State-level accident rates of surface freight transportation : a reexamination.

State-level accident rates for truck, rail, and barge transportation have been updated for mid-1990s shipping conditions. The updated accident, fatality, and injury rates reflect multiyear data for interstate-registered highway carriers, American Association of Railroads member carriers (i.e., all Class 1 and Class 2 railroads), and coastal and internal waterway barge traffic. Adjustments have been made to account for the share of highway combination-truck traffic actually attributable to interstate-registered carriers and for duplicated or otherwise inaccurate or unusable entries in the public-use accident data files applied. State-to-state variation in rates, reflecting recent developments in freight flows, the possible effect of speed limit changes on highway rates, and the stability of rates over time, are discussed. Carrier-specific information was used to confirm the general accuracy of the computed rates for highway shipments. Study conclusions suggest that these rates may be used for the next several years. However, further investigation is suggested, within two to three years, to verify or reject the emergence of a trend toward higher truck accident rates in states that raised highway speed limits between 1995 and 1996.

Electric power annual 1998. Volume 1

The purpose of this report, Electric Power Annual 1998 Volume 1 (EPAVI), is to provide a comprehensive overview of the electric power industry during the most recent year for which data have been collected, with an emphasis on the major changes that occurred. In response to the changes of 1998, this report has been expanded in scope. It begins with a general review of the year and incorporates new data on nonutility capacity and generation, transmission information, futures prices from the Commodity futures Trading commission, and wholesale spot market prices from the pennsylvania-new Jersey-Maryland Independent System Operator and the California Power Exchange. Electric utility statistics at the Census division and State levels on generation, fuel consumption, stocks, delivered cost of fossil fuels, sales to ultimate customers, average revenue per kilowatthour of electricity sold, and revenues from those retail sales can be found in Appendix A. The EPAVI is intended for a wide audience, including Congress, Federal and State agencies, the electric power industry, and the general public.

The North Texas Region and the Development of Water Resources in the Trinity River Basin of Texas, 1840-1998

This study focuses on the development of water resources in the Trinity River basin for navigation, flood control, water supply, recreation, and allied purposes. Special emphasis is given to the development of the upper Trinity River basin through the influence of community leaders in Dallas and Fort Worth. A desire harbored for generations by upper basin residents for creating a navigable waterway on the Trinity River coalesced in the twentieth century into a well organized movement for all facets of water resources development. Sources include correspondence, speeches, and promotional materials of civic leaders, politicians, and other citizens, as well as works by the United States Army Corps of Engineers.

In 1994, Oak Ridge National Laboratory (ORNL) was tasked by the National Park Service (NPS) to prepare an Environmental Report (ER) for Section 8B of the Foothills Parkway in the Great Smoky Mountains National Park (GSMNP). Section 8B represents 27.7 km (14.2 miles) of a total of 115 km (72 miles) of the planned Foothills Parkway and would connect the Cosby community on the east to the incorporated town of Pittman Center to the west. The major deliverables for the project are listed. From August 1995 through October 1996, NPS, GSMNP, and ORNL staff interacted with Federal Highway Administration staff to develop a conceptual design plan for Section 8B with the intent of protecting critical resources identified during the ER process to the extent possible. In addition, ORNL arranged for bioengineering experts to discuss techniques that might be employed on Section 8B with NPS, GSMNP, and ORNL staff during September 1996. For the purposes of this ER, there are two basic alternatives under consideration: (1) a build alternative and (2) a no-build alternative. Federal land ownership and management are of perennial interest to Congress. This report describes the constitutional authority for federal land ownership. It provides the history of federal land acquisition and disposal, and describes the federal land management agency jurisdictions, based on congressional authorities to reserve or withdraw lands from disposal. The report then describes several efforts to force additional federal land disposal, including recent legislative activity. It concludes with describes the various current land acquisition and disposal authorities of the four major federal land management agencies. The report will be updated to reflect major legislative activity or changes in acquisition or disposal authorities.

State electricity profiles, March 1999

Due to the role electricity plays in the Nation`s economic and social well-being, interested parties have been following the electric power industry`s transition by keeping abreast of the restructuring and deregulation events that are taking place almost daily. Much of the attention centers around the States and how they are restructuring the business of electricity supply within their respective jurisdictions. This report is designed to profile each State and the District of Columbia regarding not only their current restructuring activities, but also their electricity generation and concomitant statistics from 1986 through 1996. Included are data on a number of subject areas including generating capability, generation, revenues, fuel use, capacity factor for nuclear plants, retail sales, and pollutant emissions. Although the Energy Information Administration (EIA) publishes this type of information, there is a lack of a uniform overview for each individual State. This report is intended to help fill that gap and also to serve as a framework for more detailed studies. In addition to basic statistics in tables and graphs, a textual section is provided for each State, discussing some of the points relative to electricity production that are noteworthy in, or unique to, that particular State.
