This is the first issue of the third volume (Spring 2000) of a technical bulletin produced for the Department of Energy's (DOE's) Federal Energy Management Program (FEMP). It is intended for Federal solar energy champions; that is, energy officers, contracting officials, facility managers, and others who plan or work on projects in which solar and other renewable energy technologies are installed in Federal government facilities, per the directives of Executive Order 13123 and the President's Million Solar Roofs Initiative. This issue contains an article about a new initiative led by DOE and the Department of the Interior/National Park Service; it involves obtaining more renewable energy systems for the national parks. Another article describes projects adding solar and wind systems to government facilities serving Native Americans, and there are other news items as well.

Interview with Seldon D. Reese, a Navy veteran and a survivor of the sinking of the USS Houston, concerning his experiences as a prisoner-of-war of the Japanese during World War II. Reese talks about the sinking of the Houston (1942), his capture and imprisonment at Serang, Java, Bicycle Camp in Batavia (1942), Changi Prison Camp in Singapore (1942), building the Burma-Thailand Death Railway (1942-1944), Kanchanaburi, Thailand (1944), American air raids, Saigon and Da Lat, French Indo-China (1944-1945), and his liberation.

Interview with Alton C. Halbrook, a Marine WWII veteran and POW who was captured by the Japanese at Corregidor. Halbrook discusses joining the Marine Corps and prewar duty in Shanghai, transfer to the Philippines, the Japanese invasion, retreat to Corregidor, the American surrender and capture by Japanese forces, internment at Camp O'Donnell and Cabanatuan, transfer to Clark Field and labor there, transit to Japan, internment and labor at a Japanese steel mill, a powerplant, and a factory, and the end of the war. In appendix is an autobiographical account by Halbrook.

Relocate all remaining Pittsburgh ECS and headquarters manpower to Offutt Air Force Base, NE. Air National Guard units at Pittsburgh are unaffected. DOD JUSTIFICATION is that the major command's capacity briefing reported Pittsburgh ARS land constraints prevented the installation from hosting more than 10 C-130 aircraft . . . . U.S. Department of Energy Photovoltaic Energy Program Contract Summary: Fiscal Year 2000

This report summarizes the in-house and subcontracted research and development (R and D) activities under the National Center for Photovoltaics (NCPV) and U.S. Department of Energy (DOE) National Photovoltaics Program from October 1, 1999, through September 30, 2000 (FY 2000). The mission of the DOE National Photovoltaics Program is to make PV a significant part of the domestic economy-as an industry and an energy resource. The two primary goals of the national program are to (1) maintain the U.S. industry's world leadership in research and technology development and (2) help the U.S. industry remain a major, profitable force in the world market. The NCPV is part of the National PV Program and provides leadership and support to the national program toward achieving its mission and goals. This Contract Summary for fiscal year (FY) 2000 documents some 179 research projects supported by the PV Program, performed by 107 organizations in 32 states, including 69 projects performed by universities and 60 projects performed by our industry partners. Of the total FY 2000 PV Program budget of $65.9 million, the industry and university research efforts received $36.9 million, or nearly 56%. DoD JUSTIFICATION is that it realigns the stand-alone east coast facility working in full-scale Nuclear Test and Evaluation at Cape Canaveral into a fully supported Navy nuclear operational site at Kings Bay to gain synergy in security (anti-terrorism force protection), fleet operational support and mission support infrastructure. Recent changes in anti-terrorism force protection requirements, the recent establishment of the Western Test Range in the Pacific, and the programmatic decision to no longer require land based (pad) launches at Cape Canaveral all lead to the realignment/relocation of this function to Kings Bay, GA
