Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling

On May 22, 2010, President Barack Obama announced the creation of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling: an independent,nonpartisan entity, directed to provide a thorough analysis and impartial judgment. The President charged the Commission to determine the causes of the disaster, and to improve the country’s ability to respond to spills, and to recommend reforms to make offshore energy production safer. This report is the result of an intense six-month effort to fulfill the President’s charge. The Commission’s report offers the President, policymakers, industry, and the American people the fullest account available of the largest oil spill in U.S history: the context for the well itself, how the explosion and spill happened, and how industry and government scrambled to respond to an unprecedented emergency.

Continental drilling

The Workshop on Continental Drilling was convened to prepare a report for submission to the US Geodynamics Committee with respect to the contribution that could be made by land drilling to resolve major problems of geodynamics and consider the mechanisms by which the responsibility for scientific planning, establishment of priorities, administration, and budgeting for a land-drilling program within the framework of the aims of the Geodynamics Project would best be established. A new and extensive program to study the continental crust is outlined in this report. The Workshop focused on the following topics: processes in the continental crust (mechanism of faulting and earthquakes, hydrothermal systems and active magma chambers); state and structure of the continental crust (heat flow and thermal structure of the crust; state of ambient stress in the North American plate; extent, regional structure, and evolution of crystalline continental crust); short hole investigations; present state and needs of drilling technology; drill hole experimentation and instrumentation; suggestions for organization and operation of drilling project; and suggested level of effort and funding. Rayburn discusses the fall of Java and his capture, Bicycle Camp in Batavia (1942), Changi Prison Camp in Singapore (1942), building the Burma-Thailand Death Railway (1942-1944), Kanchanaburi, Thailand (1944-1945), Saigon and Da Lat, French Indo-China (1945), American air raids, and his liberation.

Thresholds of Climate Change in Ecosystems

This Report (SAP 4.2) focuses on the thresholds of Climate Change in Ecosystems. As defined in this Synthesis and Assessment Report, 'an ecological threshold is the point at which there is an abrupt change in an ecosystem quality, property, or phenomenon, or where small changes in one or more external conditions produce large and persistent responses in an ecosystem'.Ecological thresholds occur when external factors, positive feedbacks, or nonlinear instabilities in a system cause changes to propagate in a domino-like fashion that is potentially irreversible. This report reviews threshold changes in North American ecosystems that are potentially induced by climatic change and addresses the significant challenges these threshold crossings impose on resource and land managers. Sudden changes to ecosystems and the goods and services they provide are not well understood, but they are extremely important if natural resource managers are to succeed in developing adaptation strategies in a changing world. The report provides an overview of what is known about ecological thresholds and where they are likely to occur. It also identifies those areas where research is most needed to improve knowledge and understand the uncertainties regarding them.
