Emergencies happen every day. Many are caused by storms or auto accidents and can be planned for, if not predicted. Emergencies resulting from natural hazards often affect a large number of people, and planning for them can be difficult, since knowledge of the needs of the people involved is generally unavailable. Emergencies resulting from accidents at industrial and military facilities can also be large scale in nature if people must be evacuated or sheltered in place. Federal planning for large scale emergencies is the responsibility of the Federal Emergency Management Agency (FEMA), which provides assistance to various emergency management agencies at the national, state and local level. The exact definition of 'special population' is a policy decision. The disruption of control systems could have a significant impact on public health and safety, which makes securing them a national priority. GAO was asked to testify on portions of its report on control systems security being released today. This testimony summarizes the cyber threats, vulnerabilities, and the potential impact of attacks on control systems; identifies private sector initiatives; and assesses the adequacy of public sector initiatives to strengthen the cyber security of control systems. To address these objectives, GAO met with federal and private sector officials to identify risks, initiatives, and challenges. GAO also compared agency plans to best practices for securing critical infrastructures."

The Transportation Energy Data Book: Edition 26 is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of Planning, Budget Formulation, and Analysis, under the Energy Efficiency and Renewable Energy (EERE) program in the Department of Energy (DOE). Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use.
