This thesis examines the state penitentiaries of Louisiana, Arkansas, and Texas that became sources of wartime supplies during the Civil War. A shortage of industry in the southwest forced the Confederacy to use all manufactories efficiently. Penitentiary workshops and textile mills supplied a variety of cloth, wood, and iron products, but have received minimal attention in studies of logistics. Penitentiary textile mills became the largest domestic supplier of cloth to Confederate quartermasters, aid societies, citizens, slaves, and indigent families. This study examines how penitentiary workshops converted to wartime production and determines their contribution to the Confederate war effort. The identification of those who produced, purchased, distributed, and used penitentiary goods will enhance our knowledge of overall Confederate supply.

Prostitution was a rampant and thriving industry in late nineteenth and early twentieth century Texas. Due to the arrival of the M.K. and T. Railroad, the city of Denison became a frontier boomtown and prostitution as well as other vice elements grew alongside the town. Skiddy Street was one road south of Main Street in Denison and housed the most notorious brothels and saloons in the city. In the late nineteenth century, few national laws were present to regulate red-light districts and those that existed were largely ignored. Economically, prostitution was an important addition to the coffers of cities such as Denison, and through taxing and licensing of prostitutes, city leaders profited off of the vice industry. The early decades of the twentieth century led to changes in the toleration of prostitution and red-light districts on the national level. Progressive reform movements, temperance, World War I, and the National Railroad Shopmen’s strike, each contributed to the dissolution of Skiddy Street in Denison as toleration and open acceptance of prostitution waned. Final report of the Texas Department of Transportation Waterborne Freight Corridor Study. The study developed a list of projects which would address existing issues in the waterborne freight infrastructure of Texas.

From the early days as a Spanish colony Texas attracted settlers with the promise of cheap fertile land. During the period of Mexican control the population of Texas increased and a desire for public education manifested among the people. Through the end of the Civil War government in Texas never provided an adequate means for educating the children of the region. Even when funds became available with the Compromise of 1850 the state only established a school fund to help offset the costs of education, but did not provide a public school system. The first truly successful attempt at mass education in Texas came after the Civil War with the work of the Freedmen’s Bureau. The bureau helped the former slaves adjust to the emerging post war society through a variety of means such as education. In spite of its short existence the bureau managed to educate thousands of African Americans. By 1870 the former slaves wanted more education for their children, and Texans of all races began to see the need for a public school system. Pat M. Neff was a product of his political place and time. Born in Texas in 1871, during Reconstruction, he matured and prospered while his native state did the same as it transitioned from Old South to New South. Neff spent most of his life in Waco, a town that combined New South Progressivism with religious conservatism. This duality was reflected in Neff's own personality. On moral or religious issues, he was conservative. On economic and social issues, he was Progressive. He thus was a typical Southern Progressive who de-emphasized social and political change in favor of economic development. For instance, as governor from 1921 to 1925, his work to develop and conserve Texas' water resources brought urbanization and industrialization that made the New South a reality in the state. Neff was a devout Baptist which influenced his politics and philosophy. He was president of Baylor University, a Baptist institution, for fifteen years after leaving the governor s office and he led the Southern Baptist Convention (SBC) in the 1940s. He combined Progressive and Christian values as he argued for the establishment of the United Nations and advocated forgiveness and brotherhood after World War II. The war's end marked the …

A letter report issued by the Government Accountability Office with an abstract that begins "Road, rail, and waterway freight transportation is vital to the nation's economy. Government tax, regulatory, and infrastructure investment policies can affect the costs that shippers pass on to their customers. If government policy gives one mode a cost advantage over another, by, for example, not recouping all the costs of that mode's use of infrastructure, then shipping prices and customers' use of freight modes can be distorted, reducing the overall efficiency of the nation's economy. As requested, this report (1) describes how government policies can affect competition and efficiency within the surface freight transportation sector, (2) determines what is known about the extent to which all costs are borne by surface freight customers, and (3) discusses the use of the findings when making future surface freight transportation policy. GAO reviewed the transportation literature and analyzed financial and technical data from the Department of Transportation (DOT), the Army Corps of Engineers (Corps), and the Environmental Protection Agency to make cross-modal comparisons at a national level. Data limitations and assumptions inherent in an aggregate national comparison are noted in the report."

What is the purpose of idling? The scale of idling can be small, as when parents idle their vehicles while waiting for their children outside of school, or it can be large, as when ocean liners are in port. In many cases, the primary purpose for idling is to control the temperature of a passenger or freight compartment. Large line-haul trucks idle overnight to keep fuel and the engine warm, for the resting driver's comfort, to mask out noises and smells, and for safety. In addition, all classes of trucks idle during the workday at ports and terminals, busy delivery sites, border crossings, and other work sites. They may be idling to enable slow movement in a queue (creep idling) or to provide other services. Bus drivers also idle their vehicles while they wait for passengers and to warm up in the morning. Even locomotive engines are idled so they start, for hotel load, to keep the battery charged, to keep the toilet water from freezing, and for air brakes, or because the operator idles out of habit. Abstract Though a very influential Texan during the first half of the twentieth century, Amon Carter has yet to receive a full scholarly treatment, a problem which this dissertation attempts to rectify by investigating the narrative of Carter’s life to see how and why he was able to rise from humble beginnings to become a powerful publisher who symbolized boosterish trends within Texas and the New South. Publisher of the Fort Worth Star-Telegram, philanthropist, oilman, and aviation supporter, Carter used his power and influence to become a leading booster of his city and region seamlessly making the transition from being a business progressive to New Deal supporter to an Eisenhower Democrat. His connections with corporations like American Airlines and General Motors helped bring aviation and industry to his region, and his ability to work with public and private entities helped inspire his failed attempt to make the Trinity River navigable up to Fort Worth. His own success at building the Star-Telegram into the largest circulating newspaper in Texas encouraged him to expand his media empire into radio and television, while the wealth he gained from his oil activities enabled him to form a philanthropic foundation that would provide support for …
