Radiation emergency response in Illinois, Alabama, and Texas

The objective of this study was to examine state radiation emergency response and to locate any areas of emergency planning in need of improvement. This report briefly presents a summary of laws and defining documents governing radiation emergency response, describes the existing and projected need for such response, and presents the authors' analyses of the evolution of state response plans and their application to radiation incidents. Three states' programs are discussed in detail: Illinois, Alabama, and Texas. These states were selected because they have quite different emergency-response programs. Therefore, these state programs provide a wide variety of approaches to state radiation emergency response.

Disposal of chemical agents and munitions stored at Anniston Army Depot, Anniston, Alabama

The purpose of this Phase I report is to examined the proposed implementation of on-site disposal at Anniston Army Depot (ANAD) in light of more detailed and more recent data than those included in the Final Programmatic Environmental Impact Statement (EPEIS). Two principal issues are addressed: (1) whether or not the new data would result in identification of on-site disposal at ANAD as the environmentally preferred alternative (using the same selection method and data analysis tools as in the FPEIS), and (2) whether or not the new data indicate the presence of significant environmental resources that could be affected by on-site disposal at ANAD. In addition, a status report is presented on the maturity of the disposal technology (and now it could affect on-site disposal at ANAD). Inclusion of these more recent data into the FPEIS decision method resulted in confirmation of on-site disposal for ANAD. No unique resources with the potential to prevent or delay implementation of on-site disposal at ANAD have been identified. Aerial gamma ray and magnetic survey: Mississippi and Florida airborne survey, Tupelo quadrangle, Mississippi, Alabama, and Tennessee. Final report

The Tupelo quadrangle covers a region immediately east of the Mississippi River flood plain in the northernmost Gulf Coastal Physiographic Province. Sediments of Teritary and Paleozoic basins shoal eastward. Tertiary exposures dominate the western half of the quadrangle. Cretaceous strata are exposed over most of the eastern half. A search of available literature revealed no known uranium deposits. A total of eighty-six uranium anomalies were detected and are discussed briefly. Few were considered significant, and most appear to relate to some cultural feature. Magnetic data appears, for the most part, to be in agreement with existing structural interpretations of the region.

The Blytheville quadrangle covers a region east of the Mississippi River in the northernmost Gulf Coastal Province. Study of the impacts of regulations affecting the acceptance of Integrated Community Energy Systems: public utility, energy facility siting and municipal franchising regulatory programs in Alabama. Preliminary background report

The Alabama legislature has created the Public Service Commission which has general supervisory powers over utilities. The PSC consists of a president and two associates, who are elected to four-year terms. The PSC has no jurisdiction over municipal utilities and, as a result, local governments retain the power to regulate the operation of their municipally-owned utilities. Municipalities also retain their police power over streets and highways within their territory. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

Rail abandonments in the South and their effect on NWPA rail shipments

The railroad industry will have a very critical role in the eventual shipping of commercial spent fuel and defense high-level waste as provided under the Nuclear Waste Policy Act of 1982 and the 1987 amendments. The transport of spent fuel is expected to be accomplished by rail from 19 of the South`s 27 reactor sites to the proposed Yucca Mountain repository or possible monitored retrievable storage facility. The decline in total track availability, however, could significantly impact the federal government`s transportation program. Particularly the situation of continuing abandonments may limit rail opportunities at numerous reactor locations. Commercial nuclear reactor sites have the unfortunate problem of not being located on Class I railroad mainline tracks. The reactor sites are generally located in areas with limited rail traffic and thus vulnerable to rail abandonment procedures. The general deregulation of the railroad industry under the Staggers Act of 1980 also assisted in making rail abandonment, through the Interstate Commerce Commission, a rather simple and quick process. The effects of deregulation, however, have provided alternatives to abandonment. In particular, the Staggers Act has led to an enormous surge in the growth of short line and regional railroads.
