The United States government began paying pensions to disabled Union veterans before the Civil War ended in April 1865. By 1890 its pension programs included any Union veteran who had fought in the Civil War, regardless of his financial means, as well as surviving family members, including mothers, fathers, brothers, and sisters. Union veterans did not hesitate to "wave the bloody shirt" in their attempts to liberalize pension laws. Pension programs for Confederate veterans were much slower to develop. Lacking any higher organization, each southern state assumed the responsibility of caring for disabled and/or indigent Confederate veterans and widows. Texas began paying Confederate pensions in 1899, Georgia in 1888 and Virginia in 1889. Unlike Texas, Georgia and Virginia provided artificial limbs for their veterans long before they started paying pensions. At the time of his enlistment in the 1860s, the typical future pensioner was twenty-five years of age, and fewer than half were married heads of households. Very few could be considered wealthy and most were employed in agriculture. The Southeast Regional Carbon Sequestration Partnership (SECARB) is on schedule and within budget projections for the work completed during the first year of its two year program. Work during the semiannual period (third and fourth quarter) of the project (April 1--September 30, 2004) was conducted within a ''Task Responsibility Matrix.'' Under Task 1.0 Define Geographic Boundaries of the Region, Texas and Virginia were added during the second quarter of the project and no geographical changes occurred during the third or fourth quarter of the project. Under Task 2.0 Characterize the Region, general mapping and screening of sources and sinks has been completed, with integration and Geographical Information System (GIS) mapping ongoing. The first step focused on the macro level characterization of the region. Subsequent characterization will focus on smaller areas having high sequestration potential. Under Task 3.0 Identify and Address Issues for Technology Deployment, SECARB has completed a preliminary assessment of safety, regulatory, permitting, and accounting frameworks within the region to allow for wide-scale deployment of promising terrestrial and geologic sequestration approaches. This report examines measurement issues related to the amount of electricity used by the commercial sector in the U.S. and the implications for historical trends of commercial building electricity intensity (kWh/sq. ft. of floor space). The report compares two (Energy Information Administration) sources of data related to commercial buildings: the Commercial Building Energy Consumption Survey (CBECS) and the reporting by utilities of sales to commercial customers (survey Form-861). Over past two decades these sources suggest significantly different trend rates of growth of electricity intensity, with the supply (utility)-based estimate growing much faster than that based only upon the CBECS. The report undertakes various data adjustments in an attempt to rationalize the differences between these two sources. These adjustments deal with: 1) periodic reclassifications of industrial vs. commercial electricity usage at the state level and 2) the amount of electricity used by non-enclosed equipment (non-building use) that is classified as commercial electricity sales. In part, after applying these adjustments, there is a good correspondence between the two sources over the the past four CBECS (beginning with 1992). However, as yet, there is no satisfactory explanation of the differences between the two sources for longer periods that include the 1980s.

The post Civil War period known as Reconstruction remains a topic of interest for historians. Having avoided the experience of invasion by Northern troops during the Civil War, the people living in the interior of the state of Texas accepted Confederate defeat at first. However, with the instituting of Northern efforts at Reconstruction, such as the installation of Republican interim government officials, the arrival of Freedmen's Bureau agents, and in some parts the stationing of federal troops, conservative whites throughout the state became defiant toward the federal government and its policies. Some white southerners even went so far as to take up arms and become embroiled in open conflict with the federal government and its local institutions. As a result, Unionist whites and freedmen found themselves to be the targets of groups of desperados committed to upholding the Southern Cause and ensuring the return of the conservative Democratic party to power in Texas politics. This study focuses on Hunt County from the years 1860 - 1873 to determine to what extent violence played a role in the era of Reconstruction. An analysis of data primarily from county, state, and federal records forms the basis of this study. The information obtained …

The National Museum of the Pacific War presents an interview with Archie Mayes. Mayes joined the Missouri National Guard in 1938 and, when the Guard was federalized, travelled with his unit, the 35th Infantry Division, to Arkansas for training. In 1942, Mayes went to Officer Candidate School and earned a commission. Afterwards, he was assigned to the 160th Combat Engineer Battalion as the battalion S-3 (operations officer). He travelled overseas to England in July and landed in France in August, 1944. His unit built bridges. General Patton complimented Mayes on his outfit's construction once. After the war, Mayes transferred to the Air Force and served as base engineer in the Aleutians and other posts in the US. During the Vietnam War, Mayes established engineering units for the Air Force to build air bases.
