were taken: (1) review of applicable laws and regulations, (2) analysis of procurement files for the lease and interviews of Department and contractor officials, (3) evaluation of facility justifications, and (4) assessment of workload and staffing requirements of Lockheed Martin Energy Systems` Analytical Services Organization. The audit found that Energy Systems did not base the acquisition of the UVSPF on valid mission requirements. This occurred because Energy Systems did not follow Department procedures in planning and developing the lease, and the Department approved the lease without adequate justification. It was recommended that the Manager, Oak Ridge Operations Office: (1) direct Energy Systems to follow Department policies and procedures and base acquisitions of property on valid mission requirements and an analysis of all viable alternatives; (2) direct project managers to follow Department orders and require approvals of construction projects and property leases to include (a) verification that projects are essential to meet mission requirements and (b) analysis of all viable alternatives; and (3) direct Energy Systems to give the required …

Assessment of Eligibility to National Register of Historic Places Building 431 Lawrence Livermore National Laboratory

Lawrence Livermore National Laboratory (LLNL) proposes to demolish the original sections of Building 431 at its main site in Livermore, California. As this action will constitute an undertaking within the regulatory constraints of the National Historic Preservation Act, LLNL arranged for an assessment of the building's historic significance. This report provides a brief history of the magnetic fusion energy research activities housed in Building 431 and a historic assessment of the building. The final recommendation of the report is that, although Building 431 housed some significant breakthroughs in accelerator technology and magnetic mirror plasma confinement, it lacks integrity for the periods of significance of those developments. It is, therefore, not eligible to the National Register of Historic Places.

Cool roofs as an energy conservation measure for federal buildings

We have developed initial estimates of the potential benefits of cool roofs on federal buildings and facilities (building scale) as well as extrapolated the results to all national facilities under the administration of the Federal Energy Management Program (FEMP). In addition, a spreadsheet ''calculator'' is devised to help FEMP estimate potential energy and cost savings of cool roof projects. Based on calculations for an average insulation level of R-11 for roofs, it is estimated that nationwide annual savings in energy costs will amount to $16M and $32M for two scenarios of increased roof albedo (moderate and high increases), respectively. These savings, corresponding to about 3.8 percent and 7.5 percent of the base energy costs for FEMP facilities, include the increased heating energy use (penalties) in winter. To keep the cost of conserved energy (CCE) under $0.08 kWh-1 as a nationwide average, the calculations suggest that the incremental cost for cool roofs should not exceed $0.06 ft-2, assuming that cool roofs have the same life span as their non-cool counterparts. However, cool roofs usually have extended life spans, e.g., 15-30 years versus 10 years for conventional roofs, and if the costs of re-roofing are also factored in, the cutoff incremental cost …

Performance evaluation of cleanroom environmental systems (open access)

Performance evaluation of cleanroom environmental systems

This paper presents in-situ measurement results for energy and environmental performance of thirteen cleanroom systems located in the USA, including key metrics for evaluating cleanroom air system performance and overall electric power intensity. Comparisons with the IEST Recommended Practice (IEST-RP-CC012.1) are made to examine the performance of cleanroom air systems. Based upon the results, the paper discusses likely opportunities for improving cleanroom energy efficiency while maintaining effective contamination control. The paper concludes that there are wide variations in energy performance of cleanroom environmental systems, and that performance benchmarking can serve as a vehicle to identify energy efficient cleanroom design practices and to highlight important issues in cleanroom operation and maintenance.

The strategies and metrics can be included as requirements in the programming document or can be identified for further analysis or consideration during the design development phase. This checklist is hierarchically organized into design areas, objectives for each design area, and strategies and metrics for each objective. The design areas generally correspond to the design areas of the LEED(TM) rating system from the U.S. Green Building Council.

This document provides the technical baseline for retrieval of waste from ten double-shell tanks in the SY, AN, AP, AW, AY, and AZ tank farms. In order to retrieve waste from these tanks, systems are needed to mix the sludge with the supernate and pump the waste mixture from the tank. For 101-SY, the existing mitigation pump will be used to mix the waste and Project W-211 will provide for waste removal. The retrieval scope for the other nine tanks includes both the waste mixing and removal functions.

Assessment of Building Energy-Saving Policies and Programs in China During the 11th Five Year Plan

China's 11th Five-Year Plan (FYP) sets an ambitious target to reduce the energy intensity per unit of gross domestic product (GDP) by 20% from 2005 to 2010 (NDRC, 2006). In the building sector, the primary energy-saving target allocated during the 11 FYP period is 100 Mtce. Savings are expected to be achieved through the strengthening of enforcement of building energy efficiency codes, existing building retrofits and heat supply system reform, followed by energy management of government office buildings and large scale public buildings, adoption of renewable energy sources. To date, China has reported that it achieved the half of the 20% intensity reduction target by the end of 2008, however, little has been made clear on the status and the impact of the building programs. There has also been lack of description on methodology for calculating the savings and baseline definition, and no total savings that have been officially reported to date. This paper intend to provide both quantitative and qualitative assessment of the key policies and programs in building sector that China has instituted in its quest to fulfill the national goal.
