In 1998, Congress passed the National Drought Policy Act. The Act stated that this nation would benefit from national drought policy based on preparedness and mitigation to reduce the need for emergency relief. It acknowledged that this country has no consistent, comprehensive policy driving the federal role to help reduce the impacts of drought. The Act also created the National Drought Policy Commission to advise Congress on how best to: Integrate federal drought laws and programs with ongoing state,local, and tribal programs into a comprehensive national policy to mitigate the impacts of and respond to drought. Improve public awareness of the need for drought mitigation. Achieve a coordinated approach to drought mitigation and response by governments and nongovernmental entities, including academic, private, and nonprofit interests. This document constitutes the report of the National Drought Policy Commission. (Commission members were chosen according to provisions in the Act, which required representation of federal and nonfederal government entities and the private sector.) The report presents the basis for national drought policy and calls for commitment and resolve in providing sufficient resources to achieve the policy goals.

The Texas State Historical Association Quarterly Report includes "Papers read at the meetings of the Association, and such other contributions as may be accepted by the Committee" (volume 1, number 1). These include historical sketches, biographical material, personal accounts, and other research. Index is located at the end of the volume starting on page 535.

Over the past 25 years more than 20 major studies have examined the technological potential to improve the fuel economy of passenger cars and light trucks in the US. The majority has used technology/cost analysis, a combination of analytical methods from the disciplines of economics and automotive engineering. In this paper they describe the key elements of this methodology, discuss critical issues responsible for the often widely divergent estimates produced by different studies, review the history of its use, and present results from six recent assessments. Whereas early studies tended to confine their scope to the potential of proven technology over a 10-year time period, more recent studies have focused on advanced technologies, raising questions about how best to include the likelihood of technological change. The paper concludes with recommendations for further research.

The following activities were completed by the end of the quarter: (1) The CERT Executive Director invited a cross section of CERT member Tribes to participate in the project. By the end of the quarter, three Tribes had the invitation under active consideration, four Tribes expressed interest but wanted to see the detailed workplan prior to making a final decision and one Tribe, the Navajo Nation has accepted the invitation. (2) The CERT Board of Directors Executive Committee has endorsed two significant environmental policy priorities for consideration in the project. First, how does the federal Indian trust responsibility to land and natural resources as well as for the health, safety and political integrity of Indian Tribes affect the federal responsibility for facility cleanup and other statutory mandates under federal environmental statutes? And second, What are the protocols of government-to-government relations within a federal system of shared sovereignty and shared governmental responsibilities? And the corollaries to that question, What is the federal obligation for consultation with Tribes and how is that different and similar to consultation with states? And, What is the federal obligation to work cooperatively with Tribes and states in recognition of the three sovereigns of the American federal …

An act to add Chapter 6 (commencing with Section 42800) to Part 4 of Division 26 of the Health and Safety Code, and to add Chapter 8.5 (commencing with Section 25730) to Division 15 of the Public Resources Code, relating to air pollution.

This report studies many changes in Michigan's energy system would help the U.S. reduce its global warming emissions, meet its Kyoto Protocol targets in the near term, and establish momentum for the deeper reductions needed for climate protection in subsequent decades. At the same time, they would contribute to the State's economic vitality, environmental integrity and quality of life.

A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO reviewed the National Gambling Impact Study Commission's (NGISC) case study on gambling, focusing on: (1) the economic effects of gambling, particularly on employment, bankruptcy, and tax revenues and community investment; (2) the social effects of gambling; (3) the prevalence of pathological gambling; and (4) whether communities offer incentives to attract gambling establishments."
