Coal and energy: a southern perspective. Regional characterization report for the National Coal Utilization Assessment

This publication is the first of several reports to be produced for the National Coal Utilization Assessment, a program sponsored by the Assistant Administrator for Environment and Safety through the Division of Technology Overview of ERDA. The purpose of the report is to present the state and regional perspective on energy-related issues, especially those concerning coal production and utilization for 12 southern states. This report compiles information on the present status of: (1) state government infrastructure that deals with energy problems; (2) the balance between energy consumption and energy production; (3) the distribution of proved reserves of various mineral energy resources; (4) the major characteristics of the population; (5) the important features of the environment; and (6) the major constraints to increased coal production and utilization as perceived by the states and regional agencies. Many energy-related characteristics described vary significantly from state to state within the region. Regional and national generalizations obscure these important local variations. The report provides the state and regional perspective on energy issues so that these issues may be considered objectively and incorporated into the National Coal Utilization Assessment. This Assessment is designed to provide useful outputs for national, regional, and local energy planners.

Environmental control implications of generating electric power from coal. 1977 technology status report. Appendix F. Flue gas desulfurization in the United States, 1977. [108 references]

This report details the current status of flue gas desulfurization (FGD) in conventional coal-fired power plants in the U.S. Sepecifications and features are listed for all commercial FGD installations now in operation or being constructed in this country. The FGD operational experience in each plant is summarized and evaluations are made of process, equipment, and operational performance. FGD in other countries, mainly Japan and West Germany, is reviewed for applicability in the U.S. Federal and state air quality control standards are described and their prime influence on FGD development and plant installation is noted. The rising importance of coal is discussed and some limitations on low-sulfur coal are included. Other potential approaches to desulfurization, such as fluidized-bed combustion, are discussed as far as relevant to FGD. Limestone and lime slurry processes greatly predominate among existing and planned FGD installations in the U.S. However, soluble SO/sub 2/ sorbants are noted as entering use for both throwaway and recoverable SO/sub 2/ products. It is recognized that recovery processes offer attractive long-term prospects in terms of resources and of apparent cost of operation. Their Faltering Footsteps: Hardships Suffered by the Confederate Civilians on the Homefront in the American Civil War of 1861-1865

It is the purpose of this study to reveal that the morale of the southern civilians was an important factor in determining the fall of the Confederacy. At the close of the Civil War, the South was exhausted and weak, with only limited supplies to continue their defense. The Confederacy might have been rallied by the determination of its people, but they lacked such determination, for the hardships and grief they endured had turned their cause into a meaningless struggle. Therefore, the South fell because its strength depended upon the will of its population. This study is based on accounts by contemporaries in diaries, memoirs, newspapers, and journals, and it reflects their reaction to the collapse of homefront morale.

Expansion potential for existing nuclear power station sites

This report is a preliminary analysis of the expansion potential of the existing nuclear power sites, in particular their potential for development into nuclear energy centers (NECs) of 10 (GW(e) or greater. The analysis is based primarily on matching the most important physical characteristics of a site against the dominating site criteria. Sites reviewed consist mainly of those in the 1974 through 1976 ERDA Nuclear Power Stations listings without regard to the present status of reactor construction plans. Also a small number of potential NEC sites that are not associated with existing power stations were reviewed. Each site was categorized in terms of its potential as: a dispersed site of 5 GW(e) or less; a mini-NEC of 5 to 10 GW(e); NECs of 10 to 20 GW(e); and large NECs of more than 20 GW(e). The sites were categorized on their ultimate potential without regard to political considerations that might restrain their development. The analysis indicates that nearly 40 percent of existing sites have potential for expansion to nuclear energy centers.

Federal regulation of the pipeline industry. A summary review. Technical report, Task 2

The principal purposes of this report are to identify the jurisdiction areas of the federal pipeline regulating agencies, and to examine the amenability of the regulatory system to the introduction of energy-conservative new technology into the pipeline industry. The history, scope, and agency structure of state and federal regulation are recounted and some gaps, overlaps, and ambiguities are identified. The only significant inhibitory effects upon technological innovation are found to derive from the FPC and ICC limits upon profit, the 1941 Justice Department consent decree limiting dividends to shipper-owned pipelines, and the income tax rules governing recovery of investment credits and startup losses. Effects of these limits are explored by simulation studies using the Systems, Science and Software pipeline economic model (PEM). Two new concepts of regulation are proposed which would neutralize the inhibitory effect of the present regulatory system and would motivate pipeline operators to conserve energy: one, the use of a national equivalent value in the economic trade-off analyses which justify entry of a technological innovation into the rate base (valuation); and two, a valuation allowance which would reverse the presently often-existing situation and insure that the pipeline operator would realize a greater profit from saving energy than …

Handbook for preservation of local railroad service. Final report

Throughout the United States, there is an accelerating abandonment of redundant and/or unprofitable light-density railroad lines. This abandonment can be economically harmful to both the shippers and the communities that were previously served. Although greater dependence upon truck transportation is a viable alternative in many cases, other situations indicate that the greatest priority should be attached to preserving some form of local railroad service. The objective of this research was to develop a handbook to assist shippers, local and state governments, and rail planners when their Class I rail service is scheduled for abandonment. Two major options are detailed in the handbook. The first regards innovative procedures which may be used by local groups in attempting to preserve service by the existing Class I carrier. The second approach considers the alternative of operating the particular line as an independent railroad.

Slurry pipelines: economic and political issues. A review

In the controversy surrounding the proposal to grant Federal eminent domain to coal-slurry pipelines, the fundamental issue is whether, on balance, such a grant is in the national interest. The principal subissues (peripheral issues) of economics, water supply and disposal, energy consumption and conservation, employment, safety, and environmental impact are analyzed. It is found that, as compared with unit trains, which are the only immediate alternative for movement of large quantities of Western coal, the pipelines are not against the national interest, except in the case of employment. It is concluded that, on balance, the pipelines are in the national interest and should be granted the power of Federal eminent domain.
