User Acceptance of North Central Texas Fusion Center System by Law Enforcement Officers

The September 11 terrorist attacks pointed out the lack of information sharing between law enforcement agencies as a potential threat to sound law enforcement in the United States. Therefore, many law enforcement agencies as well as the federal government have been initiating information sharing systems among law enforcement agencies to eradicate the information sharing problem. One of the systems established by Homeland Security is the North Central Texas Fusion Center (NCTFC). This study evaluates the NCTFC by utilizing user acceptance methodology. The unified theory of acceptance and the use of technology is used as a theoretical framework for this study. Within the study, user acceptance literature is examined and various models and theories are discussed. Furthermore, a brief information regarding the intelligence work done by law enforcement agencies are explained. In addition to the NCTFC, several major law enforcement information systems are introduced. The data for this study comes from the users of the NCTFC across the north central Texas region. Surveys and interviews are used to triangulate data. It is found in this study that performance expectancy and effort expectancy are important indicators of system use. External Peer Review Team Report Underground Testing Area Subproject for Frenchman Flat, Revision 1

An external peer review was conducted to review the groundwater models used in the corrective action investigation stage of the Underground Test Area (UGTA) subproject to forecast zones of potential contamination in 1,000 years for the Frenchman Flat area. The goal of the external peer review was to provide technical evaluation of the studies and to assist in assessing the readiness of the UGTA subproject to progress to monitoring activities for further model evaluation. The external peer review team consisted of six independent technical experts with expertise in geology, hydrogeology,'''groundwater modeling, and radiochemistry. The peer review team was tasked with addressing the following questions: 1. Are the modeling approaches, assumptions, and model results for Frenchman Flat consistent with the use of modeling studies as a decision tool for resolution of environmental and regulatory requirements? 2. Recent legislation and presidential directives have called for a robust and integrated biosurveillance capability; that is, the ability to provide early detection and situational awareness of potentially catastrophic biological events. The Implementing Recommendations of the 9/11 Commission Act directed GAO to report on the state of biosurveillance and resource use in federal, state, local, and tribal governments. This report is one in a series responding to that mandate. This report addresses (1) federal efforts that support a national biosurveillance capability and (2) the extent to which mechanisms are in place to guide the development of a national biosurveillance capability. Climate Change: A Coordinated Strategy Could Focus Federal Geoengineering Research and Inform Governance Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "Policymakers have raised questions about geoengineering--large-scale deliberate interventions in the earth's climate system to diminish climate change or its impacts--and its role in a broader strategy of mitigating and adapting to climate change. Most geoengineering proposals fall into two categories: carbon dioxide removal (CDR), which would remove carbon dioxide (CO2) from the atmosphere, and solar radiation management (SRM), which would offset temperature increases by reflecting sunlight back into space. GAO was asked to examine (1) the state of geoengineering science, (2) federal involvement in geoengineering, and (3) the views of experts and federal officials about the extent to which federal laws and international agreements apply to geoengineering, and any governance challenges. GAO examined relevant scientific and policy studies, relevant domestic laws and international agreements, analyzed agency data describing relevant research for fiscal years 2009 and 2010, and interviewed federal officials and selected recognized experts in the field."

Carbon Mineralization by Aqueous Precipitation for Beneficial Use of CO2 from Flue Gas

Calera's innovative Mineralization via Aqueous Precipitation (MAP) technology for the capture and conversion of CO{sub 2} to useful materials for use in the built environment was further developed and proven in the Phase 1 Department of Energy Grant. The process was scaled to 300 gallon batch reactors and subsequently to Pilot Plant scale for the continuous production of product with the production of reactive calcium carbonate material that was evaluated as a supplementary cementitious material (SCM). The Calera SCM{trademark} was evaluated as a 20% replacement for ordinary portland cement and demonstrated to meet the industry specification ASTM 1157 which is a standard performance specification for hydraulic cement. The performance of the 20% replacement material was comparable to the 100% ordinary portland cement control in terms of compressive strength and workability as measured by a variety of ASTM standard tests. In addition to the performance metrics, detailed characterization of the Calera SCM was performed using advanced analytical techniques to better understand the material interaction with the phases of ordinary portland cement. X-ray synchrotron diffraction studies at the Advanced Photon Source in Argonne National Lab confirmed the presence of an amorphous phase(s) in addition to the crystalline calcium carbonate phases in the …

The Lake Charles CCS Project

The Lake Charles CCS Project is a large-scale industrial carbon capture and sequestration (CCS) project which will demonstrate advanced technologies that capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically the Lake Charles CCS Project will accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petroleum coke to chemicals plant (the LCC Gasification Project) and the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Lake Charles CCS Project will promote the expansion of EOR in Texas and Louisiana and supply greater energy security by expanding domestic energy supplies. The capture, compression, pipeline, injection, and monitoring infrastructure will continue to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project are expected to be fulfilled by working through two distinct phases.
