Regional Issue Identification and Assessment (RIIA): an analysis of the Mid-Range Projection Series C Scenario. Executive summary for Federal Region IV

The Department of Energy (DOE) has hypothesized a number of alternate energy futures as part of its energy planning and analysis programs. In this report, which is part of DOE's Regional Issue Identification and Assessment (RIIA) Program, Oak Ridge National Laboratory examines how a proposed energy future called the Mid-Range Projection Series C Scenario would affect Federal Region IV (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee). This scenario, to be called the Series C Scenario, assumes a medium supply and a medium demand for fuel through 1990, and it incorporates the fuel switching provisions of the Energy Supply and Environmental Coordination Act. The report portrays the major regional environmental, human health and safety, socioeconomic, and institutional effects that might result from the implementation of the Series C Scenario.

Photocatalytic degradation of atrazine using TiO{sub 2}-impregnated mesh

TiO{sub 2} photocatalysis is investigated is a potential means for the disposal of pesticide rinsate waste at agrochemical dealerships. The focus is an evaluation of parameters that affect the rate and mechanism of atrazine degradation using formulated atrazine (ca. 20-25 ppm), TiO{sub 2} mesh, a high-pressure mercury-vapor lamp, and solar irradiation. The UV transmission of a variety of transparent materials was measured and atrazine photocatalysis was carried out using several materials as reactor covers. The pseudo-first-order rate constants were calculated and compared to determine which cover results in the most efficient atrazine degradation. A clear acrylic gave results nearly identical to Pyrex and was chosen for future photocatalytic experiments. UV intensity and photocatalytic rate were studied as a function of different numbers of layers of TiO{sub 2} mesh. It was found that five layers give the optimum rate of degradation without employing excess mesh. In order to assess the general effect of impurities present in water on the rate of atrazine degradation, water from five different sources was obtained and each sample was analyzed for purity and used to prepare aqueous atrazine for photocatalytic degradation. Oil and Gas Freight Transportation Alternatives

The policy project discussed in this report examined potential options regarding the use of rail and pipeline infrastructure to address the growing costs of roadway rehabilitation in the energy production areas of Texas. This project studied whether offering state incentives for expansion of rail or pipeline infrastructure along with roadway improvements might be an effective approach to address the increased freight transport needs of energy development and subsequently provide longer-term economic development opportunities in Texas shale energy regions. Specific rail and pipeline improvements have the potential to divert some heavy-truck traffic from energy production area roadways and thereby decrease roadway rehabilitation costs and increase traffic safety for roadway users on state and local roads.

Energy Policy Act transportation rate study: Interim report on coal transportation

The primary purpose of this report is to examine changes in domestic coal distribution and railroad coal transportation rates since enactment of the Clean Air Act Amendments of 1990 (CAAA90). From 1988 through 1993, the demand for low-sulfur coal increased, as a the 1995 deadline for compliance with Phase 1 of CAAA90 approached. The shift toward low-sulfur coal came sooner than had been generally expected because many electric utilities switched early from high-sulfur coal to ``compliance`` (very low-sulfur) coal. They did so to accumulate emissions allowances that could be used to meet the stricter Phase 2 requirements. Thus, the demand for compliance coal increased the most. The report describes coal distribution and sulfur content, railroad coal transportation and transportation rates, and electric utility contract coal transportation trends from 1979 to 1993 including national trends, regional comparisons, distribution patterns and regional profiles. 14 figs., 76 tabs.
