Correspondence issued by the Government Accountability Office with an abstract that begins "GAO found (1) the United States Securities and Exchange Commission's (SEC) and its Investor Protection Fund's (IPF) financial statements are presented fairly, in all material respects, in accordance with U.S. generally accepted accounting principles; (2) SEC maintained, in all material respects, effective internal control over financial reporting as of September 30, 2013, although internal control deficiencies exist that merit attention by those charged with governance; and (3) no reportable noncompliance in fiscal year 2013 with provisions of applicable laws, regulations, contracts, and grant agreements GAO tested. In commenting on a draft of this report, SEC's Chair expressed her pleasure that GAO found that SEC had successfully remediated the two significant deficiencies identified in 2012. The Chair added that SEC will focus on the significant deficiency GAO reported in 2013 in the area of information security."

Drilling Down Natural Gas Well Permitting Policy: Examining the Effects of Institutional Arrangements on Citizen Participation and Policy Outcomes

Over the past decade the movement of natural gas drilling operations toward more suburban and urban communities has created unique policy challenges for municipalities. Municipal response is manifest in a variety of institutional arrangements, some more enabling than others regarding citizen access to public hearings. This observation lead to the main research question, “How are variations in citizen participation affecting policy outcomes?” The argument is made that institutions affecting citizen participation, in turn affect policy outcomes. If the general public is given access to public hearings, their preferences for longer setbacks will be taken into account and the approved gas wells will have greater distances from neighboring residences – effectively providing for greater safety. Given the paucity of research on the topic of natural gas drilling, the research first begins with the presentation of a theoretical framework to allow for analysis of the highly complex topic of gas well permitting, emphasizing the rule-ordered relationships between the various levels of decision making and provides a typology of collective action arenas currently used by Texas municipalities. The research uses paired case studies of most similar design and employs a mixed methods process for the collection, analysis and interpretation of the municipal level …

Rebooting the Government Printing Office: Keeping America Informed in the Digital Age

The conference report to the 2012 Consolidated Appropriations Act mandated that the National Academy of Public Administration (the Academy) conduct a broad operational review of GPO to (1) update past studies of GPO operations; (2) examine the feasibility of GPO continuing to perform executive branch printing; and (3) identify additional cost saving operational alternatives beyond those that GPO has already implemented.The Academy formed a five-member Panel of Fellows to conduct a ten-month study of the agency’s current role, its operations, and its future direction. The Panel determined that the federal government in the digital age must continue to ensure that the public has permanent access to authentic government information and that GPO has a critical role to play in meeting this need. GPO leaders have made significant progress in “rebooting” the agency from a print-centric to a content-centric focus, but the agency needs to make further business and operational changes. The Panel issued fifteen recommendations intended to position the federal government for the digital age, strengthen GPO’s business model, and further GPO’s continuing transformation.
